Anglien–Nouvelle Alexandrie relations are the bilateral relations between the Free Duchy of Anglien and the Federation of Nouvelle Alexandrie. Formal relations date to 1754 AN, the year the CATO-coordinated intervention ended the NKR occupation and the Charter of Anglien established the Free Duchy under Sovereign Duke Edgard III. Nouvelle Alexandrie was, with Natopia, one of the two principal contributors to that intervention, and the Free Duchy counts the Federation among its closest partners.[1][2]

The relationship is close but asymmetric. During Anglien's transitional period, Nouvelle Alexandrie acts as one of the duchy's principal patrons through the Concord Alliance Treaty Organization (CATO): it supplied the first CATO Commissioner of Peace for Anglien, contributes to the reconstruction grants that fund much of the transitional budget, and provides civilian advisers to the duchy's new courts. Anglien, for its part, pursues a policy of active non-alignment and is not a member of CATO or any other alliance.[1][3] Alongside this patronage runs a deeper bond of dynasty and faith: Edgard III's daughter reigns as Empress Clara I of Natopia and queen consort of Nouvelle Alexandrie, and their children stand in the New Alexandrian line of succession.[2]

Nouvelle Alexandrie maintains an embassy in the Anglian capital, Johannsessbuurg, and Anglien maintains one in Cárdenas. The transitional protection framework that structures much of the relationship is expected to wind down after the completion of Anglien's constitutional process in 1759 AN.[1]

Background

The relationship was forged in the NKR insurrection, which brought the Nü Krantisk Rapskaff to power across Anglien and neighboring cantons of Lac Glacei from 1752 AN. Under the occupation, NKR authorities expelled the Mala'anje fishing community from Kloss, burned Alexandrian Nazarene churches, and carried out extrajudicial killings against the civilian population.[4] The government of King Sinchi Roca II had committed Nouvelle Alexandrie to the Mala'anje cause from the opening of the persecution campaign; the Treaty of Qorali, signed on 15.I.1754 AN, formalized the Federation's co-sovereignty with the Imperial Federation over the Mala First Nation and bound New Alexandrian forces to the protection of Mala'anje communities in the Wakara diaspora.[2]

Nouvelle Alexandrie joined the CATO coalition out of treaty obligation and political conviction alike. A New Alexandrian naval task force, dispatched from Punta Santiago to the Anglien theater, provided the principal maritime capability of the intervention and conducted the amphibious lift and fire support for the eastern landing of 1754 AN and the later southeastern landing from Montrial.[2] The coalition expelled NKR forces by IX.1754 AN, and the Lac Glacei Act of 23.XII.1754 AN recognized the Free Duchy as an independent polity under Edgard III, providing the legal foundation for Anglien's sovereignty. Formal diplomatic relations between Cárdenas and Johannsessbuurg opened in 1754 AN, and resident embassies were exchanged over the following months.[1][2]

Concord Alliance framework

Much of the relationship is conducted through the Concord Alliance. Nouvelle Alexandrie is a principal contributor to the CATO reconstruction and assistance effort in Anglien, which covered roughly 58 percent of the duchy's expenditure in its first fiscal year through grant transfers tied to governance benchmarks accepted by the Sovereign Duke under Chapter IX of the Charter.[1][3]

During the transition, the most visible New Alexandrian presence in the duchy was the CATO Commissioner of Peace for Anglien, the Concord Alliance's senior representative and the coordinator of all CATO assistance programs. Its first and only holder, Alejandro Fuentes-Villanueva, was a New Alexandrian diplomat and former official of the New Alexandrian Department of State who had directed the civil administration of the occupation of Oportia. The Concord Council appointed him in X.1754 AN on the joint recommendation of Nouvelle Alexandrie and Natopia, and renewed his mandate for a second term in X.1756 AN. He stepped down on certifying the constitutional referendum on 23.VII.1759 AN, and the office wound down, closing in XV.1759 AN once the first general election was certified.[3][5]

New Alexandrian personnel also staff the civilian side of the Concord Alliance Military Assistance Mission to Anglien (CAMA-A). Its rule-of-law contingent, drawn from New Alexandrian, Aerlan, and Natopian legal and administrative professionals, has supported the Transitional Judiciary, the Truth and Reconciliation Commission of Anglien, and the bailiwick courts, training much of a judiciary that had little formal legal background before appointment. During the Charter negotiations, Fuentes-Villanueva secured the inclusion of CATO-nominated international jurists on the Special NKR Tribunals of Anglien, a condition Edgard III accepted on the grounds that no qualified pool of Anglian jurists then existed.[1][3]

Anglien's active non-alignment gives the relationship its asymmetry: the duchy accepts New Alexandrian patronage on a defined, temporary basis while declining any standing alliance, and reserves the freedom to engage states its patrons oppose. The point was tested in 1757 AN, when Anglien signed a Treaty of Friendship and Non-Aggression with Çakaristan on 10.III.1757 AN; the CATO Commissioner was consulted on the negotiation and raised no objection, months before Nouvelle Alexandrie's own relations with Çakaristan collapsed later in the year.[1][6]

Economic cooperation

By 1757 AN, the relationship had expanded beyond grant support into energy technology and development finance. On 9.V.1757 AN, the Council of Ministers announced that the two new units of the Aquaria Modernization and Expansion Program would use New Alexandrian Alexandrium Cascade reactors, tied to approximately AM 12 billion in New Alexandrian investment.[7]

Three days later, Anglien presented the Bliven Fund proposal to the Concord Council, asking Nouvelle Alexandrie and Natopia to underwrite most of a post-aid sovereign endowment weighted toward the New Alexandrian écu and the Natopian natopo. No member state had committed funds at the time of the proposal.[8]

Dynastic and religious ties

The two states are bound by dynasty. Edgard III's daughter reigns as Empress Clara I of Natopia and, through her marriage to King Sinchi Roca II, as queen consort of Nouvelle Alexandrie. Her five children by the New Alexandrian king carry titles across both realms: the eldest, Sayari, is Crown Princess of Nouvelle Alexandrie as Princess of Rimarima; Nathan is Crown Prince of Natopia; and Urpi, Xanthorr, and Phaedra hold subsidiary New Alexandrian titles. Edgard III is grandfather to all five, who stand in the New Alexandrian line of succession, and the dynastic channel kept coordination between Cárdenas, Lindstrom, and Johannsessbuurg close throughout the crisis and after.[2][1]

Faith reinforces the tie. Nouvelle Alexandrie is the state patron of the Autocephalous Nazarene Church of Alexandria, whose Anglian congregations were among the NKR's principal targets and whose community, restored since the liberation, holds three seats in the Diet of Anglien. The shared Alexandrian Nazarene tradition gives the relationship a sustained cultural basis; Fuentes-Villanueva, the former Commissioner, is himself an Alexandrian Nazarene, and worships with the congregation at Johannsessbuurg.[1][3] Nouvelle Alexandrie also hosts the largest Mala'anje diaspora community outside Anglien itself, a legacy of the Federation's role as co-protector of the Mala First Nation.[1]

Diplomatic missions

Nouvelle Alexandrie is represented by an embassy in Johannsessbuurg, opened in 1754 AN, and Anglien by an embassy in Cárdenas, opened in 1755 AN.[1]
