The Senate of the Lakes, also known as the Senate of Hurmu and the Senate, is the legislature and sovereign of the Order of the Holy Lakes, and, by extension, Hurmu. The Senate is also the constitutional court of Hurmu, and it decides on rules governing the Order of the Holy Lakes
The current Senate, elected in 1718 and took office on 1.I.1719, has 18 members who are elected by the Electors, that is the adult members (who are at least or will turn 18 years of age during the year of the election) of the Order of the Holy Lakes. The Senate had 9 members from 1690 to 1701, with the first election occurring in 1690 and the second one in 1695. From 1702 and onwards, the Senate has had 18 members.
The next election is scheduled for XII.1723.
The Senate was originally created by Prince Andelarion as the Electorate of Hurmu in 1514. Quickly renamed to the Senate of the Lakes, it was in session from 1522 to 1536 (I), from 1542 to 1558 (II), and from 1570 to 1574 (III). Thereafter, it was in session from 1574 until 1599 (IV) as the merged Senate of Elwynn and Hurmu, and from 1599 as the Senate of an independent Hurmu once more, until 1603 (V), when it was effectively destroyed during the Hurmu genocide. After Hurmu's reunification in 1690, the Senate has been in seven sessions: 1690–1695 (VI), 1695–1701 (VII), 1701–1707 (VIII), 1708–1712 (IX), 1713–1718 (X), and from 1719 and onwards (XI).

Powers
The Senate of the Lakes acts as the collective head of state of Hurmu, and, during the prorogation of the Assembly (automatically in election periods and when otherwise declared), it is the sole legislature of Hurmu.
Moreover, the Senate is the upper house of the Parlerment of Hurmu, and thus, all bills passing the Assembly must meet the approval of the Senate in order to be enacted into law.
Also, the Senate is also the final arbiter or interpreter of all constitutional matters. In so doing, the Senate acts as Supreme Court for all constitutional questions in Hurmu.
The Senate has furthermore the following duties:
- Overseeing the Hurmu Peace Corps
- Overseeing the Order of the Holy Lakes
- Accrediting and receiving diplomatic envoys, such as ambassadors
- The power to declare war and make peace
- Ratify treaties (the Assembly's approval is necessary if the treaty amends national legislation)
- Amend the constitution (with the approval of the States, not the Assembly)
The minority in the Senate have the powers as follows:
- Any question within the powers of the Senate might be brought to a referendum of the Electorate (i.e. the adult members of the Order of the Holy Lakes) if one third of the Senators so declare; such referendum will be held in conjunction with the next regular senatorial election. For example, if three Senators state that they want the question of changing the name of Hurmu's official name to "Republic of Hurmu", then the voters will decide on it in a binding referendum, and the question may not be revisited by the Senate during the term preceding the referendum or following it.
Security
The 37th regiment of the Hurmu Peace Corps, Senatens livgarderegemente (Army Crandish for "Life Guard Regiment of the Senate"), was committed to the defence of the Senate. It was however rendered ineffective through loss of manpower and coherence during the 1720 Battle for the Palace of the Elenaran.
As of III.1720 AN, security for the Senate of the Lakes, at its secondary location, is provided by contractors from the Honourable Company.

The garrison commander was summoned, as he had the binoculars. The colours at the vessel's stern appeared to be those of the Elwynnese Realm. In the absence of coastguard cutter, nor of an air sea rescue helicopter, requisitions for which have been submitted, a contingent of eight riflemen accompanied the harbour master on a commandeered native fishing boat to make an inspection of the strange vessel.
The MV Lycurgus, almost certainly a false name, was found to be carrying a human cargo - four hundred and fifty Umraists from the city of Allswell in Alalehzamin. All in a miserable and sickly condition. It transpires that the persecution has continued, in spite of international criticism. Those Umraists who refused the call to submit to the Covenant, about half in all, were subjected to a round-up, with the security forces assisted by their Zurvanite neighbours. Selection parades are reportedly being conducted in rural Mishalan, with those chosen for the Labour Reserve being sent to Pozdam for processing, whilst the rejects are being herded onto trains bound for Avakair, where they apparently await boats. It should be noted that most reported executions have been conducted against those who have attempted to resist, or flee, particularly those trying to cross borders without authority. Those found manacled aboard the MV Lycurgus were apparently a "trial run", an attempt to find a suitable port or coastline onto which the deported population could be dumped. There may well be more to come. |

A few minutes later, the Humanist delegation received a telegram from Chryse, carried into the Senate chamber on a silver platter by one of the young Lakkvian ushers working at the Palace of the Elenaran, and the Humanist delegation then informed the Presiding Officer that they changed their votes again, once more, this time to being in favour. Despite the Conservatives having not been able to attend the meeting yet (travel difficulties), the Presiding Officer immediately called the question closed, perhaps in an attempt to avoid further Humanist vote changing, and declared the treaty duly ratified. |
