The Diet of Anglien (Crandish: Landtag fonn Anglien) is the elected first chamber of the legislature of the Free Duchy of Anglien. It began as the Constitutional Diet of Anglien, the unicameral transitional legislature and constitutional convention of the duchy. It was established under the Charter of Anglien on 15.X.1754 AN to serve as the duchy's ordinary legislature during the post-occupation transition and to draft a permanent constitution. It completed the drafting mandate when the Constitution of Anglien, adopted in II.1759 AN, was ratified at the 1759 referendum and took effect on 1.VIII.1759 AN. Under the Constitution's Schedule of Transition the Constitutional Diet continued as caretaker legislature until the first competitive general election of XII.1759 AN seated the permanent bicameral legislature the Constitution establishes: a directly elected Diet of 84 members alongside a new territorial second chamber, the Burgenraat. The elected Diet convened in XIII.1759 AN and chose Marta Svensdottir as Speaker.
The transitional Constitutional Diet had 44 members. Thirty-six were selected by bailiwick community assemblies held under Concord Alliance Treaty Organization (CATO) supervision in IX.1754 AN; the remaining eight were ducal appointees representing minority communities too dispersed for bailiwick-level selection. Its Speaker was John Gautier, who also chaired the Committee on Institutions, with Marta Svensdottir as Deputy Speaker. It was succeeded by the elected 84-member Diet returned at the general election of XII.1759 AN.
The name follows the tradition of deliberative assemblies in the Clear Sea region. The most prominent of these was the Diet of the Clear Sea, the interstate conference of grand electors created by the Treaty of the Clear Sea in 1628 AN. The modern Diet is a very different body, but the name was chosen deliberately.
History
The Diet of the Clear Sea was established in 1628 AN under the Treaty of the Clear Sea as a conference of the grand electors who held sovereignty over the former territories of Upper Cranda. Its membership included the Duchy of Anglien, the Kingdom of Eesdeheito, the Jarldom of Jorvik, the Duchy of Jutien, the Khaganate of Lontinien, and the Duchy of Vaan Aujoen. Grand electoral titles were vested in the thrones of the High Contracting Parties, which were Alexandria, Stormark, Gotzborg, and Natopia, and succession in each seat followed the constitutional mechanisms of the relevant state.
The Diet of the Clear Sea was an interstate instrument, not a popular assembly. Its connection to the modern Diet is principally one of name and precedent. That said, the older institution did establish the idea of a formal deliberative body for the Clear Sea region, and its framers codified a requirement for structured multilateral consent over the Anglien territory, something the authors of the Charter later adapted to a democratic setting.
Under Lac Glaceian sovereignty, Anglien was administered as a canton with no separate legislature. The NKR insurrection of 1752 AN and the occupation that followed destroyed what remained of the Lac Glaceian administrative apparatus in the canton, so there was no institutional continuity to build on when the transitional government took power.
Establishment
The Diet came into being after the Natopian intervention of XIII.1753 AN. NKR forces were expelled from the canton by IX.1754 AN, and the Monte Glacei government recognized Edgard III as Sovereign Duke. With the canton's state institutions dismantled, the transitional authorities needed a governing structure more or less from scratch.
The Charter of Anglien (Stadsfortte fonn Anglien), negotiated between months VIII and X 1754 AN and promulgated on 15.X.1754 AN, created the Diet to serve two functions: ordinary legislation during the transition and the drafting of a permanent constitution. To distinguish it from whatever permanent legislature that constitution would create, the Charter calls it the "Constitutional Diet" (Verfassungtag).
Bailiwick community assemblies were convened under CATO supervision in IX.1754 AN to fill 36 of the 44 seats. The other 8 were filled by ducal appointment for communities that could not practicably be represented through the bailiwick system: the Alexandrian Nazarene community (3 seats), the Mala'anje diaspora (3 seats), and Norse-Crandish remnant communities in the interior (2 seats).
First session
Edgard III opened the first session in person in Johannsessbuurg in XI.1754 AN. The early legislative agenda was driven by necessity: within three months the Diet had passed twelve foundational statutes on taxation, land registration, civil registration of births and deaths, commercial licensing, the creation of a ducal police service, and procedural rules for the Truth and Reconciliation Commission of Anglien. Much of Anglien's administrative record-keeping had been destroyed or corrupted during the NKR occupation, and these statutes were needed simply to restore basic state functions.
In the same session, the Diet recognized Edgard Nathan as Duke-Apparent and heir to the ducal title, passed the Anglien Emergency Budget Ordinance, and approved the establishment of the Anglienen Rundfunk as the duchy's public broadcaster.
Composition
Membership
The transitional Constitutional Diet's 44 members were drawn from two categories:
| Constituency | Seats | Selection method |
|---|---|---|
| Johannsessbuurg and surrounding area | 10 | Bailiwick community assembly |
| Bergbuurg and eastern districts | 8 | Bailiwick community assembly |
| Purple Isles and northeastern coast | 6 | Bailiwick community assembly |
| Interior bailiwicks (Bahira, Shelsa, and others) | 12 | Bailiwick community assembly |
| Alexandrian Nazarene community | 3 | Ducal appointment |
| Mala'anje diaspora community | 3 | Ducal appointment |
| Norse-Crandish interior remnants | 2 | Ducal appointment |
| Total | 44 |
The bailiwick assemblies were one-off events and were not competitive elections in the usual sense. In most bailiwicks, delegates were chosen by a mixture of acclamation and informal consensus among community leaders, resistance veterans, and whatever civil society figures had survived the occupation. The Charter treated these arrangements as provisional; direct elections followed at the general election of XII.1759 AN, the first under the permanent Constitution. The apportionment also predates the 1756 AN incorporation of Eesdehaven with the surrounding northern marches, the Purple Isles (other than Storyäsh), and Arminsburg, which the duchy had administered de facto since the liberation; the transitional seat map was never revised to reflect it.
The transitional Diet had no formal political parties; its members were bailiwick community representatives, minority appointees, and resistance veterans, whose alignments were informal and issue-specific. The press and the chamber spoke of named tendencies: te Herstelliberalen around Transitional Prime Minister Eduard Vogt in the capital, te Verzetsbond in Bergbuurg and the eastern districts, te Landbond in the interior, then the largest single bloc, and te Eilanderbond in the Purple Isles and on the northeastern coast. At the general election of XII.1759 AN these tendencies registered as the electoral leagues that contested the first competitive vote; te Landbond emerged as the largest and formed the government.
Presiding officers
The Speaker and Deputy Speaker are elected from among the Diet's own members. In the transitional Constitutional Diet:
- Speaker: John Gautier, elected XI.1754 AN; also chaired the Committee on Institutions.
- Deputy Speaker: Marta Svensdottir, elected XI.1754 AN; also chaired the Committee on Fundamental Rights.
In the elected 84-member Diet, returned at the XII.1759 AN general election, Marta Svensdottir was chosen Speaker.
Powers and procedures
Legislative authority
Under the Charter, ordinary legislation required a simple majority of members present and voting, and the Diet's legislative competence covered everything not reserved to the Sovereign Duke. In practice the Charter granted the Duke broad executive authority during the transition, and the line between legislative and executive competence was negotiated case by case. Under the permanent Constitution the Diet elects the Prime Minister and the Chancellor and holds the government to account.
Relationship with the Sovereign Duke
Under the Charter the Sovereign Duke held executive powers considerably broader than those of most constitutional monarchs in the region. Ducal decrees had the force of law upon promulgation in the Gazette of the Sovereign Duchy of Anglien and stood unless the Diet annulled them by a two-thirds supermajority within 60 days. The Duke was required to consult the Council of Ministers before issuing decrees on taxation, military deployment, or treaty ratification, a formal objection triggering a 30-day review during which the Diet could convene emergency sessions, and he held the power to convene and prorogue the Diet.
These transitional arrangements lapsed when the Constitution took effect on 1.VIII.1759 AN, under which the Sovereign Duke is a ceremonial head of state with a narrow set of reserve powers and the government holds office on the confidence of the Diet.
Constitutional drafting
The permanent constitution had to be submitted to national referendum within five years of the Charter's promulgation, that is, by 1759 AN. Draft constitutional articles required approval by three-fifths of the full membership, a higher bar than the simple majority for ordinary legislation, and the referendum an absolute majority of valid votes on a minimum turnout of 50% of registered voters. The Constitutional Diet adopted the final consolidated text in II.1759 AN; the referendum held on 7.VII.1759 AN approved it by 79 percent to 21 on an 88 percent turnout, a result certified on 23.VII.1759 AN. The Constitution of Anglien took effect on 1.VIII.1759 AN, superseding the Charter and discharging the Diet's drafting mandate.
The first competitive election under the permanent constitution was the general election of XII.1759 AN, which seated the enlarged 84-member Diet; the bailiwick councils elected in the same period constituted the first Burgenraat.
Committees
Four permanent drafting committees prepared sections of the permanent constitution and reported to the full Diet for article-by-article approval.
| Committee | Mandate | Chair |
|---|---|---|
| Committee on Fundamental Rights | Civil and political rights; minority protections; language rights; freedom of religion | Marta Svensdottir (Deputy Speaker) |
| Committee on Institutions | Structure of permanent legislature; executive powers; ducal prerogatives after transition; judicial independence | John Gautier (Speaker) |
| Committee on Succession and the Ducal House | Rules of succession; obligations of the ducal house; relationship between ducal house and permanent constitution | Edgard Nathan (ex officio; non-voting) |
| Committee on CATO Relations and External Affairs | Foreign relations framework; treaty-making powers; Concord Alliance obligations; terms of CATO protection arrangement | Henrikke Baumgartner |
The Succession committee was chaired ex officio by the Duke-Apparent, Edgard Nathan, in a non-voting capacity. The arrangement was a compromise: the ducal house had an obvious interest in the committee's work, but giving the heir a binding vote on the scope of ducal powers would have raised constitutional difficulties.
Broadcasting of proceedings
Diet sessions and TRCA hearings are broadcast live on AR1, the main television channel of the Anglienen Rundfunk. TRCA testimony is also archived on the AR website at ar.ang. The broadcaster's editorial independence is maintained through a supervisory board appointed by the Diet, not the Council of Ministers, a safeguard written into AR's founding decree.
Meeting place
The Diet meets in Johannsessbuurg, the capital. The first session opened at the Palace of the Crown; sessions have since been held in repurposed Lac Glaceian-era administrative buildings in the Kroonkwartier, pending completion of the permanent chambers, the Verfassungshuus.
