Benacian Union–Çakaristan Joint Communiqué

The Joint Communiqué of the High Presidium of the Benacian Union and His Majesty the Shahanshah of Çakaristan is an international treaty, establishing diplomatic relations between the Benacian Union and Çakaristan. It was negotiated in Huyenkula, Hurmu, after the Leng crisis caused the two enemy countries to confront one another and resolve their differences. The communiqué was considered to have been brokered by the government of Hurmu.

The communiqué was signed by Ayesha al-Osman, Commissioner for Foreign Affairs of the High Presidium of the Benacian Union, and Dervish Çelebi, Grand Vizier of Çakaristan.

In the communiqué, Çakaristan recognizes Benacian Union sovereignty over the entirety of the island of Leng. In return, the Benacian Union cedes Kaamiozyr, Konstantin, and Vüqar Islands to Çakaristan.

In some circles, the communiqué has been regarded as a continuation of the cautious diplomacy towards the normalisation of relations that began with the marriage of Hakim bin Alsalam and Zahra al-Osman in 1709 AN.

Joint Communique of the High Presidium of the Benacian Union and His Majesty the Shahanshah of Çakaristan

1. There shall be a state of friendship, cooperation and good neighbourliness between the High Presidium of the Benacian Union and His Majesty the Shahanshah of Çakaristan, and his heirs and successors.

1.1. The Benacian Union and the Çakar Empire will work on a treaty of friendship and cooperation between the nations, which will regulate: respect for each other's territory, exchange of diplomatic missions and recognition of each other's bureaucracy. The timeframe set for this treaty is within 5 Norton years.

2. His Majesty the Shahanshah of Çakaristan recognizes the sovereignty of the Benacian Union over the entirety of the island of Leng. Any citizens of Çakaristan shall vacate the island before the end of the year 1716. The government of Çakaristan shall supply a map of the island of Leng to the government of the Benacian Union.

3. The High Presidium of the Benacian Union renounces, in favour of His Majesty the Shahanshah of Çakaristan, all title, right and claim to Kaamiozyr, Konstantin, and the Vüqar Islands. The transfer of sovereignty shall occur on 1.I.1717. Civilians living in these territories shall be allowed to remain to reside there, and be afforded the right to hold dual nationality in the Benacian Union and Çakaristan. Any Benacian Union military personnel shall vacate these territories before the end of 1.I.1717.

4. Both parties commit to remain vigilant against any resurgence of the Vanic legacy, and to consult where necessary on the ways and means to avoid any such occurrence.

5. The Benacian Union considers Çakaristan to have been fully de-Vanicized. Any remaining regulations of Vanic quarantine shall not apply to Çakaristan or any national of Çakaristan.
