Jess Heymer was an Amokolian politician and nobleman, President of the Government of Amokolia, 1504–1520, King of Amokolia (1520–1524) who was also active in Shireroth (1525–1611), Gralus (1540–1544), Ocia (1553–1556), Victoria (1559–1574), Elwynn (1574–1600), and Natopia (1600–1611).

In Shireroth, he was Count of Naudia'Diva (1535–1611) and Duke of Yardistan (1550/1551–1552), and thrice anti-kaiser as Mortisberg I (1537), Penisberg (1537), and Mortisberg II (1564).

The son of an Amokolian warlord, Jess recruited and assembled military forces to take over the government in Automatica in the late 1510s. In 1520, his victory in Amokolia was clear, and he declared himself King Jess X of Amokolia, honouring the 9 kings of Amokolia before him since 1504. By 1524, Jess's rule in Amokolia was heavily criticised by the citizenry, and in an effort to hold power, he went to Shirekeep to negotiate an Amokolian integration into the Shirerithian Imperial Republic. His negotiations failed, but Jess secured Shirerithian citizenship, and renounced the Amokolian crown in favour of Peter Kelly (Peter XI).

In 1535, he was raised to the Shirerithian peerage as Count of Naudia'Diva. His tenure initially began with controversy as he tried to rename the county and island into "Mango". He gave in to popular pressure and restored the name Naudia'Diva, though attempted to change it back to its erstwhile name of Muad'dib a few years later. Around the same time, in 1537, Jess announced himself as Kaiser Penisberg, and also as an alter ego of Mortisberg, in an effort to satirize the way kaisers took power in Shirekeep in that era. As anti-kaiser(s), he was more known for his propoents cheers calling out in Naudia'Diva and Shirekeep, "Hail Penisberg!" and "Hail Mortisberg!" for his two different characters.

For Amokolia's future, Jess turned to Gralus, which readily admitted Amokolia as the new Gralan state under the name of the Amokolian Republic in 1540.

Jess grew unhappy with the Gralan administration, and declared Amokolia's independence in 1544, and led an independence campaign to take over the island of Leng.

Meanwhile, in Shireroth, Jess focused on securing political power there. He stood in an election for Steward, but lost against Leo Dine by securing only 25% of the votes against Leo's 75%. He was raised to Duke of Yardistan in 1550 or 1551, but was removed from the position by order of Kaiseress Anandja I, with the words "Jess has once again shown that he is not suited to be Duke of Yardistan, or Duke of anywhere." He was thus banned from the higher peerage.

Amokolia became heavily indebted the following years, due to the lavish reconstruction of Amokolia and the fast expansion of Amokolian territory. Jess offered to sell Amokolia to Ocia in return for Ocia taking over Amokolia's debts. Ocia accepted, and in 1553, Jess signed over Amokolia to Ocia. This union of Amokolia and Ocia made Jess unhappy – the Ocians were too devious and militaristic to his liking, and Jess regretted selling Amokolia to Ocia. He declared Amokolia's independence, optimistic that securing independence would be as easy now as it had been the previous time. He had, however, underestimated Ocia's opposition to the independence of a strategic territory of its empire. Thus Jess inadvertently ushered Amokolia into the First Amokolian War, which lasted 1556–1557. With the support of neighbouring Shireroth and Ashkenatza, the forces of Ocia were driven out of Amokolia in 1557. Jess paid a heavy price, however, as Ashkenatza demanded compensation in the form of large pieces of Amokolia's territory.

The new independent Amokolia elected Jess its president, but the country was poor and heavily damaged by war. Faced with the prospect of famine and decline of national order, Jess had Amokolia be annexed to the Kingdom of Victoria two years after the independence of Amokolia.

The Victorian dominion over Amokolia proved successful for Amokolia's economy, in particular for agriculture and related industries such as food production, infrastructure and logistics. Jess, having retired from politics, focusing on his private interests while living in a mansion (built by the Victorians) outside Anun, and tending to his estate of sheep and wool and mutton production.

When in the early 1570s, an Amokolian independence leader known as Daniel Malexander led an Amokolian independence party in Amokolia. Jess Heymer stayed quiet however, not being interested in politics any more. Amokolia left Victoria in 1574, and with the support of Elwynn, joined Elwynn. Jess continued working on his estate.

In 1595, Jess was appointed to Senate of Elwynn, Amokolia and Hurmu and thereby ex officio also of the Order of the Holy Lakes, a membership he kept until his death. The Elwynnese Union of states was destroyed in the late 1590s by Jacobus Loki's efforts to bring the country into Shireroth. Amokolia managed to secure independence from Elwynn by becoming a Natopian protectorate. Jess was instrumental in setting up the new Amokolian government, elected to its presidency once more in 1605, a position he held until his death in 1611.
