Senate of the Lakes/old

The Senate of the Lakes, also known as the Senate of Hurmu and the Senate, is the legislature and sovereign of the Order of the Holy Lakes, and, by extension, Hurmu. The Senate is also the constitutional court of Hurmu, and it decides on rules governing the Order of the Holy Lakes

The current Senate, elected in 1718 and took office on 1.I.1719, has 18 members who are elected by the Electors, that is the adult members (who are at least or will turn 18 years of age during the year of the election) of the Order of the Holy Lakes. The Senate had 9 members from 1690 to 1701, with the first election occurring in 1690 and the second one in 1695. From 1702 and onwards, the Senate has had 18 members.

The next election is scheduled for XII.1723.

The Senate was originally created by Prince Andelarion as the Electorate of Hurmu in 1514. Quickly renamed to the Senate of the Lakes, it was in session from 1522 to 1536 (I), from 1542 to 1558 (II), and from 1570 to 1574 (III). Thereafter, it was in session from 1574 until 1599 (IV) as the merged Senate of Elwynn and Hurmu, and from 1599 as the Senate of an independent Hurmu once more, until 1603 (V), when it was effectively destroyed during the Hurmu genocide. After Hurmu's reunification in 1690, the Senate has been in seven sessions: 1690–1695 (VI), 1695–1701 (VII), 1701–1707 (VIII), 1708–1712 (IX), 1713–1718 (X), and from 1719 and onwards (XI).

Powers

The Senate of the Lakes acts as the collective head of state of Hurmu, and, during the prorogation of the Assembly (automatically in election periods and when otherwise declared), it is the sole legislature of Hurmu.

Moreover, the Senate is the upper house of the Parlerment of Hurmu, and thus, all bills passing the Assembly must meet the approval of the Senate in order to be enacted into law.

Also, the Senate is also the final arbiter or interpreter of all constitutional matters. In so doing, the Senate acts as Supreme Court for all constitutional questions in Hurmu.

The Senate has furthermore the following duties:

  • Overseeing the Hurmu Peace Corps
  • Overseeing the Order of the Holy Lakes
  • Accrediting and receiving diplomatic envoys, such as ambassadors
  • The power to declare war and make peace
  • Ratify treaties (the Assembly's approval is necessary if the treaty amends national legislation)
  • Amend the constitution (with the approval of the States, not the Assembly)

The minority in the Senate have the powers as follows:

  • Any question within the powers of the Senate might be brought to a referendum of the Electorate (i.e. the adult members of the Order of the Holy Lakes) if one third of the Senators so declare; such referendum will be held in conjunction with the next regular senatorial election. For example, if three Senators state that they want the question of changing the name of Hurmu's official name to "Republic of Hurmu", then the voters will decide on it in a binding referendum, and the question may not be revisited by the Senate during the term preceding the referendum or following it.

Security

The 37th regiment of the Hurmu Peace Corps, Senatens livgarderegemente (Army Crandish for "Life Guard Regiment of the Senate"), was committed to the defence of the Senate. It was however rendered ineffective through loss of manpower and coherence during the 1720 Battle for the Palace of the Elenaran.

As of III.1720 AN, security for the Senate of the Lakes, at its secondary location, is provided by contractors from the Honourable Company.

The Senate is composed of 7 Ayreonist–Traditionalist senators, 6 Humanist senators, 4 Conservative senators, and 1 Verionist senator.

With there being a 6-6-6 (not an auspicious number for the incoming socialist government) vote for the nomination, there being thus a tie, it befell the Chancellor, a United Ayreonist herself, to break it. Following the party line, she voted in favour of accepting the nomination. As such, Annika Raudsepp was declared Prime Minister elect, and she would be inaugurated the following day.

Motion that Hurmu establishes a city in Lontinien bearing the name Haratşarbatır, to honor a deceased individual who has done much for this country, Mukhaliin Kharachar (Haratşar Muhalin), Khan of the Blue Band of the Silver Yak Horde.
(12-0-14) Mukhaliin Kharachar, also known as Haratşar Muhalin, was Khan of the Blue Band of the Silver Yak Horde. He died in 1717 to much grief of the Hurmu community. In OOC consideration, Mukhaliin Kharachar was the Hurmu character of the late Alperen, and the erection of a city in his honour is in this way one of our ways to mark our memory of him.
1719 14 22 Senator Aliande dies, having been shot two days earlier. Flag of Hurmu on top of the Palace of the Elenaran lowered to half staff for ten days.

Annika Raudsepp, the Prime Minister, wished to attend to mark the tragic demise of Aliande but was not invited by Chancellor Li Naomiai.

Composition

The Senate is composed of 12 women and 6 men (of which the entire humanist faction is female); the oldest was born in 1627 (thus aged 103 AN years) and the youngest in 1693 (thus aged 37 AN years). The average age is 61 AN years. Two Senators are Verionist, three Conservative, six humanist, and seven Ayreonist–Traditionalist.

(2) A town will be erected in Samholdsøya for the repatriates of the Warring Islands, wishing to remain under Hurmu sovereignty, and also wishing to remain in community with their Warring Islands kin. A Warring Islander wishing to resettle elsewhere in Hurmu will not be discouraged however.

(10-6)-1) After a heated debate in the Senate, the bill, which was denounced by Humanists as an "attempt by Sanama and Shireroth to build an axis for themselves", was rejected. The United Ayreonist–Traditionalists tried to buy Mondo's support by appealing to easier import and export of cake and cake ingredients, but it was too late (Mondo had said "I actually agree with the Humanists on this...but then cake was mentioned...More time will be required"), as the Conservatives, too, denounced the treaty, citing that because "Hurmu is not on Sanama's list of export partners, [the] Conservative List is not convinced of the need for this treaty". The surprising Humanist–Conservative coalition in this matter briefly united bitter enemies, and might lead to a different type of government after the next elections in two years' time.

Section 1: Raspur Pact Forces
The Chancellor of the Order of the Holy Lakes shall, in coordination with the Prime Minister, seek to negotiate a settlement with Nouvelle Alexandrie and the Command of Allied Mission in Eastern Apollonia, Hurmu & Lyrica with the view to end the the Allied Mission and other Raspur Pact military forces in the territory and sovereign waters of Hurmu.


Section 2: Expulsion of Harald
The Senate of the Lakes posthumously expels from the membership of the Order of the Holy Lakes the former Prince-Baron of Hurmu, Harald Thorstein af Ettlingar Freyu, and his late spouse, also including any of his or his late spouse’s children. This decision extends also to any of the expellees’ descendants and their spouses unless they can derive their membership from descent or marriage to another member of, from another line in, the Order of the Holy Lakes.

Section 3: Posthumous admittance of Mahmud bin Alsalam
The Senate of the Lakes posthumously admits Mahmud bin Alsalam, the late Emir of Arbor , and the son of Karel Leopold des Vinandy and Elisabeth van Hollandt, for his friendship to the People and Nation of Hurmu, to the Order of the Holy Lakes with the rank of Knight of the Holy Lakes, and founder of the Line of Alsalam, thus allowing any of his descendants and their spouses, for as long as the Line of Alsalam may remain extant, be Knights and Ladies of the Holy Lakes.

Section 4: Admittance of Hendrik Leopold des Vinandy

Section 5: Leaving the World Association of Non-aligned Countries
The Senate of the Lakes, acting on behalf of the Order of the Holy Lakes in sovereign right of Hurmu, shall from the first day of the new year not be a member of the World Association of Non-aligned Countries and not be bound by any of its conferences or decisions, and directs the Representative of Hurmu to the World Association of Non-aligned Countries to give immediate notice of this decision.

1703 2 6 Report on Lycurgus. Abbreviated form: The harbour master at Tyrador, one of the small community of shipwrecked mariners who found shelter with the HPC garrison there, reported spotting a rusting merchantman, ex-SATCO by the looks of it, sheltering in the roads offshore. The garrison commander was summoned, as he had the binoculars. The colours at the vessel's stern appeared to be those of the Elwynnese Realm. In the absence of coastguard cutter, nor of an air sea rescue helicopter, requisitions for which have been submitted, a contingent of eight riflemen accompanied the harbour master on a commandeered native fishing boat to make an inspection of the strange vessel.

The MV Lycurgus, almost certainly a false name, was found to be carrying a human cargo - four hundred and fifty Umraists from the city of Allswell in Alalehzamin. All in a miserable and sickly condition.

It transpires that the persecution has continued, in spite of international criticism. Those Umraists who refused the call to submit to the Covenant, about half in all, were subjected to a round-up, with the security forces assisted by their Zurvanite neighbours. Selection parades are reportedly being conducted in rural Mishalan, with those chosen for the Labour Reserve being sent to Pozdam for processing, whilst the rejects are being herded onto trains bound for Avakair, where they apparently await boats.

It should be noted that most reported executions have been conducted against those who have attempted to resist, or flee, particularly those trying to cross borders without authority.

Those found manacled aboard the MV Lycurgus were apparently a "trial run", an attempt to find a suitable port or coastline onto which the deported population could be dumped. There may well be more to come.

1703 6 17 Ratification of Treaty between Hurmu and Sanama Approved With this treaty, diplomatic relations with the new regime in Sanama were normalized. Adopted with 13 votes in favour (Ayreonists, Humanists, Traditionalists, Verionists) with the 4 Conservatives absent. The Humanist vote proved dramatic, as the Humanists first opposed ratification, citing the plight of the "Humanist Martyrs of Richmond". Thereafter, the Presiding Officer, being shocked at the sudden emotive nature of the humanist delegation, adjourned the meeting for a few minutes. When the meeting resumed 10 minutes later, the Humanist delegation informed the Presiding Officer that they had changed their votes to abstain. A few minutes later, the Humanist delegation received a telegram from Chryse, carried into the Senate chamber on a silver platter by one of the young Lakkvian ushers working at the Palace of the Elenaran, and the Humanist delegation then informed the Presiding Officer that they changed their votes again, once more, this time to being in favour. Despite the Conservatives having not been able to attend the meeting yet (travel difficulties), the Presiding Officer immediately called the question closed, perhaps in an attempt to avoid further Humanist vote changing, and declared the treaty duly ratified.

1703 10–11 Report on the Ghawlama attack. According to a leak reported by the Humanist-aligned tabloid Hurmu Herald, the Senate voted (15 votes in favour (Conservatives, Humanists, Traditionalists), 2 against (Ayreonist, Verionist) to issue an ultimatum to the so-called Republic of Barikalus, whereby the Republic would have 12 days (i.e. until the 22 or 23.VIII.1703 to provide Hurmu with reparations for the attack, with figures around 1 million Cräites per dead Hurmudan and for costs of cleaning up the harbour and repairing it and salvaging the damaged ship, as well as handing over all persons involved in the attack to face trial in Hurmu, and that if the Republic fails to deliver on these demands, Hurmu will respond to a military attack on its territory with a proportional military response, and also exclude Mustafa Asada from the Order of the Holy Lakes for treason by waging war against Hurmu.

The Senate condemns, in the strongest terms possible, the attack on Hurmu territory, in which several hundred people were murdered soldiers and airmen under the command of Mustafa Asada, son of Ali Asada and Jalila el-Hana.

Mustafa Asada has failed to take responsibility for his actions and for the actions of the people under his command. He has received the demands for reparation and bringing to justice of all of those involved in the attack, and he has not acted on them. As such, he has brought the Holy Lakes into disrepute and his refusal to take responsibility threaten the people of Hurmu with war.

By bringing fire and death upon the people of Hurmu, Mustafa Asada has committed treason against the Holy Lakes. For that reason, the Senate of the Lakes, in its capacity as sovereign of the Order of the Holy Lakes in right of Hurmu, expels Mustafa Asada, son of Ali Asada and Jalila el-Hana, from the Order of the Holy Lakes, with immediate effect.
Unanimously approved Mustafa Asada thus had the rare dishonour of being the first person ever to have been expelled from the Order of the Holy Lakes

The Humanists supported these measures as being conducive to Hurmu's seeking of the role of host for this organisation.

Conservatives described themselves as not happy with foreign interference that undermined Hurmu's sovereignty and therefore votes against the accessions.

The Verionist representative agreed with Calbion's notice to depart from the MTO – "The new secretary's attempts to increase MTO powers, as well as the talks of a move to a place build on the theft of the work of others are a step to far." The Verionist representative stated, for the record, that Hurmu should abandon its membership in the MTO.

The Ayreonists and Traditionalists disagreed that ratifying the said treaties will diminish Hurmu's sovereignty, on the contrary, they believed it would lead to a greater voice of Hurmu on the international arena, which will only serve to strengthen Hurmu's independence and sovereignty. Accordingly they voted aye.
Accession to the Treaty to Establish the International Commission

1707 2 5 Florian Sanctions Compromise Approved (13-0-1-4) With this compromise being approved by the Senate, Hurmu eased its sanctions against Floria to be in line with those of the Xäiville Convention. This restored the right of Florian businesses to trade with Hurmu (though kept the import ban of Florian products), visa-free travel for Florian citizens, and the right of Florian trains and ships and airplanes to access Hurmu. Sanctions remaining were thus "an import ban on Florian products, a release of copyright on Florian products already in the XC is lifted (making piracy legal), and no broadcasting of Florian football games, and no audience for Florian games taking place in XC countries". Moreover, the Senate directed its representative to the XC to begin dismantling the sanctions against Floria.

* Relations with the authorities in Cimmeria and Raikoth will be informal and on authority (not government) level, and will relate only to trade and cultural exchanges.
Confirmed (5-4-0) Passed on faction lines (in favour: Humanists, Traditionalists; against: Ayreonists, Conservatives). The alternative line, proposed by the Conservatives, was that Hurmu would recognise neither government in Elwynn, and be neutral in that respect, only having informal relations, failed despite its obvious compromise nature. The Ayreonists had initially proposed to establish diplomatic relations with Free Elwynn, but this was also voted down by the Conservatives, Traditionalists, and Humanists.
