Relations between Çakaristan and the Federation of Nouvelle Alexandrie were established in 1717 AN with the Treaty of Tiegang and ended on 8.XI.1757 AN, when Nouvelle Alexandrie denounced the treaty and severed diplomatic relations.[1] For four decades the two states maintained a cordial relationship, the most substantial element of which was a New Alexandrian engineering presence in Çakaristan that included the Strait Tunnel beneath the Jaris Strait.[2]
The relationship ended over Çakaristan's annexation of Dromosker Island in VII.1757 AN.[2][3] Nouvelle Alexandrie condemned the seizure and withheld recognition, conducted a naval cruise through the Skerry Isles in IX,[4] and, after a public exchange with the Çakari government,[5] denounced the 1717 AN treaty, expelled the Çakari ambassador, recalled its own, and imposed targeted sanctions on senior Çakari officials.[1] The Federation continues to withhold recognition of the annexation. In XII.1757 AN, Çakaristan relinquished its claim to the island, citing its failure to win international recognition, and invited the restoration of relations.[6] The Federation declined. Secretary of State Jean-Michel Durand said it would not restore relations with a state whose word it no longer trusted, citing documents reported by the NBC Newsfeed which indicated that the 1717 AN treaty had been sealed alongside a secret understanding dividing the two powers' spheres of ambition, one Çakaristan had breached repeatedly in Keltia across forty years and broken finally at Dromosker.[7]
The dispute widened in XIII.1757 AN, when the Çakari Vizirat al-Harb announced Operation Ocean Moon, a nuclear test to be conducted in the northeastern part of eastern Lija in the Wilhelm Isles. The Vizirat did not disclose the purpose of the test.[8] Nouvelle Alexandrie issued a Department of State statement on 17.XIII.1757 AN asking Çakaristan to move any test to its own Apollonian territory and saying that the proposed site lay in crowded island waters bordered by Sanpantul, Constancia, and New Alexandrian possessions including New Luthoria, Valencia, and South Lyrica. The Federation stated that Çakaristan was not a party to the Dorado Convention and that it did not allege a treaty breach, but treated the test as a regional safety issue and began consultations with neighboring governments.[9]
Nouvelle Alexandrie also asked Sanpantul whether it had received information about Operation Ocean Moon and whether it would join a request for Çakaristan to move the test away from shared island waters. Sanpantul told Cárdenas that it had not been informed in advance, that it wished to remain neutral between its two partners, and that it would ask Çakaristan about moving the operation. After later contact with Çakaristan, Sanpantul reported that Çakaristan had not given details on the operation and that the nuclear test site remained unchanged.[10]
The 1717 understanding
According to documents reported by the NBC Newsfeed in XII.1757 AN, the public Treaty of Tiegang was accompanied by a secret understanding, concluded at the same time, that divided the two powers' ambitions by continent. Nouvelle Alexandrie undertook to pursue no claims in Apollonia, which Çakaristan regarded as its own sphere, and Çakaristan undertook not to expand in Keltia, where the Federation held New Luthoria and South Lyrica. Çakaristan was to keep the foothold in the Skerry Isles and the Wilhelm Isles it already held and enlarge it no further. The understanding was never published.[7]
In the Federation's account, Çakaristan pressed at the Keltian line more than once across the following forty years, drawing back each time after private New Alexandrian protest, until its seizure of Dromosker Island, in the Wilhelm Isles, which it did not reverse. New Alexandrian officials cited the broken understanding as a reason the Federation denounced the public treaty on 8.XI.1757 AN and, in XII, declined Çakaristan's invitation to restore relations.[7]
Timeline
- 3.II.1717 AN: The Treaty of Tiegang is signed by Dervish Çelebi, Grand Vizier, for Çakaristan, and Prince Titu, Prince of Rimarima and Maximinus Kerularios, Secretary of State of Nouvelle Alexandrie for Nouvelle Alexandrie.
- 14.VII.1718 AN: Çakaristan sent a hospital ship being with large supplies of rice after the 1715–1716 eruption of Mount Broadshaw.
- 20.X.1720 AN - 23.X.1720 AN: State visit of King Sinchi Roca I of Nouvelle Alexandrie to Çakaristan
- 14.II.1735 AN: Çakaristan supplies it's surplus morphine to Nouvelle Alexandrie with only reimbursement for transport costs during the 1734 New Alexandrian drug shortages.
- 14.VII.1757 AN: Çakaristan annexes Dromosker Island in the "Door Incident", deporting Prince Eru IV and the island's council and renaming the territory Xunpadshahan Island.[2][3]
- 18.VII.1757 AN: Nouvelle Alexandrie condemns the seizure and refuses to recognize the annexation or the renaming.[2]
- 2.IX.1757 AN - 16.IX.1757 AN: Nouvelle Alexandrie conducts the 1757 Skerries goodwill cruise through the Skerry Isles, calling at New Luthoria and two nearby Constancian islands alongside a concurrent Constancian exercise.[4]
- 8.XI.1757 AN: Nouvelle Alexandrie denounces the Treaty of Tiegang, declares the Çakari ambassador persona non grata, recalls its own ambassador, and imposes targeted travel bans and asset freezes on senior Çakari officials. Diplomatic relations between the two states end.[1][11]
- XII.1757 AN: Çakaristan relinquishes its claim to Dromosker Island, citing its failure to win international recognition, and invites the restoration of relations.[6] Nouvelle Alexandrie declines. Secretary of State Durand says the Federation will not restore relations with a state whose word it no longer trusts, citing leaked documents indicating that the 1717 AN treaty was accompanied by a secret sphere understanding Çakaristan had repeatedly breached in Keltia and broken at Dromosker. The Federation maintains its non-recognition of the annexation and the renaming and takes no position on the now-unclaimed island.[7]
- 14.XIII.1757 AN: Çakaristan announces Operation Ocean Moon, a nuclear test planned for the northeastern part of eastern Lija in the Wilhelm Isles, without disclosing its purpose.[8]
- 16.XIII.1757 AN: Nouvelle Alexandrie asks Sanpantul whether it had advance information about the test and whether it would support moving the test away from shared island waters.[10]
- 17.XIII.1757 AN: The New Alexandrian Department of State issues its public statement asking Çakaristan to relocate any test to its own Apollonian territory and clarifying that no Dorado Convention breach is alleged because Çakaristan is not a party to the convention.[9]
- Late XIII.1757 AN: Sanpantul reports that Çakaristan has not changed the proposed test location.[10]
Missions and Staff
At the time relations were severed, Nouvelle Alexandrie maintained an embassy at Agra and consulates-general at Al-Hamra and Manbai, and Çakaristan maintained an embassy at Cárdenas and consulates-general at Punta Santiago and Lausanne. The New Alexandrian ambassador, Robert Krieger, was recalled on 8.XI.1757 AN, and the Çakari ambassador, Amish Malhotra, was declared persona non grata and given 72 hours to leave the Federation.[1][11] All missions on both sides closed with the severance.
Areas of Cooperation
The principal area of cooperation between the two states was engineering and infrastructure. New Alexandrian firms undertook major works in Çakaristan, the largest being the Strait Tunnel beneath the Jaris Strait, built by Parap Construction and Engineering to link the Çakari states of Kendall Khanate and Sylfystan.[2] The project established Nouvelle Alexandrie as Çakaristan's principal partner for large infrastructure and opened a book of follow-on engineering work. This commercial relationship ended with the severance of relations in 1757 AN, the Federation forfeiting the outstanding work as part of its response to the annexation of Dromosker Island.[1]
