Oystra Stoorskerið Treaty

The Treaty between the Order of the Holy Lakes in right of Hurmu and the Phineonesian Confederation on the shared ownership and sovereignty over the Territory of Tanah Tōnán'hyôrï is a currently unsigned treaty, under negotiation, between Hurmu and Phineonesia with the object of making the territories of Kamoveropo, Libertador General Bernard O'Higgins, Oriental Digital Sebelah, and Westorney a shared condominium between Phineonesia and Hurmu under the name of Oystra Stoorskerið (Hurmu Norse for "East Great Skerry"; referring to the location of the condominium on Great Skerry in the Skerries).

The treaty was signed during the state visit of the President of Phinbella, Muhammad Furkorn Mat Jeen, to Hurmu, on 21.VII.1717 AN by Milo Enujohanenion, Secretary of State for External Relations, on behalf of Hurmu, and by the president himself on behalf of the Phineonesian Confederation. The treaty was ratified by the Senate of the Lakes on 6.VIII.1717.

Treaty between the Order of the Holy Lakes in right of Hurmu and the Phineonesian Confederation on the shared ownership and sovereignty over the territories of Kamoveropo, Libertador General Bernard O'Higgins, Oriental Digital Sebelah, and Westorney

Now have come the Order of the Holy Lakes in right of Hurmu, represented by the Secretary of State for External Relations, the Right Honourable the Right Reverend Milo Enujohanenion, Senator of the Lakes, Sagart of Huyenkula, and the Phineonesian Confederation, represented by His Excellency Muhammad Furkorn Mat Jeen, President of Phinbella, with the object to bring their friendship to a higher level, by sharing the sovereignty over the the territories of Kamoveropo, Libertador General Bernard O'Higgins, Oriental Digital Sebelah, and Westorney and making such adjustments to their legal relationship as thereby may be necessary. To these ends, they have decided to conclude a treaty over the same, and after exchanging their powers and authorizations, have agreed as follows:

Article 1.
A state of perpetual peace, friendship and good neighbourliness shall continue to define the relationship between Order of the Holy Lakes in right of Hurmu (hereinafter Hurmu) and the Phineonesian Confederation (hereinafter Phineonesia). Hurmu and Phineonesia confirm the Treaty between the Order of the Holy Lakes in right of Hurmu and the Phineonesian Confederation on the shared ownership and sovereignty over the Territory of Tanah Tōnán'hyôrï, issued at Longhïa'pyōn Tawao, on 1 November RP 2618 corresponding to 4 Gormaanuðr 1714.

Article 2.
The sovereignty of the territories of Kamoveropo, Libertador General Bernard O'Higgins, Oriental Digital Sebelah, and Westorney shall be jointly vested in Hurmu and Phineonesia under the name of the Condominium of Oystra Stoorskerið (hereinafter "the Condominium"). Phineonesian citizens and Hurmu citizens shall have full right of free movement in and out of the Condominium in accordance with law.

Article 3.
The Condominium will belong the same customs area to which Phineonesia and Hurmu belong.

Article 4.
Hurmu and Phineonesia agree, regarding future claims on the mainland of the Keltian continent or in the vicinity of the mainland of the Keltian continent, to consult with one another and take the opinions of the other under advisement before formally lodging any formal claims with the Micras Cartography Society.

Article 5.
The Condominium shall furnish the Hurmu Peace Corps with such manpower, equipment, financing, and property as is necessary for the Hurmu Peace Corps to perform its duty under the law of Hurmu and this Treaty. It is moreover the duty of the Hurmu Peace Corps to defend the shared sovereignty by Hurmu and Phineonesia. In so doing, Phineonesia shall aid Hurmu in establishing and recruiting from among Phineonesian citizens and Phineonesian–Hurmu citizens two regiments for the Territory of Tanah Tōnán'hyôrï and one regiment per territory constituting the Condominium established by this Treaty.

Article 6.
The Condominium shall be governed by a Council of Shared Sovereignty (CSS). It shall consist of: • 3 members appointed by the Government of the Phineonesian Confederation • 1 member appointed by the Hurmu Peace Corps, who shall chair the Council • 1 member appointed by the Prime Minister of Hurmu • 1 member appointed by the Chancellor of the Order of the Holy Lakes

Decisions are made by a majority vote.

The CSS holds all legislative, executive and judicial supreme power of the Condominium, subject to this Treaty.

Article 7.
Each of the territories of the Condominium shall be granted flags and coats of arms by decision of the Chancellor of the Order of the Holy Lakes on the recommendation from the President of Phinbella.

Article 8.
Territorial autonomy in the Condominium shall be guaranteed. The territories shall remain intact.

Article 9.
Any disputes under this treaty shall be attempted to be solved diplomatically by both states. In the event that a diplomatic solution is impossible to reach, the Parties agree that the judgment of the Senate of the Lakes shall bind the two Parties on the dispute.

Article 10.
This treaty shall be ratified. Once ratified by both Parties, they shall communicate to the Micras Cartography Society their shared desire to bring this treaty into force.
