The Raspur Pact (RP) is an intergovernmental multilateral alliance between 14 Micran member states. The alliance initially came into being as the Shirerithian-Alexandrian-Natopian Entente in 1646 AN, and was often abbreviated as SANE. Currently, the Raspur Pact stands as the largest alliance system in Micras, incorporating all of its member nations within its protections and promoting the ideals of mutual defense, collective security, and free trade among them.
The main treaty and bedrock of the Raspur Pact is the Shirerithian, Alexandrian, and Natopian Entente Treaty (SANE Treaty). Written by diplomats, legislators, and negotiators of all three nations, the SANE Treaty assembled Shireroth, Alexandria, and Natopia into the first version of the Pact. The shared vision and cooperative spirit of these founding states have shaped the character of the alliance, providing a solid platform for growth, stability, and cooperation among the diverse nations that now form a larger Pact than the one formed in 1646 AN. Constancia became the first nation to join the Pact outside of the original tripartite alliance, joining in 1650 AN.
The mechanisms and policies embedded within the Raspur Pact and the SANE Treaty are designed to foster unity while respecting the sovereignty of each of the individual member nations. The provisions of the Treaty guarantees the free movement of workers, goods, and services across the borders of member nations. The Raspur Pact Free Trade Area underpins the economic prosperity of member states and drives economic growth within the alliance as a whole. The Pact also oversees a framework for the extradition of arrested persons, reinforcing the principle of justice across national borders and fostering cooperation in legal and security matters among member states. A feature of particular note is the Pact's directive of "full faith and credit" given to all legal documents across all of its member states, granting the citizens of the member nations a relatively high degree of legal interoperability, trust, and mutual recognition among its member states.
Over the years, the Raspur Pact has transformed from a tripartite entente to a global alliance system, proving to be an enduring testament to the power of cooperation, mutual respect, and shared aspirations among nations.
Membership
Founding members of the organisation were Shireroth, Alexandria and Natopia, with Constancia joining later on. Following the devastating Alexandrian Flu and the consequent collapse of the Alexandrian Empire. The Khanate of Raspur acceded to the alliance in 1662, followed by the Wechua Nation in 1663 and Eklesia and the Republic of Inner Benacia in 1667. Elwynn joined the Pact after the Kalirion Fracture in 1673, followed by Ransenar and Sathrati the year after. In 1674, Talenore was granted membership in its own right, as did the Confederate States of Floria (then known as the Florian Republic) in 1680. Influenced by commercial ties with Floria, Jääland joined in 1690 AN, followed by . The most recent accession to the Pact occurred in 1719 AN when the the Kingdom of Moorland joined. Following a treaty of mutual defence in 1675, Sanama enjoys the mutual protection of the Pact, while remaining outside the organisation. This treaty was superseded when Sanama was granted membership in 1680.
Although not a formal member of the Raspur Pact, Tellia enjoyed, until the Kalirion Fracture (1671–1673) many of the economic and security benefits associated with membership on account of its treaty with Shireroth which established a condominium over so-called "Mandatory Tellia", affording the Tellian city states privileged access to Benacian and international markets controlled by Raspur Pact member states.
The Republic of Inner Benacia, having joined in 1667, left the Pact in 1670.
Structure
Permanent Commission
Article 23 of the founding Treaty, a seminal section in the organizational structure of the Raspur Pact, gives rise to the establishment of a Permanent Commission. This vital component of the alliance operates as a steering and implementation body, aimed at ensuring the effective execution of the provisions set out in the Pact. The Permanent Commission consists of Plenipotentiaries, who are high-level representatives vested with full powers to act on behalf of their respective governments. These Plenipotentiaries are appointed directly by the governments of the nations belonging to the Pact, underscoring the Commission's status as a nexus of authority and decision-making within the alliance.
The governance structure of the Permanent Commission is characterized by a democratic and participatory election process. From among its constituents, the Permanent Commission elects a High Commissioner, a key figure responsible for presiding over the meetings of the Commission. Notably, the High Commissioner need not be a Plenipotentiary within the Permanent Commission, but they must be a national of a Signatory Nation, ensuring their firm commitment and loyalty to the values and principles of the Pact.
Alongside overseeing Commission meetings, the High Commissioner is entrusted with the administration of the Secretariat, a dedicated body that provides administrative and operational support to the Permanent Commission. This structure ensures seamless execution of the Raspur Pact's objectives, with the Secretariat acting as the backbone for the Commission's myriad functions, ranging from organizing meetings, maintaining records, to implementing decisions made by the Plenipotentiaries.
The Raspur Pact's inaugural High Commissioner was Isabella Kalirion. Serving from the organization's inception until her untimely death, Kalirion shaped much of the Pact's early direction and spirit. Her successor, Primo de Aguilar, brought to the role an experience of previously serving as Deputy High Commissioner, a position that places him in a strong stead for continuing Kalirion's work.
The Raspur Pact's current High Commissioner is Maximinus Kerularios of Nouvelle Alexandrie and Deputy High Commissioner is Nikamura Hawkins of the Imperial Federation, serving at their posts since 1720 AN.

Secretariat
The Secretariat of the Raspur Pact was formed in 1650 AN and serves as the organizational backbone that provides essential administrative, operational, and logistical support to the Permanent Commission. Operating under the direct supervision of the High Commissioner, it has grown into a dynamic, versatile, and efficient entity that handles a vast array of tasks vital to the functionality of the Raspur Pact. The Secretariat is composed of departments correlating to the major spheres of alliance activity, such as Defense Coordination, Economic Affairs, Legal Affairs, and Humanitarian Cooperation. Each department is headed by a Director, who is usually a seasoned expert in their respective field, appointed by the High Commissioner with the consent of the Permanent Commission.
The current Departments of the Secretariat are:
- The Department of Defense Coordination is tasked with liaising between the military establishments of the member nations and the Joint Military Command to ensure coherent and coordinated defense efforts, from joint exercises to intelligence sharing. The Director of the Department of Defense Coordination is also usually the head of the Joint Military Command to ensure interoperability and connectivity between the bodies.
- The Department of Economic Affairs oversees the implementation of the Raspur Pact's free-trade provisions and monitors economic trends across the member nations to advise on economic policy and harmonize fiscal strategies.
- The Department of Legal Affairs handles the intricacies of legal harmonization, ensuring full faith and credit to all legal documents across the member nations. They also advise on extradition matters and deal with any legal disputes that may arise within the pact.
- The Department of Humanitarian Cooperation is responsible for coordinating the collective response of the Raspur Pact to any humanitarian crises within or outside its borders, from natural disasters to refugee situations.
At the helm of the Secretariat is the Secretary-General, a position appointed by the High Commissioner and confirmed by the Permanent Commission. The Secretary-General oversees the day-to-day operations of the Secretariat, coordinates between its various departments, and serves as the chief administrative officer. This role requires a unique blend of diplomatic finesse and administrative prowess, as the Secretary-General serves not only as an efficient manager but also as a conduit between the High Commissioner, the Permanent Commission, and the Secretariat. Rounding out the Secretariat's staff are skilled professionals, administrative staff, and specialized experts hailing from all the member nations. They contribute their expertise in a myriad of disciplines to the effective running of the alliance.
The Secretariat maintains offices in the capital city of each signatory nation, fostering a sense of shared ownership and ensuring that the Secretariat remains closely in touch with the realities on the ground in all member states. These offices are connected by a state-of-the-art communications network that allows real-time collaboration and decision-making.

Health Emergency Subcommission
Established in 1676 AN following a proposal two years prior, the Health Emergency Subcommission (HES) is an integral body of the Raspur Pact. Its primary mandate is to collaborate with member nations on establishing public health best practices and vigilantly monitor public health conditions both within the Pact and globally. The HES takes special interest in communicable diseases, as well as chemical, biological, radiological, and nuclear threats, as these pose significant risks to the safety and well-being of Pact member nations.
At the helm of the HES is a Director-General, nominated by members of the Permanent Commission and confirmed by the same body for a three-year term. The Director-General is responsible for guiding the direction of the HES and making key decisions. To support the Director-General and facilitate a democratic decision-making process, an advisory council has been established. Composed of representatives from each member nation, this council convenes monthly to discuss emerging issues, assess the state of ongoing initiatives, and propose new directions for the HES. The current Director-General is XXXXXXXXXXX, serving in the position since 1720 AN.
One of the most significant responsibilities of the HES is to spearhead and coordinate research and development efforts across the Raspur Pact, particularly in areas of significant public health concern. Through initiatives such as the Joint Medical Research Program, the HES facilitates cooperation between leading research institutions across member nations, ensuring that valuable insights and breakthroughs are shared quickly and efficiently. This has proven especially beneficial in the face of public health crises, where rapid, coordinated responses are often necessary.
Moreover, the HES is charged with developing and deploying Raspur Pact Health Emergency Teams. These teams consist of medical experts and emergency responders who can be quickly dispatched to locations experiencing a health crisis. Once on the ground, these teams investigate the situation, assess the immediate needs and threats, and implement necessary actions to mitigate the crisis, all while reporting back to the HES.
In 1691 AN, the Hurmu–Raspur Pact Free Trade Agreement led to the establishment of the Hurmu Health Cooperation Facility under the auspices of the HES. This facility serves as a central hub for coordinating donations, both monetary and tangible, and volunteer services for the Hurmu Total Development Program. By establishing a unified, organized structure for these contributions, the HES has played a pivotal role in coordinating efforts towards this crucial development program. The Hurmu Health Cooperation Facility exemplifies the Raspur Pact's commitment to collective action and mutual support among its member nations.
Economic Cooperation Subcommission
Formed in 1677 AN, the Economic Cooperation Subcommission (ECS) operates as an essential component of the Raspur Pact's overarching infrastructure. Its fundamental role is to promote economic synergies within and among member nations, fostering a robust, cooperative economic environment that benefits all involved parties. This includes facilitating the sharing of technical knowledge and industry expertise, enhancing logistical frameworks, and offering a platform where funding for investment and development can be sought and provided. Joint projects, such as the Allied Production Matrix, the Neridian Commodities Exchange, and SATCo Trade Fleets, are managed under the ECS's jurisdiction, having previously been overseen by the Joint Military Council.
The ECS is led by a Director-General, nominated and confirmed by the members of the Permanent Commission, and serving a term of three years. To aid the Director-General in carrying out his duties, an advisory council composed of representatives from member nations has been established. This council convenes monthly to discuss new developments, providing insight and guidance that inform the ECS's decision-making processes. The current Director-General is XXXXXXXXXXX, serving in the position since 1720 AN.
In 1691 AN, following the Hurmu–Raspur Pact Free Trade Agreement, the Hurmu Development Cooperation Facility was established under the ECS's auspices. Functioning as a repository for monetary and tangible donations, this facility coordinates efforts towards the Hurmu Total Development Program, with a focus on humanitarian, social, scientific, technical, and economic cooperation. It received a substantial boost of 2 billion Natopos as seed funding from unspecified Constancian corporations.
The 1700's saw the inception of the Raspur Solidarity Fund and Greater Elluenuueq Solidarity Fund in 1700 AN and 1702 AN, respectively. These funds, overseen by the ECS, echo the model of the Hurmu Development Cooperation Facility and focus on similar areas of cooperation. The Raspur Solidarity Fund was seeded with 5 billion Craites from unspecified Constancian corporations, and donations were declared tax-deductible in the Imperial State of Constancia, a move subsequently adopted by other member nations. The Greater Elluenuueq Solidarity Fund also received 5 billion Craites in seed funding from Constancian corporations and an additional contribution of 239 million Imperial Staters from the ESB Foundation.
In 1712 AN, the Raspur Pact Parliamentary Assembly proposed the establishment of a Peacebuilding Fund to further the cause of peacekeeping and conflict resolution. This initiative, recommended in the wake of the experiences in pacifying Zeed, underscored the commitment of the Raspur Pact to ensure peace and stability among its member nations. The Permanent Commission observed the development and implementation of this initiative, reinforcing the unified, collaborative approach at the core of the Raspur Pact's mandate. The largest donor to the Peacebuilding Fund to date is Nouvelle Alexandrie, having contributed close to NAX€70 billion écu.
Community of Goldfield
A noteworthy subgroup within the ECS is the Community of Goldfield. Comprising of certain member nations, the Community utilizes the Natopian natopo as a reserve currency or as legal tender. This unique economic arrangement not only exemplifies the spirit of cooperation that defines the Raspur Pact, but it also encourages financial stability among the participating nations, reinforcing their economic resilience.
Raspur Pact Parliamentary Assembly
The Raspur Pact Parliamentary Assembly was formed in 1683 AN and seated on 1.I.1684. Its purpose is to provide a forum for popular participation in the decisions of the Raspur Pact. It is elected every five years. The initial 1684 session was convened in Asterapolis, followed by a transfer to the Radiant Sun Convention Center in Aqaba by XV.1685 AN, where it remained until the close of the First Raspur Pact Parliamentary Assembly in 1689 AN. The Second Raspur Pact Parliamentary Assembly continued at the same location, and on its close in 1694 AN, the body resolved to transfer to a new location in Lausanne, meeting at the Palais de Saint Louis le Protecteur until its new building was constructed, with funding sourced from the Economic Cooperation Subcommission.

It may be noted that numbered armies, assigned to continental theatre commands, follow sequential numbering corresponding to the continent upon which the headquarters of the army in question, has been raised. Accordingly:

At present numbered armies are only to be found in Apollonia Command, Benacia Command, and Trans-Euran Command, with corps level formations reporting directly to the Banner Groups established as the main strategic-level regional sub-commands of each continental theatre command.
