Defence & security policy
Benacian Security Council
The Benacian Security Council (BSC) was established by the decision of the High Presidium of the Benacian Union in 1701 AN to develop recommendations to implement the Benacian Union's policy on defence, citizenship rights, security, the pace and scope of economic reforms, economic and environmental security and hazards, coping with natural disasters and other emergencies, to ensure stability and legal order in Benacian society.
Membership of the BSC would consist of the Szodan of Benacia, the Commander-in-Chief of the Benacian Continental Theatre Command, the Commissioner for War, and the Commissioner for Foreign Affairs, who would be joined in addition by the President of the General Staff Council of the Benacian Union Defence Force, the Lord High Censor, the Director of Benacian Operations for the Honourable Company, and the Commissioner for the Sacred Treasury. In addition to these permanent members a General Secretary would also be appointed, with responsibility for administering a small supporting secretariat.
Additional subject matter experts, as well as representatives of the civil executives of the realms of the Union-State, could be called upon to attend meetings of the BSC on a case by case basis as required.
Economic affairs
Foreign relations
Matters pertaining to the foreign relations of Elluenuueq and the Unified Governorates are overseen by the External Service of the Benacian Union, which was organised and administered by the Bureau for Relations with Foreign Powers of Benacia Command prior to its transfer to the responsibility of the Legatine College for Foreign Relations, reporting in turn to the Commission for Foreign Affairs under the High Presidium.
It has become customary to reward a retiring Salbnan (Brigadier) of the Black Legions, or its successor the Benacian Union Defence Force, with an overseas posting. These sinecure appointments are for life, held until the death of the individual or the demise of the receiving nation, whichever occurs the sooner.
The Main Directorate for Prohibited Contact States, established in Merensk on 13.XV.1702 AN, formerly the Bassarid section desk under the Keltian & Maritime Directorate, was disestablished on 21.XIV.1727 AN following the liquidation of Theogiorick. The sole officeholder during that period, the legate Ziemke Traktuyev, would receive the gracious permission of the High Presidium to retire to Cedarwood Hall in comfort and security. His name would also be presented to the Congress of Chryse for a vote of praise during its 1728 session.

Visa policy
Entry visas
Visas are to be applied for in the majority of instances before travel is attempted. Visas are divided into Tourist (30 days), Business (90 days), and Student (180 days) categories. Visas are to be applied for via the nearest Benacian Union legation or oversea office reachable by the applicant. Successful applications require a face to face interview and the payment of an individually negotiated travel bond prior to the issuing of a visa stamp. Travel bonds are to be paid in Craitish Cräite and are refundable upon departure. Visa applications from countries with Daemonic or Vanic associations will customarily be refused, with the exception of diplomatic envoys accredited to the Micras Treaty Organisation. Citizens of Raspur Pact countries are guaranteed freedom of movement and residency rights within the Benacian Union. Citizens of Xaiville Convention member-states receive a general visa valid for ninety-days on arrival. Five day shore-leave visas are available for mariners of third party nations, excepting the citizens of countries with Daemonic or Vanic associations, whose vessels are anchored in a Benacian port whilst unloading cargo. Shore-leave visas are issuable at the sole discretion of the bailiwick's port authority and subject to their own schedule of rates.
Following the Sanaman Civil War, Sanaman nationals were subjected to the rite of exorcism when visiting the Benacian Union as their regime had fallen to the daemonic cult of egalitarianism after leaving the Raspur Pact. This practice appears to have fallen into abeyance, albeit without formal guidance to that effect.
Applications from USSO member states were subject to additional vetting and required a 100,000 Cräite assurance bond payable before arrival. With the effective demise of the USSO, this measure, along with prohibitions against USSO member state nationals receiving "shore-leave visas", were rescinded in 1716 AN.
Exit visas
Exit visas will normally only be granted to subjects of the Benacian Union who are engaged in the service of Benacia Command, the Benacian Union Defence Force, the Honourable Company, the Nationalist and Humanist Party, or the Union Defence Force, for a period of 180 days. As of 1707 AN those meritorious subjects of the aforementioned organisations, below the equivalent rank of tribune, must attain a letter of recommendation from their commanding officer, and provide a cash bond of one hundred sovereigns, in order to receive an exit visa if their intention is to travel in a private capacity.
Other subjects of the Benacian Union may receive an exit visa validated for a period of 90 days if sponsored by one of the aforementioned organisations. Applicants must consent to an pre-exit interview with the Guild of Magisters-Carnifex, during which the negotiation of a suitable travel bond payable in Benacian sovereigns must be agreed, nominate a family member to serve as hostage during the period of their absence, and undertake to cooperate fully with the External Service for duration of their time abroad. Upon return to the territories of the Benacian Union the subject must report to the Magister-Carnifex for their bailiwick of residence, within 48 hours of arrival, for debriefing.
On account of their rebellion, no subject resident in Amokolia or Upper Elwynn may leave their bailiwick of residence, and none may travel abroad under any circumstances.
Travel to Bassarid, Daemonic or Vanic influenced countries is absolutely prohibited. The Rite of Exorcism may be performed on any suspected of violating this injunction during their time abroad. Exceptions may only be granted to members of the External Service on the expressed permission of the High Presidium. The prohibition against contact with non-Bassarid members of the former USSO was quietly rescinded in 1715 AN, with its successor entity, the Collective Security Association, benefiting from a far lower perception of threat on the part of the Commission for Foreign Affairs.
Illegal border transits
To attempt to exit or enter the territory of a member state of the Benacian Union without the sanction or permission of authority is a crime against the Union which may either be punished upon discovery through summary execution, or through of a period of a minimum of 25 years of bonded servitude in the Benacian Labour Reserve.
All forms of travel, trade, and correspondence with the Phineonesian Confederation are prohibited. The Rite of Exorcism shall be applied for any reported encounters.
With effect from XIII.1722, all Benacian Subjects in Hurmu must report their location to the Legation in Ghawlama every forty-eight hours. All travel into the condominiums of Hurmu and the Phineonesian Confederation is prohibited with immediate effect, and shall constitute a crime against the Union-State which may either be punished upon discovery through summary execution, or through of a period of a minimum of 25 years of bonded servitude in the Benacian Labour Reserve.
