Foreign affairs of Nouvelle Alexandrie

The foreign affairs of the Federation of Nouvelle Alexandrie (Alexandrian: Affaires étrangères de la Fédération de Nouvelle Alexandrie; Martino: Asuntos exteriores de la Federación de Nueva Alejandría; Wechua: Hawa Llaqtakunawan Rimanakuy) are conducted primarily by the Department of State, currently led by the Secretary of State, Gabrielle Fitzgerald (since 1760 AN). The Secretary is the Federation's chief diplomat and a member of the Council of State, responsible for representing Nouvelle Alexandrie abroad, administering its diplomatic missions, and negotiating treaties on its behalf.
Foreign policy is set by the government of the day, headed by the President of the Government, Marcos Ferreira Gonçalves, in concert with the Council of State, the Crown, and the Federal Assembly, which ratifies treaties. The Federation's diplomacy reflects the twin inheritances of its founding partners, the Republic of Alduria and the Wechua Nation, and it prioritizes its alliance commitments, humanitarian engagement, and freedom of navigation and trade.
Nouvelle Alexandrie is a leading member of two overlapping security and economic communities. It belongs to the Raspur Pact, which it entered by inheritance from the Wechua Nation's accession in 1663 AN, and it is a founding member of the Concord Alliance Treaty Organization (CATO). It is likewise a founding member of the Euran Economic Union and the Community of Goldfield, and a member of the Micras Treaty Organization (MTO), whose Secretary-General, Túpac Mendoza, is a New Alexandrian, and of the Micras Trade Organisation. The Federation increasingly presents itself as a bridge between the Raspur Pact and CATO, whose memberships it straddles.
History
The Federation's external relations have passed through three broad phases since its founding: the inheritance and consolidation of the Alduro-Wechua commitments, a period of strategic upheaval in the late 1730 ANs and 1740 ANs, and a renewed widening of partnerships in the 1750 ANs.
Foundations (1685)
The Federation's foreign relations descend from those of the Federation of Alduria and the Wechua Nation, established by the Proclamation of Punta Santiago in 1685 AN through the union of the Republic of Alduria, on Eura, and the Wechua Nation, on Keltia. Nouvelle Alexandrie, which adopted its present name in 1693 AN, is the sole and official successor state of that federation and of its legacy, and it assumed the treaty commitments and partnerships that the two founders had maintained as independent states. Chief among these were Alduria's membership in the Micras Treaty Organization and both nations' membership in the Raspur Pact, to which the Wechua Nation had acceded in 1663 AN.
Strategic realignment (1736-1745)
A decade of upheaval in the late 1730 ANs and 1740 ANs reshaped the Federation's strategic position and tested the alliance system on which it relied. The East Keltian Collapse (1736 AN-1741 AN) saw the disintegration of two Raspur Pact-aligned states, Normark and Anahuaco, amid revolution and the resurgence of the Confederacy of the Dispossessed. Nouvelle Alexandrie joined Constancia, the Benacian Union, Natopia, and Oportia in Operation Northern Light to extract endangered personnel, resettled roughly 115,000 Norse refugees in northern Lyrica, and took in a share of the four to seven million people displaced by the collapse of Anahuaco. The crisis strained the Raspur Pact and began a gradual shift in New Alexandrian strategy toward the newer CATO framework.
The Benacian War (1733 AN-1741 AN) between Shireroth and the Benacian Union, a fellow Raspur Pact member, further altered the regional balance. It concluded with the Treaty of Lorsdam of 1741 AN, a claimed Shirerithian victory that was followed by Shireroth's departure from the Raspur Pact and left the Benacian Union fragmented and weakened.
The Fourth Euran War (1744 AN-1745 AN) tested the Pact's cohesion a final time. The 1744 Oportian coup d'état installed the National Salvation Council under Commodore Joseph Fouche, which launched a failed pre-emptive offensive against its neighbors. A Raspur Pact coalition including Constancia, Zeed, Natopia, and Nouvelle Alexandrie intervened; the Federation committed a large share of its Federal Forces to the campaign and took part in the invasion of Oportia. The war ended with the Vanie Accords, which installed the Transitional Government of the State of Oportia and opened a period of Raspur Pact occupation and reconstruction.
Consolidation and expansion (1750s-1760)
The Federation's diplomacy in the 1750 ANs combined the revival of its oldest alliance with a widening circle of partners. Negotiations early in the decade reconstituted the dormant institutions of the Raspur Pact, whose central bodies resumed function in 1753 AN, while Nouvelle Alexandrie deepened its role in CATO as that organization expanded. In 1755 AN, following an integration referendum approved by 57 to 43 percent, Oportia joined the Federation as its thirteenth Region; Nouvelle Alexandrie thereby absorbed the founding CATO seat that Oportia had held.
Relations with Çakaristan broke down in 1757 AN. After Çakaristan annexed Dromosker Island, the Federation denounced the Treaty of Tiegang of 1717 AN, expelled the Çakari ambassador, recalled its own, and imposed targeted sanctions, ending forty years of relations. The following year the Federation concluded two friendship agreements, the Treaty with Ioanna, signed at Yew, and the Treaty of Friendship and Non-Aggression with Bassaridia Vaeringheim, signed at Lewisburg. In 1760 AN, King Sinchi Roca II and Empress Clara I undertook the Royal Goodwill Tour, a journey of twelve cities across ten states that carried the Crown through both the Raspur Pact and CATO partner networks and was presented as a renewal of existing friendships rather than a new commitment.
Foreign policy principles
The conduct of New Alexandrian foreign policy rests on a set of enduring objectives that draw on the history of both founding partners.
Objectives
The principal objective of the Federation's foreign policy is safeguarding the independence and welfare of its people. Beyond that, the government pursues the alleviation of need and poverty abroad, respect for human rights, the maintenance of its alliance commitments, environmental preservation, and the protection of national economic interests. These aims reflect formative experiences of both founders. During the Aldurian water crisis of the 1673 ANs, international humanitarian assistance arranged through the Micras Treaty Organization left a lasting impression on Aldurian diplomacy, while the Wechua Nation's own experience of state failure, which sent many of its people into exile in Alduria, Constancia, and Natopia, instilled a sense of obligation toward those displaced by disaster and conflict. The Federation accordingly treats support for international law, and for humanitarian law in particular, as a standing commitment.
Humanitarian action and refugees
Nouvelle Alexandrie grants protection and residence to people facing serious persecution in their country of origin on grounds of religion, nationality, sexual orientation, gender identity, membership of a social or ethnic group, or political opinion, as well as to those unable to return home for other humanitarian reasons. The Department of Interior and the Border Guard coordinate the processing of applicants. The Federation has also inherited the Aldurian "Law of Graces," enshrined in the Proclamation of Punta Santiago, which grants automatic citizenship, often with a grant of land or other property, to refugees of the Wechua, Alexandrian, and Caputian diasporas in exchange for a commitment to build, defend, and invest in the country.
These commitments have been tested repeatedly. The East Keltian Collapse brought roughly 115,000 Norse refugees to northern Lyrica alongside a wider inflow from Anahuaco, and the expansion of Bassaridia Vaeringheim into former Normark territories generated a further crisis in the late 1740 ANs that strained the Federation's northern border processing. That episode preceded the later rapprochement between the two states, which by 1758 AN had produced a treaty of friendship and non-aggression.
Human rights and LGBTQ advocacy
The advancement of LGBTQ rights and the elimination of discrimination is a prominent theme of New Alexandrian diplomacy and a foundation of its close ties with states such as Natopia. In 1720 AN, the Department of State established the Rainbow Haven Visa Program, which offers refugee visas to LGBTQ people facing verifiable persecution, together with resettlement support in housing, employment, and healthcare. By 1727 AN the program had resettled more than 3,900 people in the Federation.
Nouvelle Alexandrie is a consistent proponent of freedom of navigation, holding that a vessel flying the flag of any Micran state should not be attacked, intercepted, or hindered except in special and reasonable circumstances. The principle descends from Alduria's earlier maritime cooperation with the USSO, particularly Operation Hugo Grotius. The Federation conducts regular naval exercises with its Raspur Pact allies to secure trade and navigation in national and international waters.
Anti-Vanicism
The Federation counts itself among the foremost opponents of Vanicism, the religious movement historically centered on Stormark and condemned across Micras for its ritual practices. Nouvelle Alexandrie maintains a standing quarantine that prohibits travel and communication with Vanic states. With the collapse and dissolution of the major Vanic polities, the policy now functions largely as a legacy commitment rather than an active field of diplomacy.
Territorial and economic expansion
The Federation's economic diplomacy on Keltia has been shaped by the New Prosperity Plan, the development framework first adopted for the Alduro-Wechua Federation, whose later cycles encouraged expansion into the frontier lands of "the Green" adjacent to the historic heartland. Much of that expansion has proceeded through the ESB Growth Zones, a venture of the ESB Group engaged in prospecting, agriculture, forestry, and mining that draws resources and labor into the New Alexandrian economy.
Institutions
Responsibility for the conduct of foreign affairs is shared among several federal institutions, with the Department of State at their center.
Department of State
The Department of State is the federal executive department responsible for carrying out the Federation's foreign policy and international relations. Its duties include advising the President of the Government, administering the country's diplomatic missions, negotiating treaties and agreements with foreign states and organizations, and representing Nouvelle Alexandrie in bodies such as the Micras Treaty Organization. The department is led by the Secretary of State, a member of the Council of State nominated by the President of the Government, who serves as the nation's chief diplomat. The department also issues the Federation's formal diplomatic releases and communiqués.
Consular services
Alongside its diplomatic missions, the Department of State maintains a consular service for New Alexandrian citizens abroad. Through its Consular Affairs Bureau and a network of regional consular centers, it issues passports and travel documents, registers births, marriages, and deaths involving citizens overseas, assists nationals who are detained or in distress, and coordinates evacuations and travel advisories.
The Government and the Council of State
Although the Secretary of State conducts day-to-day diplomacy, foreign policy is a collective responsibility of the government. The President of the Government sets its overall direction, the Council of State deliberates major decisions, and the Crown accredits ambassadors and represents the Federation at the highest ceremonial level, as in the Royal Goodwill Tour of 1760. Treaties enter into force only once ratified by the Federal Assembly. This distribution of authority spreads foreign-policy decisions across the Crown, the government, and the legislature.
Alliances and multilateral organizations
The Federation belongs to two overlapping security communities, the Raspur Pact and CATO, and to several economic and diplomatic organizations.
Raspur Pact
The Raspur Pact is the Federation's oldest alliance, entered by inheritance from the Wechua Nation, which had acceded in 1663 AN. Membership gives Nouvelle Alexandrie access to the Pact's free trade area, with free movement of workers, goods, and services, alongside collective defense, a shared extradition framework, and broad legal interoperability among members. Approximately 60 percent of the Federation's foreign trade flows to Raspur Pact members, principally Constancia, Natopia, the Benacian Union, and Zeed, and Nouvelle Alexandrie is the largest contributor to the Pact's Peacebuilding Fund.
The Pact's central institutions fell dormant in the mid-1730 ANs under the combined pressure of the Benacian War and the East Keltian Collapse, and functioned only nominally for much of the following two decades. Negotiations early in the 1750 ANs reconstituted its Permanent Commission and Joint Military Council, which resumed operation in 1753 AN, though Shireroth's definitive departure kept the revived Pact smaller than before. Its current members are the Benacian Union, Constancia, the Imperial Federation, the Kingdom of Moorland, the Mondosphere, Natopia, Nouvelle Alexandrie, Vegno, and Zeed.
Concord Alliance Treaty Organization
Nouvelle Alexandrie is a founding member of the Concord Alliance Treaty Organization (CATO), which began in 1731 AN as the Tripartite Treaty Organization between Natopia, Nouvelle Alexandrie, and Oportia and was reorganized under its present name in 1734 AN. Conceived at first as complementary to the Raspur Pact, CATO grew in strategic weight as the older alliance faltered, and it now numbers seven members: Natopia, Nouvelle Alexandrie, Vegno, East Zimia and the Wallis Islands, Aerla, Western Corum, and Constancia. When Oportia joined the Federation in 1755 AN, Nouvelle Alexandrie assumed the founding seat it had held.
Within CATO, the Federation holds a Deputy Secretary-Generalship and leads the organization's Eura and Keltia Commands, its Information Warfare Command at Cárdenas, its Strategic Logistics Command, and its Joint Intelligence Center. In 1742 AN, CATO completed its Integrated Communications Network, a NAX€42 billion quantum-encrypted command and control system spanning all member territories. The Federation's national defense modernization program, the Force 1752 initiative, ran from 1740 AN to 1752 AN and was designed for interoperability across both the Raspur Pact and CATO before being succeeded by the Force 1760 program. The relationship between the two frameworks has at times been contentious at home: in 1743 AN, leaked remarks by then-Secretary of State Federico Mercurio suggesting a tilt toward CATO caused controversy, after which the government reaffirmed its commitment to both.
Other international organizations
Beyond its two security communities, Nouvelle Alexandrie takes an active part in several economic and diplomatic organizations. It is a member of the Micras Treaty Organization (MTO), whose Secretary-General, Túpac Mendoza, is a New Alexandrian who has held the office since 1754 AN. It is a founding member of the Euran Economic Union, established in 1694 AN and headquartered at Fontainebleau in the Federation, and of the Community of Goldfield, the economic community that grew out of the Protocols of 1705 AN. It has also belonged to the Micras Trade Organisation since 1716 AN.
Relations with non-aligned states
Despite its alliance commitments, Nouvelle Alexandrie maintains cooperative relationships with several non-aligned states. Alduria traditionally kept close ties with members of the USSO, particularly Jingdao, developed during its years of neutrality before the Federation; trade and cordial contact with former USSO states continue, though at reduced levels from their height in the early 1670 ANs. Relations with Bassaridia Vaeringheim improved markedly after humanitarian cooperation in Corum, where Nouvelle Alexandrie and Oportia, then a separate state, served as third-party verifiers to ensure that Bassarid aid reached the affected population during Floria's campaign against the Confederacy of the Dispossessed. That cooperation helped overcome earlier suspicion dating to the Alexandro-Hammish-Bassarid Confrontation and led, in 1758 AN, to a treaty of friendship and non-aggression.
Bilateral relations
The table below summarizes the Federation's relations with other states of Micras. A fuller account of its resident embassies and heads of mission is maintained separately.
