Dasil Agreement

The Dasil Agreement is an agreement between the Çakar Empire, Hurmu and Lac Glacei about the occupation and the situation after the occupation of Barikalus. The territorial changes enter force on 1.X.1708 AN.

DASIL AGREEMENT


The occupying parties shall agree on the termination of the occupation of Barikalus, as well as on the situation immediately following the termination of the occupation, as specified in the following articles:


Article I – Peace and friendship
The Çakar Empire, Hurmu and Lac Glacei, in this agreement the High Contracting Parties, recognise the termination of the Arbor Civil War. They express their desire for peace, stability and friendship for the future of Barikalus.

Artikel II - Ending the occupation
On 1.X.1708 AN the occupation of Barikalus ended. The new situation, for which this agreement is a basis, then comes into force.

Artikel III - Formal apology
The future state of Barikalus will offer a formal apology for the murder of the Emir and Emira, the murder in the sinking of the Maerifan ship in Ghawlama harbour in which Hurmu dockers were also killed, and for causing a war of aggression.

Artikel IV - Monuments
a. The future state of Barikalus will fund a monument to the victims of the attack in Ghawlama port.
b. The future state of Barikalus will fund a monument at the murder site of Emir and Emira.

Artikel V - Ceding of territory
The future state of Barikalus will cede parts of its territory, namely:
a. A coastal strip along the River Glacei of at least 72 km, outside the city of Qurtuba, is ceded to Hurmu;
b. The northern part of the taifa Kahf Maqal, where the majority of the population are Franks, is ceded to Lac Glacei. An enclave called Aduatuca is also included, but the enclave of Abyla is excluded;
c. On the northern bay of the island of Mayurqa, an area of 106 km2 is ceded to the Çakar Empire;
b. The Çakari region of Vathia is ceded to the future state of Barikalus.

Artikel VI - Citizenship
All Barikalus citizens within the territories to be ceded become citizens of the nations receiving the territories. Barikalus citizenship is cancelled for them.

Artikel VII - Visas for families
The receiving nations and the future state of Barikalus provide visas for families to continue meeting across the new borders.

Artikel VIII - Enclave policy
The following arrangements are made for access to the enclaves, namely Abyla and Aduatuca, as a result of the ceding of territory:
a. The inhabitants of the enclaves have a right of passage, for which a special dispensation or visa is provided;
b. Passengers on the Aqabah - Aduatuca - Jayyan railway line can travel visa-free, only those boarding and disembarking at Aduatuca station have to comply with the applicable visa policy;
c. For sea access to the enclave of Abyla, Article IV, on Navigation, as expressed in the 'Treaty between Arbor and Lac Glacei' is used as a guide.

Artikel IX - Future state of Barikalus
The citizens of the remaining area will decide by referendum on the future state of Barikalus, its organisation and government. Insofar as it is decided for a sovereign state:
a. This state will be a neutral state;
b. The former taifas will be set up as federal states with language and religious rights for all minorities;
c. The armed forces are set up only for the defence of the nation. The surplus weaponry is handed over to the Çakar Empire;
d. The nation will not develop, acquire or possess chemical and nuclear weapons;
e. The existing nuclear power plants are operated by Çakar Empire, with the future state of Barikalus paying for the electricity. The future state of Barikalus is not building any new nuclear power plants.

Artikel X - Continued cooperation
Under the provisions of the earlier treaties, namely: 'Treaty between Arbor and Çakaristan', 'Treaty between Arbor and Hurmu' and 'Treaty between Arbor and Lac Glacei', the cooperation will be continued, with the future state of Barikalus as a signatory. This includes cooperation for the Apollonian Express.

Article XI - Interpretation
Any difference of interpretation of any Article or Articles of this Treaty which may arise between the High Contracting Parties will be settled bilaterally by peaceful means in a spirit of mutual respect and understanding.

Article XII - Ratification
This Treaty enters into force upon its signature and ratification by Both High Contracting Parties in accordance with their respective domestic procedures.
