The foreign affairs of the Federation of Nouvelle Alexandrie are an important aspect of the country's governance and play a crucial role in shaping its relationships with other nations and international organizations. The Secretary of State is at the forefront of the country's foreign policy efforts and serves as the primary representative of the Federation in its international dealings.
In addition to the Secretary of State, the President of the Government, the Council of State, and various other agencies and officials also play key roles in shaping and implementing the foreign policies of the Federation. This multi-faceted approach ensures that the various perspectives and interests of different sectors of the economy and society are considered and integrated into the country's foreign policy decisions.
Nouvelle Alexandrie is a member of several important international organizations, including the Micras Treaty Organization, the Raspur Pact, the Euran Economic Union, the Community of Goldfield, and the Micras Trade Organization. Its membership in these organizations reflects the country's commitment to regional and international cooperation, as well as its recognition of the importance of maintaining strong relationships with other nations and organizations. As a founding member of the Euran Economic Union and the Community of Goldfield, Nouvelle Alexandrie also plays a significant role in shaping the policies and direction of this important regional organization.
With its rich history and active involvement in regional and global affairs, Nouvelle Alexandrie is a vital player on the world stage, working to advance its interests and promote peace and stability in the region and beyond.
Overview
Nouvelle Alexandrie was formed in 1685 AN, originally called the Federation of Alduria and the Wechua Nation, with the Proclamation of Punta Santiago. The new Federation has assumed both the Treaty commitments and partnerships that both Alduria and the Wechua Nation had while they were independent states. This included Alduria's membership to the Micras Treaty Organization, as well as the individual memberships of both nations to the Raspur Pact.
Nouvelle Alexandrie's foreign policy emphasizes its participation in multilateral organizations, particularly especial is its active membership in the Micras Treaty Organization and adoption of its treaties such as the Micras Intellectual Property Protection Act (MIPPA), the Treaty to Establish the Intermicronational Commission, and the MTO Convention on the Laws of the Seas. The assistance provided by the international community during the 1673 AN-1677 AN During past Aldurian water crises, the outflow of international help from a myriad of nations further has impressed upon Nouvelle Alexandrie to serve as a major contributor to international humanitarian and disaster relief efforts.
Nouvelle Alexandrie sees its commitments to the Raspur Pact to be among its highest priorities in foreign affairs. As a member of the Raspur Pact, it has access to vast commercial markets, foreign capital, and raw materials in nearly every continent of Micras through the free trade zone among members of the Pact. 60% of its foreign trade is to Raspur Pact members, mainly Constancia, Natopia, Ransenar, the UGB, Florian Republic, Sanama, and Elwynn.
Cooperation with other countries remains important to Nouvelle Alexandrie. Despite its membership in the Raspur Pact, Alduria traditionally maintained a close relationship with various members of the USSO, in particular with Jingdao. This relationship was developed at the height of Aldurian neutrality during the starting years of the country, prior to the Federation. Trade and cordial relations with former USSO friends continue, but trade with the USSO has dropped considerably from its high point in the early 1670 AN's. Relations with Jingdao and most USSO nations remain cordial. Çakaristan is a USSO member that Nouvelle Alexandrie sees as a threat with which it has an uneasy but unspoken amiable coexistence.
Nouvelle Alexandrie is a strong proponent of the freedom of navigation, meaning that ships flying the flag of any Micran nation shall not be attacked, interfered, intercepted or hindered by other states, except for in special and reasonable circumstances. Nouvelle Alexandrie regularly conducts naval exercises with Raspur Pact allies and on its own in order to ensure the security and safety of trade and navigation in national and international waters.
The principal objective of the foreign policy is the safeguarding of the independence and welfare of its people. Below this overarching goal, Nouvelle Alexandrie has also identified some additional foreign policy objectives, mainly the need to alleviate need and poverty in the world, promote respect for human rights, maintain its commitments to its Raspur Pact allies, promote the preservation of the planet and its natural resources, and protect its interests.
These objectives reflect the history of both Alduria and the Wechua Nation, individually and collectively. Both nations had a long history of economic, political, and social cooperation between themselves. During the 1673 AN-1677 AN Aldurian water crisis, the Micras Treaty Organization arranged an international humanitarian mission to help end the water crisis. The Wechua Nation once was a failed state and many of its citizens fled the anarchy to many nations, including Alduria, Constancia, and Natopia. These events further impressed upon the Federation and its government to serve as a major positive contributor to international humanitarian and disaster relief efforts. The Alduro-Wechua moral obligation to undertake social, economic, and humanitarian activities that contribute to world peace and prosperity comes from these events. This is manifested in its bilateral and multilateral diplomatic activity, assistance to other countries, and support for the establishment and formation of a Micran body of international law, particularly humanitarian law.
LGBTQ issues
The advancement of LGBTQ issues and elimination of discrimination is a particularly prominent agenda item in Alduro-Wechua foreign policy, helping form the bedrock of many relationships, namely Natopia and Sanama.
Nouvelle Alexandrie is a strong proponent of the freedom of navigation, meaning that ships flying the flag of any Micran nation shall not be attacked, interfered, intercepted, or hindered by other states, except for in special and reasonable circumstances. This originates from Alduria's previous cooperation efforts with the USSO, in particular Operation Hugo Grotius.
Refugee policies
Nouvelle Alexandrie grants protection and residence to people under serious persecution in their country of origin due to their religion, nationality, sexual orientation, gender identity, membership in a particular social or ethnic group, or political opinion, or who are unable to return to their home country for other humanitarian reasons. Links with the Department of Interior (the agency that handles the citizenship and residency process) and the Border Guard are maintained to ensure a smooth and speedy process for refugees.
Nouvelle Alexandrie has inherited the Aldurian "Law of Graces", a policy that has been enshrined in the Proclamation of Punta Santiago. The "Law of Graces" is an established tradition from the founders of Alduria that granted any and all refugees from the Wechua, Alexandrian, and Caputian diasporas citizenship automatically and often including land or other property in the country, in exchange for their commitment to build, defend, and invest in the country and its future.

The department is led by the Secretary of State, a member of the Council of State who is nominated by the President of the Government. The Secretary of State serves as the nation's chief diplomat and representative abroad.
Releases and Diplomatic Communiques

The foreign affairs of the Federation of Nouvelle Alexandrie (Alexandrian: Affaires étrangères de la Fédération de Nouvelle Alexandrie; Martino: Asuntos exteriores de la Federación de Nueva Alejandría; Wechua: Hawa Llaqtakunawan Rimanakuy) are managed primarily by the Department of State, currently led by Secretary Jean-Michel Durand. The Secretary of State serves as the primary representative of the Federation in international dealings and as a member of the Council of State.
The President of the Government, the Council of State, and various other agencies and officials also play key roles in shaping and implementing foreign policy. This multi-faceted approach ensures that the perspectives and interests of different sectors of the economy and society are considered in the country's foreign policy decisions.
Nouvelle Alexandrie maintains membership in several international organizations, including the Micras Treaty Organization, the Raspur Pact, the Euran Economic Union, the Community of Goldfield, and the Micras Trade Organization. As a founding member of the Euran Economic Union and the Community of Goldfield, Nouvelle Alexandrie plays a significant role in shaping the policies of these regional organizations. The Federation is also a founding member of the Concord Alliance Treaty Organization (CATO), a security framework established under Premier Marissa Santini's administration that has grown in importance following geopolitical shifts in the late 1730s and 1740s.
Overview
Nouvelle Alexandrie was formed in 1685 AN, originally called the Federation of Alduria and the Wechua Nation, with the Proclamation of Punta Santiago. The new Federation assumed both the treaty commitments and partnerships that Alduria and the Wechua Nation had maintained as independent states, including Alduria's membership in the Micras Treaty Organization and both nations' memberships in the Raspur Pact.
Raspur Pact
The Federation's foreign policy has historically emphasized its commitments to the Raspur Pact as among its highest priorities. As a Pact member, Nouvelle Alexandrie has access to commercial markets, foreign capital, and raw materials across nearly every continent of Micras through the free trade zone among members. Approximately 60% of the Federation's foreign trade flows to Raspur Pact members, principally Constancia, Natopia, the Benacian Union, Zeed, and Suren.
The strategic landscape shifted significantly during the late 1730s and early 1740s. The East Keltian Collapse (1736 AN-1738 AN) witnessed the disintegration of two key New Alexandrian allies, Normark and Anahuaco, creating a power vacuum in northern and eastern Keltia. This collapse resulted in the absorption of over 10 million refugees by Nouvelle Alexandrie and opened territories to exploitation by non-aligned powers. Simultaneously, the Benacian War (1738 AN-1741 AN) between Shireroth and the Benacian Union reshaped the regional balance of power. The conflict concluded with the Treaty of Lorsdam, resulting in Shireroth's victory and its subsequent departure from the Pact. This left the Benacian Union fragmented and weakened, fundamentally altering power dynamics within the alliance system.
The Fourth Euran War (1744 AN-1745 AN) further tested the Pact's cohesion. The conflict, triggered by the 1744 Oportian coup d'état that brought the National Salvation Council to power, saw Raspur Pact forces, including substantial New Alexandrian contributions, intervene to restore democratic governance in Oportia. The war concluded with the establishment of the Transitional Government of the State of Oportia and Oportia's reintegration into the international community.
Concord Alliance Treaty Organization
The Concord Alliance Treaty Organization (CATO) was established under Premier Marissa Santini's administration as a security framework between Nouvelle Alexandrie, Natopia, Oportia, and Vegno. Originally conceived as complementary to the Raspur Pact, CATO has grown in strategic importance following the reconfiguration of Raspur Pact membership.
In 1742 AN, CATO completed its integrated communications infrastructure, a NAX€42 billion joint project creating a quantum-encrypted command and control system spanning all member territories. The network includes triple-redundant transmission paths through satellite, submarine cable, and terrestrial networks, with artificial intelligence-powered translation systems enabling real-time multilingual communications across alliance command structures.
The Force 1752 Initiative, Nouvelle Alexandrie's comprehensive military modernization program, is specifically designed for versatility across both security frameworks. This dual-purpose approach reflects the Federation's evolving strategic posture as a bridge between the Raspur Pact and CATO.
The relationship between the two alliance frameworks has been subject to domestic political debate. In 1743 AN, leaked remarks by Secretary of State Federico Mercurio suggesting a potential shift toward prioritizing CATO over the Raspur Pact caused significant controversy. The government subsequently reaffirmed its commitment to both alliance structures, though the episode highlighted ongoing discussions about the Federation's strategic orientation.
Cooperation with non-aligned states
Despite its alliance commitments, Nouvelle Alexandrie maintains cooperative relationships with various non-aligned nations. Alduria traditionally maintained close ties with members of the USSO, particularly Jingdao, developed during the early years of Aldurian neutrality prior to the Federation. Trade and cordial relations with former USSO nations continue, though at reduced levels from their high point in the early 1670 ANs.
Relations with Bassaridia Vaeringheim have improved markedly following humanitarian cooperation in Corum. During Floria's invasion of territories formerly controlled by the Confederacy of the Dispossessed, Nouvelle Alexandrie and Oportia served as third-party verifiers to ensure that Bassarid humanitarian aid reaching the affected populations was delivered appropriately. This cooperation has helped overcome previous suspicions dating to the Alexandro-Hammish-Bassarid Confrontation.
Foreign policy principles
The principal objective of the Federation's foreign policy is safeguarding the independence and welfare of its people. Additional objectives include alleviating need and poverty globally, promoting respect for human rights, maintaining alliance commitments, promoting environmental preservation, and protecting national interests.
These objectives reflect the history of both Alduria and the Wechua Nation. During the 1673 AN-1677 AN Aldurian water crisis, the Micras Treaty Organization arranged international humanitarian assistance that left a lasting impression on the Federation's approach to international cooperation. The Wechua Nation once experienced state failure, with many citizens fleeing to Alduria, Constancia, and Natopia. These events established a moral obligation to contribute to international humanitarian and disaster relief efforts, manifested in bilateral and multilateral diplomatic activity and support for international law, particularly humanitarian law.
LGBTQ issues
The advancement of LGBTQ issues and elimination of discrimination is a prominent agenda item in New Alexandrian foreign policy, forming the bedrock of relationships with nations including Natopia. In 1720 AN, the Department of State established the Rainbow Haven Visa Program, which provides refugee visas to LGBTQ+ individuals facing verifiable persecution in their home countries. The program offers comprehensive resettlement support including housing assistance, employment opportunities, and healthcare. As of 1727 AN, the program had settled over 3,900 refugees in the Federation.
Nouvelle Alexandrie is a strong proponent of freedom of navigation, meaning that ships flying the flag of any Micran nation shall not be attacked, interfered with, intercepted, or hindered by other states except in special and reasonable circumstances. This principle originates from Alduria's previous cooperation efforts with the USSO, particularly Operation Hugo Grotius. The Federation regularly conducts naval exercises with Raspur Pact allies to ensure the security of trade and navigation in national and international waters.
Refugee policies
Nouvelle Alexandrie grants protection and residence to people under serious persecution in their country of origin due to religion, nationality, sexual orientation, gender identity, membership in a particular social or ethnic group, or political opinion, or who are unable to return to their home country for other humanitarian reasons. The Department of Interior and the Border Guard coordinate to ensure smooth processing for refugees.
The Federation has inherited the Aldurian "Law of Graces," enshrined in the Proclamation of Punta Santiago. This tradition grants automatic citizenship to refugees from the Wechua, Alexandrian, and Caputian diasporas, often including land or other property, in exchange for their commitment to build, defend, and invest in the country.
The East Keltian Collapse (1736 AN-1738 AN) tested these policies significantly, with the Federation absorbing over 10 million refugees from the collapsed states of Normark and Anahuaco. More recently, Bassaridia Vaeringheim's expansion into former Normark territories has generated a new refugee crisis. By 1749 AN, over 122,000 Norse refugees had applied for asylum, with 72,890 stopped at northern borders pending verification. The influx has strained border processing infrastructure, with regional governors requesting NAX€850 million in emergency funding. Refugees report fears of persecution following the deployment of RSP missionaries and War League forces, with memories of the Gulf of Jangsong Crucifixions driving the mass exodus.
