Lac Glacei Act

The Act on the Incorporation of Lac Glacei into the Order of the Holy Lakes is an act of the Senate of the Lakes adopted on 23.XII.1754. The act annexed the parts of Lac Glacei that following the NKR insurrection remained under Glaceian control or had fallen under Hurmu control.

Act on the Incorporation of Lac Glacei into the Order of the Holy Lakes

Whereas the Grand Duke of Lac Glacei in Council has formally petitioned the Order of the Holy Lakes for incorporation and the assumption of sovereign responsibilities;

And whereas the Senate of the Lakes affirms the principles of continuity of institutions, democratic governance, and the rule of law;

The Senate of the Lakes hereby enacts as follows:

Incorporation and Constitutional Status

Incorporation into the Order

1. The territories of Grand Duchy of Lac Glacei remaining under the effective authority of the lawful Glaceian administration are hereby incorporated into the sovereignty of the Order of the Holy Lakes.
2. Such territories shall be constituted as the Realm of Lac Glacei within the Order.

Territorial Scope

1. This Act applies only to those territories under effective Glaceian control at the date of entry into force.
2. No claim is asserted under this Act over territories not so controlled.

The Grand Duke

1. Orion III is recognised as Grand Duke of Lac Glacei, holding his dignity at the pleasure of the Order of the Holy Lakes.
2. The Grand Duke shall exercise such functions as are assigned by law and custom within the constitutional framework established under this Act.

Governance and Law

Democratic Government

1. The Realm of Lac Glacei shall be governed according to democratic principles.
2. Executive authority shall be exercised by a government responsible to an elected legislature.
3. Elections shall be conducted within a reasonable period following the entry into force of this Act.

Continuity of Law

1. All laws in force within the incorporated territories immediately prior to this Act shall remain in force insofar as they are not incompatible with the sovereignty of the Order or this Act.
2. Existing institutions shall continue provisionally until reconstituted in accordance with the law of the Order.

Nationality

Nationality of the Order

1. All persons holding Lac Glaceian citizenship and resident within the territories incorporated under this Act at the date of entry into force shall acquire the nationality of the Order of the Holy Lakes, in accordance with Section 5, Subsection 3 of the Nationality Act of the Order of the Holy Lakes.
2. Persons holding Lac Glaceian citizenship and not resident within the incorporated territories may apply for registration as nationals of the Order in accordance with the same provisions.

Territorial Settlements

Transfer of Rousilion

The overseas territory of Rousilion is transferred in full to the realm of Amaland.

Duchy of Anglien

1. The territory of the former canton of Anglien is hereby detached from Lac Glacei.
2. The Senate recognises the Free Duchy of Anglien as an independent polity under Duke Edgard III, in accordance with international law.

Mala Territories

1. The Senate recognises the cessation of Lac Glaceian authority within the Mala condominium territories.
2. The functions, duties, and responsibilities formerly exercised by Lac Glacei under the condominium arrangement are recognised as having passed to Nouvelle Alexandrie, in accordance with international law.

Frankish Cognito

The Senate recognises the transfer of authority in Frankish Cognito to Çakaristan as valid under international law.

Extension of Certain Frontiers

The borders of the Order of the Holy Lakes, in right of Lontinien and Transprinitica, are hereby extended in accordance with the map set out in Schedule 1.

Armed Forces

Integration of GARD

1. The Glaceian Army Reserve Department (GARD) is hereby integrated into the Territorial Reserve Forces of the Fyrð.
2. All personnel, assets, and obligations of GARD shall transfer accordingly.

International Obligations

Succession to Obligations

1. The Order of the Holy Lakes shall assume the international rights and obligations of Lac Glacei in respect of the territories incorporated under this Act.
2. Such succession shall include treaties, liabilities, diplomatic responsibilities, and humanitarian obligations insofar as they relate to those territories.

Veterans, and Commemoration

Pensions and Support

1. Members of GARD wounded in service shall be entitled to pensions under provisions to be established by the Order.
2. Surviving family members of personnel killed in service shall be entitled to appropriate financial support and benefits.
3. These provisions shall be administered by the competent authorities of the Order.

War Memorials and Cemeteries

1. The Hurmu Fyrð shall assume responsibility for the maintenance, protection, and establishment of war memorials and military cemeteries within the Realm of Lac Glacei.
2. Such sites shall be preserved with due dignity and respect.

Final Provisions

Entry into Force

1. This Act shall enter into force on 1.I.1755, or immediately upon its promulgation by the Chancellor of the Order of the Holy Lakes, whichever occurs later.
2. Entry into force may be delayed pending such promulgation, but in no case shall it occur later than 1.I.1756.
3. Should this Act not have been promulgated before 1.I.1756, it shall lapse and have no effect.
