The foreign affairs of the Federation of Nouvelle Alexandrie (Alexandrian: Affaires étrangères de la Fédération de Nouvelle Alexandrie; Martino: Asuntos exteriores de la Federación de Nueva Alejandría; Wechua: Hawa Llaqtakunawan Rimanakuy) are managed primarily by the Department of State, currently led by Secretary Jean-Michel Durand (since 1750 AN). The Secretary of State serves as the primary representative of the Federation in international dealings and as a member of the Council of State.

The President of the Government, the Council of State, and various other agencies and officials also play key roles in shaping and implementing foreign policy. This multi-faceted approach ensures that the perspectives and interests of different sectors of the economy and society are considered in the country's foreign policy decisions.

Overview

Nouvelle Alexandrie was formed in 1685 AN, originally called the Federation of Alduria and the Wechua Nation, with the Proclamation of Punta Santiago. The new Federation assumed both the treaty commitments and partnerships that Alduria and the Wechua Nation had maintained as independent states, including Alduria's membership in the Micras Treaty Organization and both nations' memberships in the Raspur Pact.

Raspur Pact

The Federation's foreign policy has historically emphasized its commitments to the Raspur Pact as among its highest priorities. As a Pact member, Nouvelle Alexandrie has access to commercial markets, foreign capital, and raw materials across nearly every continent of Micras through the free trade zone among members. Approximately 60% of the Federation's foreign trade flows to Raspur Pact members, principally Constancia, Natopia, the Benacian Union, Zeed, and Suren.

The strategic landscape shifted significantly during the late 1730s and early 1740s. The East Keltian Collapse (1736 AN-1738 AN) witnessed the disintegration of two key New Alexandrian allies, Normark and Anahuaco, creating a power vacuum in northern and eastern Keltia. The Fourth Euran War (1744 AN-1745 AN) further tested the Pact's cohesion. The conflict, triggered by the 1744 Oportian coup d'état that brought the National Salvation Council to power, saw Raspur Pact forces, including substantial New Alexandrian contributions, intervene to restore democratic governance in Oportia. The war concluded with the establishment of the Transitional Government of the State of Oportia and Oportia's reintegration into the international community.

Concord Alliance Treaty Organization

The Concord Alliance Treaty Organization (CATO) was established under Premier Marissa Santini's administration as a security framework between Nouvelle Alexandrie, Natopia, Oportia, and Vegno. Originally conceived as complementary to the Raspur Pact, CATO has grown in strategic importance following the reconfiguration of Raspur Pact membership.

During Floria's invasion of territories formerly controlled by the Confederacy of the Dispossessed, Nouvelle Alexandrie and Oportia served as third-party verifiers to ensure that Bassarid humanitarian aid reaching the affected populations was delivered appropriately. This cooperation has helped overcome previous suspicions dating to the Alexandro-Hammish-Bassarid Confrontation.

Foreign policy principles

The principal objective of the Federation's foreign policy is safeguarding the independence and welfare of its people. Additional objectives include alleviating need and poverty globally, promoting respect for human rights, maintaining alliance commitments, promoting environmental preservation, and protecting national interests.

These objectives reflect the history of both Alduria and the Wechua Nation. During the 1673 AN-1677 AN Aldurian water crisis, the Micras Treaty Organization arranged international humanitarian assistance that left a lasting impression on the Federation's approach to international cooperation. The Wechua Nation once experienced state failure, with many citizens fleeing to Alduria, Constancia, and Natopia. These events established a moral obligation to contribute to international humanitarian and disaster relief efforts, manifested in bilateral and multilateral diplomatic activity and support for international law, particularly humanitarian law.

LGBTQ issues

The advancement of LGBTQ issues and elimination of discrimination is a prominent agenda item in New Alexandrian foreign policy, forming the bedrock of relationships with nations including Natopia. In 1720 AN, the Department of State established the Rainbow Haven Visa Program, which provides refugee visas to LGBTQ+ individuals facing verifiable persecution in their home countries. The program offers comprehensive resettlement support including housing assistance, employment opportunities, and healthcare. As of 1727 AN, the program had settled over 3,900 refugees in the Federation.

Freedom of navigation

Nouvelle Alexandrie is a strong proponent of freedom of navigation, meaning that ships flying the flag of any Micran nation shall not be attacked, interfered with, intercepted, or hindered by other states except in special and reasonable circumstances. This principle originates from Alduria's previous cooperation efforts with the USSO, particularly Operation Hugo Grotius. The Federation regularly conducts naval exercises with Raspur Pact allies to ensure the security of trade and navigation in national and international waters.

Refugee policies

Nouvelle Alexandrie grants protection and residence to people under serious persecution in their country of origin due to religion, nationality, sexual orientation, gender identity, membership in a particular social or ethnic group, or political opinion, or who are unable to return to their home country for other humanitarian reasons. The Department of Interior and the Border Guard coordinate to ensure smooth processing for refugees.

The Federation has inherited the Aldurian "Law of Graces," enshrined in the Proclamation of Punta Santiago. This tradition grants automatic citizenship to refugees from the Wechua, Alexandrian, and Caputian diasporas, often including land or other property, in exchange for their commitment to build, defend, and invest in the country.

The East Keltian Collapse (1736 AN-1738 AN) tested these policies significantly, with the Federation absorbing over 10 million refugees from the collapsed states of Normark and Anahuaco. Department of State

The Department of State is the federal executive department responsible for carrying out Nouvelle Alexandrie's foreign policy and international relations. Its duties include advising the President of the Government, administering diplomatic missions, negotiating treaties and agreements with foreign entities, and representing the Federation in international organizations such as the MTO.
