Floria–Order of the Holy Lakes Free Trade Agreement

The Floria–Order of the Holy Lakes Free Trade Agreement (FOHLFTA) is a proposed free-trade agreement signed on 15.III.1741 in Northcliff. It forms part of the Floria–Order of the Holy Lakes relations. The Senate of the Lakes ratified the free-trade agreement on 17.X.1741.

Free Trade Agreement Between the Order of the Holy Lakes and the Confederate States of Floria

The ORDER OF THE HOLY LAKES and the CONFEDERATE STATES OF FLORIA (hereinafter referred to as "the Parties")

DESIRING to strengthen their economic and political ties,
COMMITTED to promoting free trade and the movement of people, goods, services, and capital,
RECOGNISING the need to establish clear guidelines for visa-free travel and trade exemptions,
AIMING to enhance mutual prosperity and cooperation,

have agreed as follows:

Article 1: Free Movement of People

  1. Visa-Free Travel:
    1. Citizens of either Party may travel to the other Party's territory without a visa for a cumulative period not exceeding 100 days per Norton year.
    2. Permitted purposes for visa-free travel include tourism, study, or work.
  2. Taxation During Visa-Free Period:
    1. Individuals engaging in employment during the visa-free period shall continue to pay taxes in their home country.
  3. Extended Stays:
    1. For stays exceeding the three-month visa-free allowance, individuals must obtain the appropriate visa from the host country.
    2. Individuals on extended stays are subject to the host country's tax regulations.

Article 2: Free Movement of Goods, Services, and Capital

  1. Trade in Goods:
    1. The Parties shall eliminate tariffs, quotas, and other barriers to the free movement of goods between their territories, except as specified in Article 3.
  2. Trade in Services:
    1. Services may be provided across borders, provided they can be performed within the visa-free travel limitations outlined in Article 1.
  3. Capital Movement:
    1. There shall be no restrictions on the movement of capital between the Parties, ensuring the free flow of investments and financial transactions.

Article 3: Exemptions

  1. Prohibited Goods:
    1. The following categories of goods are exempt from the provisions of Article 2 and are prohibited from free movement between the Parties:
      1. Living animals.
      2. Pollutants and materials deemed harmful to humans, animals, or the environment under either Party's regulations.
  2. Regulatory Compliance:
    1. Each Party reserves the right to enforce its own standards and regulations concerning the import and export of goods and services, provided such measures are not applied in a manner that would constitute a means of arbitrary or unjustifiable discrimination.

Article 4: Dispute Resolution

  1. Consultation:
    1. In the event of a dispute arising from the interpretation or application of this Agreement, the Parties shall first seek to resolve the issue through mutual consultation.
  2. Arbitration:
    1. If a dispute cannot be resolved through consultation within one Norton year, either Party may refer the matter to arbitration under mutually agreed-upon procedures.

Article 5: Final Provisions

  1. Amendments:
    1. This Agreement may be amended by mutual written consent of the Parties.
  2. Entry into Force:
    1. This Agreement shall enter into force on the first day of the month following the exchange of written notifications confirming that all necessary internal procedures have been completed by both Parties.
  3. Termination:
    1. Either Party may terminate this Agreement by providing one Norton year's written notice to the other Party, with the Agreement terminating at the end of the Norton year following the end of the notice period.
