Saint Andre is a demesne of Natopia. It is entirely surrounded by Shireroth, with Floria directly north of Shireroth; located in the continent of Apollonia. Its capital and largest city is the city of Port St. Andre, one of Natopia's most important commercial and entrepot trade ports. The city was world headquarters and namesake of SATCo until the escalation of the Sxiro-Jingdaoese Confrontation required its headquarters to move to Lindstrom. Founded as the capital of the Natopian colony of Natollonia, the city was ceded to the Free State of Haifa in 1616 AN and became the independent Most Serene Republic of St. Andre on that republic's dissolution in 1620 AN, before returning to Natopian rule with the annexation of 1652 AN. Because it was independent, it still maintains the Saint Andre national football team. Chancellor Benjamin Meir was a prominent Andrino citizen.

Etymology

It is named after Andreas the Wise, the Bovic saint of economics.

History

Port St. Andre was founded as the capital of Natollonia, a colony of Natopia, and the Chapel of Saint Andre raised at its founding survives as the seat of the Bosarch of Port St. Andre in the Dozan Bovic Church. The Saint Andre Trading Company administered the port under its colonial charter, alongside Port Taroof, the Farpoint Islands and Cape Oleslaad, until it was divested of its colonial duties by Act in 1615 AN.

The city was ceded to the Free State of Haifa the following year under the Treaty of St. Andre, the principal act of the ministry of Haifan Prime Minister Benjamin Meir. The republic surrendered the principality of Walstadt to the Natopian crown and received Port St. Andre in exchange. Erlo Sinders, governor of the Wallis Islands, judged that the exchange undervalued Haifan holdings and had pressed instead for territory in the Skerry Isles, but voted for ratification. Meir resigned both the premiership and his citizenship within the month, and arrived in Natopia the following year.

Haifan rule lasted four years. In 1620 AN what remained of the citizenry of the Free State concluded the Agreement of Dissolution, which partitioned the republic between the Commonwealth of Hamland and Passio-Corum and named Port St. Andre its successor state as the Most Serene Republic of St. Andre. The mutual-defense obligation of the Treaty of Abeis, concluded between Haifa and the Empire of the Alexandrians at the republic's foundation, passed to the new republic with the succession.

The Most Serene Republic held its independence for three decades and later came under Natopian protection. The Natopian Empire annexed it in 1652 AN, and a naval station was founded at Port St. Andre in the same year as the St. Andre Maritime Defense Outpost, the first permanent imperial installation in the territory and the origin of the present Port St. Andre Naval Station.

The city of Todochev carries the name of Ismael Todochev, founder of the Haifan republic. Benjamin Meir College and The Meir Review carry the name of its last Prime Minister, who served twice as Chancellor of Natopia after his exile and whose daughter Maria Meir held the demesne as Princess of Saint Andre; the style descended in her line to her grandson Cornelius Meir, Duke of Frenzyville, who holds it in 1758 AN.

The Armistice of Blyth of 21.XIV.1654 AN established the Florian Free State around Blyth as a self-governing association of municipalities in the south of the Florian Republic. Shireroth ceded the territory to Natopia in the peace settlement that closed the War of Lost Brothers, and Natopia held it as a separate demesne until 1708 AN, when it was merged into Saint Andre under Maria Meir, Countess of Frenzyville. Its municipalities of Blyth and Gelatoland entered the demesne with the merger.

The Principality of Saint Andre functions as a demesnial government under the constitutional framework of the Natopian Empire. It is one of the constituent demesnes of the Most Serene Union of Dos Gardenias and exercises a high degree of local autonomy in areas such as economic regulation, urban development, internal security, and education. The demesne operates under a Demesnial Charter, which defines the structure and authority of its institutions in accordance with imperial law.

Executive authority is vested in the Mayor of Saint Andre, who oversees day-to-day administration and implements policies passed by the local legislature. The legislative body, known as the Council of Saint Andre, is a unicameral assembly responsible for drafting laws, approving budgets, and providing oversight of the executive branch. The Prince or Princess of Saint Andre serves as the ceremonial head of the demesne and Vicereine, representing its identity and traditions within the broader imperial framework. Supreme authority remains with the Empress of the Natopians who acts as the sovereign of the entire empire, though her role in local governance is primarily symbolic. Saint Andre coordinates closely with imperial ministries on matters of defense, trade, and foreign policy, while retaining full control over its internal governance.
