The Second Florian Civil War was a major internal conflict in Floria, primarily centered in the eastern regions of the country. It was triggered by a communist uprising known as the Crimson Dawn of 1744, which eventually led to a brutal conflict between the separatist forces of the Democratic Republic of East Floria (DREF) and the UPR-led Florian government in the west.

Background

The early 1740s in Floria were marked by escalating political tensions between the Social Democratic Party (SDP), which was growing significant influence in Eastern Floria, and the conservative, right-leaning UPR dominating the federal government. Eastern Floria, consisting of Mesoun, Outer Mesoun, Southern Ontario, Pentucky, Southcliff, the Temple Islands, and Sri Alba, experienced increasing social unrest fueled by economic inequality, large labour disputes, and dissatisfaction with federal policies perceived as neglectful or repressive.

Eastern Florian forces led by the Revolutionary Front for the Liberation of Eastern Floria (RFLEF), capitalised on widespread strikes, distraction from far right, factory occupations, and protests, culminating in the establishment of the East Floria with its capital in Dongrad, Mesoun.

Questions soon arose as to the absence of the formations of Army Group East from the field in Sri Alba and Mesoun. In the uncertain atmosphere of the time, rumours soon began to gain traction to the effect that wholesale desertion and defections were undermining the cohesion of the Florian Army in the eastern states.

Military operations

Government forces

The Florian Army's response to the uprising was initially hampered by confusion in command structures, particularly within Army Group East. The XXVII Corps found itself isolated throughout Outer Mesoun, with various regimental and brigade cantonments cut off in suddenly hostile territory. Without clear instructions from Eastern Command, these units were forced to contact Northcliff directly for guidance.

Western Command's Army Group West, comprising the 202nd and 204th Armies, maintained better cohesion and eventually became the primary government force opposing the revolutionaries. Government forces have focused on securing key transportation routes, particularly in the Northern Pentucky campaign where they seek to maintain control of the "Bridgeport Corridor", which is a crucially important strategic connection that, if lost, would allow the revolutionaries to establish a continuous front across the south.

The 4th Division of the Humanist Vanguard, mobilized by NVP Archon Victor Kessler, has supplemented government forces in certain areas, functioning as a paramilitary auxiliary to the regular military. These forces would be instrumental in defeating the rebels however they did not follow orders from Trueman and in effect claimed areas as its own.

Revolutionary forces

The East Florian revolutionaries operated under two main organizations: the Revolutionary Front for the Liberation of Eastern Floria (RFLEF) and the East Florian Workers' Front. These groups established the Democratic Republic of East Floria (DREF) with its capital in Dongrad, Mesoun. Revolutionary forces initially maintained the advantage of surprise, quickly seizing control of government buildings and infrastructure in eastern regions. Their operations have focused on consolidating control in Mesoun, Outer Mesoun, Southern Ontario, Pentucky, Southcliff, the Temple Islands, and Sri Alba.

The revolutionary military strategy appears focused on establishing territorial continuity between controlled areas, particularly through the Northern Pentucky campaign where they seeked to close the "Bridgeport Corridor" and connect their northern and southern territories.

Port Balaine revolt

On 6.XIV.1744 AN, twelve protestors against the Florian government were arrested in The Promenade, the capital of the Autonomous State of Port Balaine, by the State Constabulary. Rumors began circulating the next day on Tweeter that the protestors were summarily executed at the Constabulary's headquarters. At 1800, the opposition parties of Port Balaine, led by the Free & Social Balainese party, announced an armed resistance against the militarized government in the state in response "to decades of fascist oppression under Florian Port Balaine." Almost one thousand protestors arrived at the Assembly of Keys in The Promenade and city hall in Wellingdon in the late evening. By 2100, the Port Balaine Coast Guard announced its defection to the revolt.

During the protest at the Assembly of Keys, a serious of unknown shots rang out and the State Constabulary guarding the legislature began to fire indiscriminately into the crowd, leading to the deaths of dozens of protestors. A full-scale charge of the legislature followed and the Constabulary was overrun. The protestors searched the Assembly until discovering the leader of the 40-year ruling Party of Justice & Harmony, Zackary Stuart, in his office. An unknown assassin shot the leader at point-blank range.

Florian national guard, supported by ESB corporate security elements, were deployed not long after to diffuse the situation.

Humanitarian situation

The escalating conflict has created a significant humanitarian crisis, with civilian populations caught between government and revolutionary forces. International organizations have responded to address the growing humanitarian needs.

The Florian Humanitarian Council (FHC) was established on 15.VIII.1744 AN as a joint initiative by Natopia and Nouvelle Alexandrie to coordinate humanitarian relief efforts. Operating from headquarters in Port St. Andre with field offices in Northcliff, the FHC serves as a central hub for channeling medical supplies, food aid, and emergency shelter to displaced civilians.

Multiple Red Symbol Societies have deployed to the region, providing medical care and humanitarian assistance while maintaining political neutrality to ensure aid reaches all affected populations.

During Operation Whispering Harbor, coalition forces delivered over 2,300 tonnes of humanitarian supplies throughout Floria, established temporary medical clinics, and evacuated 207 at-risk Florian nationals including journalists, human rights defenders, and medical personnel targeted by various factions.

Instead of fill offensives, Confederate troops switch to localised raids instead of full blown offensives. Confederate troops manage to breakthrough into Outer Mesoun capturing some border villages.
  • 1744.13 AN:Michael Hutchinson resigns as president of Floria handing over power to running mate, Ronald Trueman Jr.. Trueman immediately orders aggressive blitzkrieg tactics against the Eastern forces.

  • Aerla Aerla: President of Aerla Michel Sabbagh, in a statement on Tweeter, strongly condemned the East Florians, stating that they would "..bring ruin onto their country." and that "Our great Republic will only recognize the current government in Northcliff as the only legitimate government!" A press release from the Minister of Foreign Affairs, Christine Hirschberger, stated that the Foreign Ministry would take "...all appropriate steps to ensure the safe return of all Aerlan nationals back home." and for "...the safeguarding of democratic principles and dignity of all Florians." All Aerlan nationals were ordered to exit Floria as soon as possible, and all diplomatic personnel were evacuated soon after the press release was published. In addition, all commercial flights by Air Aerla to Floria were halted.
  • Benacian Union Benacian Union: From the onset of the rebellion, the communists were deemed to be atheistic enemies of the Highest Divinity, worthy only of extermination. The Union-State accordingly was willing to offer the legitimate government of Floria certain levels of practical assistance.
    • All male meritorious subjects of the Union-State, between the ages of fifteen and thirty-five and present in Floria were ordered, on pain of forfeiting their exit visa bond and re-categorisation as protected persons, to report to the Benacian Legation in Northcliff for enlistment in the all-union volunteer auxiliary regiment which would be attached to the 4th Vanguard Division for the purpose of conducting bandit-hunting operations against the East Florian insurgents. Those persons willing to purchase a substitute to serve in their place would be given due consideration by the External Service of the Benacian Union.
    • Victor Kessler would subsequently be fêted by high society in Chryse in celebration of his leading role in the victory of the Florian State over Myksism. As a guest of the High Commissioner of Chryse, Kessler enjoyed a splendid weekend attending the Chrysean Opera House whilst accompanied by debutantes from the Bothan Institute, after which he addressed the Congress of Chryse, which relished the interruption to the otherwise interminable debates regarding the next Szodan of Benacia and the future constitutional settlement.
  • Lac Glacei Lac Glacei: The Grand Duke expressed concern for the plight of both sides in the civil war and urged the opposing forces to declare a truce and come to the negotiating table in order to find a peaceful resolution.
  • Moorland Moorland: King MacMartin declared Moorland's steadfast support for the legitimate government of Floria, President Hutchinson, and decried the communists as totalitarians who have betrayed even the local SDP. The King offered the use of the Aerist Militia to help protect Northcliff.
  • Nouvelle Alexandrie Nouvelle Alexandrie: The government of Nouvelle Alexandrie expressed "grave concern" over the ongoing civil conflict in Floria, with Premier Juan Pablo Jimenez reaffirming support for the "democratically elected government of Floria" while condemning "revolutionary violence that threatens regional stability." In a statement following an emergency meeting of the Council of State, Defense Secretary Jose Manuel Montero announced the deployment of the Federal Navy vessels to eastern Florian waters to evacuate over 1,500 New Alexandrian citizens and diplomats from affected regions. The evacuation successfully extracted most New Alexandrians from conflict zones, with naval assets remaining in the area to provide additional support if needed. Secretary of State Victoria Montalbán called for "peaceful dialogue" and that "the territorial integrity of Floria must be respected", while offering to host reconciliation talks in Cárdenas if requested by the conflicting parties.
    • The Department of State expresses profound alarm regarding reports of Shireroth pushing discussions concerning chemical weapons deployment in the Florian conflict. Secretary of State Victoria Montalbán issued an unequivocal statement[1] reaffirming Nouvelle Alexandrie's unwavering commitment to international prohibitions against chemical warfare: "The Federation categorically rejects any contemplation of chemical weapons use, regardless of circumstance or conflict intensity. Such weapons represent a fundamental violation of human dignity and international law that the global community has rightly condemned." The statement further emphasized that Nouvelle Alexandrie stands ready to support diplomatic initiatives addressing the Florian crisis, but warns that any deployment of prohibited weapons would necessitate immediate and severe diplomatic consequences. The Federation has subsequently requested urgent consultations with Shirerithian officials to clarify the concerning reports.
  • Natopia Natopia: Chancellor Isabella Betancourt issued a statement expressing "deep concern over the deteriorating situation in Floria" and affirming Natopia's commitment to regional stability in Apollonia. The Natopian Defense Force placed military assets in Saint Andre on elevated alert status and repositioned elements of the Spacefleet to monitor the conflict zone while maintaining strict non-intervention. The Natopian Court of Calm Waters simultaneously announced a temporary suspension of non-essential diplomatic personnel in eastern Floria and established a humanitarian corridor for the evacuation of Natopian nationals from affected regions, assisted by Nouvelle Alexandrie.
  • Oportia Oportia: Federal Representative Marcel Vermeuil convened an emergency session of the Federal Cabinet of Oportia to address the crisis in Floria. In a public statement, Vermeuil expressed "profound concern over the escalating violence" while emphasizing Oportia's commitment to territorial sovereignty and democratic governance in Floria and calling for "peace and for national elections as soon as possible". The Oportian Federal Congress approved emergency funding for humanitarian aid for Floria, while the Department of State issued travel advisories urging Oportian citizens to evacuate eastern Floria immediately. Nouvelle Alexandrie currently assisting in the evacuation of Oportian citizens in eastern Floria.
  • Order of the Holy Lakes Order of the Holy Lakes: The Secretariat of State for External Relations called upon all citizens of the Order to leave the territory of Floria at once, suggesting crossing the nearest border into Çakaristan or Shireroth. Moreover, the Secretariat stated that the Floria–Order of the Holy Lakes Free Trade Agreement was no longer enforceable and thus put on indefinite hold.
  • Mondosphere Mondosphere: Ermingander Village expressed "concern" over the outbreak of armed conflict in Floria. In a brief public statement, Highbloom's Director of Friendship and the Mondosphere, Ned Bleeble, described the situation as "not very jolly at all".
  • Shireroth Shireroth On behalf of Kaiser Ayreon V, Steward Shen Suyi expressed grave concern over the eruption of civil war in Floria. He publicly reminded the Florians in a tlevision broadcast of the lasting scars left by the Kalirion Fracture and the more recent Mango Anarchy, condemning the revolutionaries for steering Floria toward chaos, and instability that threatens the broader security of the Apollonian continent. While officially withholding direct support for the Florian government, Suyi engaged in discreet talks with the Florian president, Baron Hutchinson of Pentucky (a title awarded for his diplomatic role in resolving the Shiro-Benacian War). Behind closed doors, the two sides explored the creation of refugee zones within secure Shirerithian territories, particularly in Audentior and Outer Antya Prefecture. Additionally, contingency plans were laid for the quiet transfer of surplus weaponry to bolster the Florian military, should the need arise. Silent approval for chemical weapons, if necessary, was also voiced during one of the meetings.
  • Çakaristan Çakaristan:The government expressed serious concerns to the Florian government. In a press conference, the Grand Vizier stated that the government is wary of preventing the conflict from crossing the border. "Either as a safe haven to flee the Florian Armed Forces or as a continuation of the conflict against the Çakar Empire. Both the border in the Thul Marusthal and across the Monalan Parvat is difficult to control, which is why the Çakari Border Guard has been put on high alert and is receiving support from other armed forces units. Intelligence on activities near the border is shared with Northcliff, and should the Florian Government wish it, Agra is open to further military support."
