Foreign relations of the Order of the Holy Lakes

The foreign relations of the Order of the Holy Lakes (Hurmu and Phineonesia) are constitutionally headed by the Senate, but delegated to the Secretary of State for External Relations, and the diplomatic staff around the world.

The Secretary of State for External Relations and chief diplomat of the Order of the Holy Lakes is, as of 1736 AN, vacant. As such, the current chief diplomat is the acting Minister for External Relations, Senator Muhammad Furkorn Mat Jeen (otherwise Minister of International Trade.

Bilateral relations

In the table below, relations are summarised. If a country is marked green, it has relations with Hurmu.

Anahuaco Anahuaco 1711 Informal relations began in 1707, with Anahuaco sending a delegation for the Microvision Song Contest that year, which Hurmu hosted, and required coordination with Hurmu authorities for logistical purposes. Future formalized relations possible and likely. The Emperor and Prime Minister are members of the Order of the Holy Lakes. Formal relations began in 1711 after Anahuaco's accession to the Raspur Pact and thus also to the Hurmu–Raspur Pact Free Trade Agreement. Embassies exchanged in early 1718. No concerns.
Ashinthael Ashinthael 1705 Informal relations began in 1703, formalized upon Ashinthael's assumption of sovereignty. Collabartion on the the AshinthaelTransprinitica border, including demarkation and delimitation. Treaty (1707). Shared land and maritime border. No concerns.
Banh Nam Banh Nam 1736 Formal relations established in 1736, upon the international recognition of Banh Nam's sovereignty. Informal relations since 1733. Banh Nam borders the Phinbellan Euran States of Kōkai and Shandānø'kaí. Shared land and maritime border No concerns.
Bassaridia Vaeringheim Bassaridia Vaeringheim No relations. Future relations possible. Citizens advised to avoid travelling to this country, unless on a mission sanctioned by the Order.
Benacian Union Benacian Union 1702 Initially warm and friendly relations. Shared history and culture. Part of the Hurmu–Raspur Pact Free Trade Agreement. Elwynn was assisting considerably in the establishment of the new Hurmu state organization through the Allied Reconstruction Mission in Hurmu (ARM-H). Hurmu's mission to the MTO in Chryse is also accredited to represent Hurmu in the city-state. However, once the Second Elwynnese Civil War began, relations became more tense, with a UDF ARM-H unit defecting to the rebel government Elwynn and Amokolia (REA). Hurmu also established itself as officially neutral with view to the civil war, which also angered the Court of the Princess. Thus Hurmu has difficult diplomatic terrain to navigate with regard to its relations with Elwynn. Hurmu has, however, not officially recognised the REA or Tarrland. Hurmu regards the Second Elwynnese Civil War as an internal matter for Elwynn to decide its government. As such, Hurmu considers itself neutral between the warring factions. Since 1702 of the Second Elwynnese Civil War, the Benacian Union took over the foreign affairs of both Elwynn and the Unified Governorates (with both of which Hurmu had enjoyed diplomatic relations since 1690) . After the peace agreement between the Verionists and Humanists in 1706, Free Elwynn was reunified with the Benacian Union, which made matters simpler for Hurmu's diplomatic corps.

The same year, the Benacian Union also notified that companies who trade directly with the rebel islands of Cimmeria and Raikoth would be refused access to the markets of the mainland.

See also Foreign relations of Elwynn. Linus Truls Thorgilsson represents the Benacian Union in Hurmu. In late 1702, Ambassador Lyydia Kruuna, who had represented Hurmu in the Benacian Union's capital Chryse, was recalled to Vesüha for consultations as a response to the Benacian Confrontation, which saw Hurmu's diplomatic staff in Chryse driven to Ransenar's border. She was later posted back. In 1717, Hurmu closed its consulates in Ardashirshahr and Goldfield, citing financial reasons.

Hurmu closed its missions in the Benacian Union in early 1734 for reasons of security, due to the security situation in the country.

Citizens are advised not to travel to the country. Citizens inside the country are advised to leave the country immediately.
Çakaristan Çakaristan 1690 Relations, re-established after the dissolution of the Great Apollonian Empire, are formal and polite, governed by the Treaty of Suqutra (1690). Embassies established, ambassadors to be exchanged. In early 1693, Hurmu opened a consulate-general in Suqutra and a smaller consulate in Myvar. On the eve of 1698, Hurmu recognised the Great Apollonian Empire as a successor to Çakaristan. Doing so, however, created an issue in Hurmu with regard to Jingdao's debt to Hurmu for its responsibility for the Hurmu genocide. This issue was resolved through the dissolution of the Great Apollonian Empire in 1704, after which Hurmu had nothing unsaid toward Çakaristan, and was ready to aid Çakaristan morally in the establishment of its new government. Calbion Calbion 1693 Relations established in early 1693. Generally polite and cooperative. Relations took a severe turn after the assassination of Calbain prince and Hurmu senator Deiniol in 1733, which seemed to have had the support of the leadership in Calbion. Cerulea Cerulea 1724 Relations opened in 1724 after Cerulea handed over Annika Raudsepp, Muhammad Abdullah, and Nada Lesjak to Hurmu (via Normark). Prior to this, trade had been banned between Hurmu and Cerulea. Citizens are advised not to travel to the country. Citizens inside the country are advised to leave the country.
Constancia Constancia 1690 Relations are friendly and warm. Constancia has offered substantial funding for Hurmu's independence through the Allied Reconstruction Mission in Hurmu, and continues to be a significant investor in the Hurmu economy. Shared land and maritime border. Part of the Hurmu–Raspur Pact Free Trade Agreement. See also Foreign relations of Constancia. No concerns.
Craitland Craitland 1690 Friendly and warm. Free movement of people between the countries. Hurmu citizens in Craitland are afforded same civil rights as Craitish citizens. Craitish citizens in Hurmu are afforded the same civil rights as Hurmu citizens. Vesüha Accords governs the relations between the countries. Both countries are members of and cooperate through the Xäiville Convention. No concerns.
Daau Daau 1711 Relations began in 1711 after a Daau representative contacted the Order of the Holy Lakes and asked Hurmu to allow President Xi Bing Jin visit Hurmu on official business. See also Foreign relations of Daau. No concerns.
Dark Berry Islands Dark Berry Islands 1693 Relations friendly and cooperative. Established in 1693. Free trade and cooperations on many areas. Relations governed by Hurmu–Dark Berry Islands Treaty and the Xäiville Convention. Shared maritime border. No concerns.
Eternia Eternia No relations. Future relations possible. Weather is unpredictable and dangerous. Follow recommendations from local authorities.
Floria Floria 1691 Friendly and polite relations until 1706, when the Senate of the Lakes denounced Floria's invasion in Port Balaine as an illegal war of aggression. Floria was then subjected to heavy sanctions by both Hurmu and, later, also the other Xäiville Convention countries. Hurmu's embassy to Port Balaine was made a consulate general in early 1707 after international recognition of Floria's annexation became more prominent. In 1721, Hurmu unilaterally removed the remaining sanctions against Floria. In 1727, Floria left the Raspur Pact, and thus Floria was no longer covered by the Hurmu–Raspur Pact Free Trade Agreement. Hexarchy Hexarchy 1694 Relations established in late 1694. The countries agreed to cooperate in the fields of regional stability, science, and tourism, as well as working towards increased trade between the countries. Treaty (1702). Relations soured in 1707 when the Hexarchy lay claim to parts of Hurmu's Karnamark. The territorial dispute was resolved after intense negotiations in 1714. Imperial Federation Imperial Federation 1706 Relations established in late 1706 as a result of the Imperial Federation's accession to the Raspur Pact. HRPFTA. Hurmu's embassy in Pentyre is accredited to the Imperial Federation. Shared land and maritime border Citizens are advised to avoid unnecessary travelling to non-urban areas.
International Mandate International Mandate 1695 Friendly relations. Established in 1695. Treaty. No concerns.
Kalgachia Kalgachia 1694 Relations established in 1694. Formal and polite. Citizens are advised not to travel to the country due to regional instability.
Kurum Ash-Sharqia Kurum Ash-Sharqia 1702 After the country successfully seceded from New Batavia, relations between Hurmu and Kurum Ash-Sharqia were informal, held mainly through through the Sultan and the Princess Consort's membership in the Order of the Holy Lakes. On 5.X.1702, Jan Spiik visited Vrijplaats. After being received by the Sultan and his family, Jan Spiik and the Grand Vizier confirmed the opening of diplomatic relations. Treaty signed on 9.X.1702. Embassies established the same year. No concerns.
Lac Glacei Lac Glacei 1694  Relations established in 1694. Friendly and warm. Shared historical and cultural links. Cooperation on matters of mutual concern. Treaty (1694). Eesdeheito co-administered as a condominium. Consulates in Ergo Sum and Johannsessbuurg closed in 1717 for financial reasons. See also Foreign Relations of Lac Glacei. Meckelnburgh Meckelnburgh 1699 Diplomatic relations established in 1699. Both are members of and cooperate through the Xäiville Convention. Relations were considered friendly and polite until Meckelnburgh's passing of the Order of the Holy Lakes Act (1731), which Hurmu felt singled out as being perceived as potential threat to Meckelnburgh's independence. Members of the Order of the Holy Lakes are advised to avoid unnecessary fraternising with citizens of Meckelnburgh due to local legal restrictions in place on relationships between members of the Order and citizens of Meckelnburgh. Mercury Mercury 1690 Friendly and formal. Both are members of and cooperate through the Xäiville Convention. Former Mercurian consulate in Lakkvia upgraded to embassy to Hurmu. No concerns.
Mondosphere Mondosphere 1702 Cordial yet cautious with Mondo himself, as he is a Knight of the Holy Lakes by "birth"-right. Formal and warm relations between Hurmu and Varmland, however. Representation offices in Carlstad and Huyenkula exist for the other party. Relations with Mondo himself, as mentioned, as well as Etzeland Etzeland, Greater Sangun Greater Sangun, Northbloom Northbloom, Riskai Riskai, and Steerswick Steerswick are more complicated and informal. Hurmu foreign service hopeful of expanding on these relations, however. In 1716, most of the Mondosphere acceded to the Raspur Pact, and thus joining the Hurmu–Raspur Pact Free Trade Agreement. TBA
Moorland Moorland 1718 Relations established in 1718 during the problems in Hurmu's similarly named district of Moorland. In 1719, the Kingdom joined the Raspur Pact and thus became party to the Hurmu–Raspur Pact Free Trade Agreement. Hurmu and the Kingdom then signed the Treaty of Zumerhafen which granted the Kingdom almost all of the District of Moorland (Hurmu kept the Ports of Newhaven, through which there is a shared land and maritime border). Natopia Natopia 1690 Friendly and warm relations. Shared history and culture to some extent. Part of the Hurmu–Raspur Pact Free Trade Agreement. No concerns.
New Batavia New Batavia 1691 Friendly and formal. Treaty signed on 22.II.1691. See also Hurmu–New Batavia relations No concerns.
Normark Normark 1703 Warm relations. Shared culture, mythology, language. Part of the Hurmu–Raspur Pact Free Trade Agreement. Relations began officially in 1703 after Normark's independence, but Hurmu had had a consulate in Normark since 1690. See also Foreign affairs of Normark and Hurmu–Normark relations Citizens are advised to avoid unnecessary travelling to the regions of Slevik and Jelsinga, as well as any border areas (defined as 50 km from the border) with the Green.
Nouvelle Alexandrie Nouvelle Alexandrie 1691 Relations are characterised as friendly and warm. Treaty of Ciudad Howard (1691), Hurmu–Raspur Pact Free Trade Agreement, (1691) Hurmu Ruins Treaty (1694). Hurmu consulates in Fauquier, Quesque, and Punta Norte closed in 1702 for financial reasons. Otherwise, no concerns.
Oportia Oportia 1716 Informal relations began in 1707. Formal relations established in 1716 with the exchange of embassies and opening of formal trade routes between the countries. In late 1719, Oportia acceded to the Xäiville Convention. Ten years later, Oportia left the XC, seeking to join the Raspur Pact. [[See also Hurmu–Oportia relations. No concern.
Polonias Polonias 1730 Relations automatically opened through Polonias's accession to the Raspur Pact, thereafter both are parties to the HRPFTA No concern.
Sanama Sanama 1691 Warm and friendly relations. Sanama has contributed considerably to the Allied Reconstruction Mission in Hurmu. Treaty (1703), previously party to the HRPFTA, but upon Sanama's withdrawal from the Raspur Pact in 1702, the HRPFTA no longer extended to Hurmu–Sanama relations. New treaty sets out a new framework for relations. In 1719, relations took a turn to the worse when the Tiegang Papers showed that the Sanaman government had clandestinely sold weapons to the Communist Workers' Party before 1719, and thereafter to the left-leaning coalition government (outside official channels). Ambassador Zyl Avon-El recalled from Sanama to Huyenkula for consultations. After a new government was voted in in Sanama, Sanama began prosecuting the people responsible for the debacle, and relations between Sanama and Hurmu became much better. In 1720, Hurmu voted in favour of admitting Sanama to the and the Xäiville Convention, which the country also did. See also Foreign relations of Sanama. Shireroth Shireroth 1690 Formal relations. Friendly. Shared culture and history to certain extent. Part of the Hurmu–Raspur Pact Free Trade Agreement. See also Foreign relations of Shireroth. Ambassador Jonas Sokker represents Hurmu in Shirekeep. Hurmu closed its missions in Shireroth in early 1734 for reasons of security, due to the security situation in the country. South Sea Islands South Sea Islands 1693 After a long period of informal friendly relations, formal relations established on 5.V.1693 after a visit of Jan Spiik to Joseph Town. He inaugurated Hurmu's embassy there, the first foreign embassy in Joseph Town. In 1694, Hurmu sponsored the SSI's successful admittance to the Xäiville Convention. No concerns.
Suren Suren 1692 Polite and formal. Cooperation through the Hurmu–Raspur Pact Free Trade Agreement. Hurmu's embassy in Aqaba accredited to Suren. Border between Hurmu and Suren created by the establishment of Desaremix in 1729. Shared land and maritime border Citizens are advised to avoid travel to the country that has not been sanctioned by the Order.
Svetostrov Svetostrov 1728 Formal relations, cooperative. Heavy cultural and religious relations between mainly North Coria and Svetostrov. Society of Yeshua and the Corian Orthodox Church are active also in Svetostrov. In 1733, Svetostrov applied for annexation to the Order of the Holy Lakes as a realm thereof. No concerns.

Zeed Zeed 1690 Friendly and polite relations. Zeed was assisting considerably in the establishment of infrastructure and border control in Lontinien. In 1703, the Zeedic consulate in Ghawlama was moved to Vadimbaatar amid protests from the Zeedic community in Vadimbaatar. See also the Hurmu–Zeed Friendship Society.
