The foreign affairs of the Federation of Nouvelle Alexandrie are conducted by the Department of State of Nouvelle Alexandrie., which is led by a Secretary of State. The current Secretary of State is Maximinus Kerularios, (FHP), since 1693 AN. The rest of the Council of State, the President of the Government, and numerous other agencies and officials also play a role in establishing and implementing the foreign policies of the Federation. In many instances, other institutions and businesses in the Federation have a voice and a role in the formulation of the national foreign policy through liaisons and relationships with the private and public sectors of the economy such as the heads of labor unions, business associations, and other special or regional interests.

Nouvelle Alexandrie is currently a member of the Micras Treaty Organization, inheriting Alduria-Wechua's membership in that body as its successor state. Nouvelle Alexandrie is also part of the Raspur Pact, one of the largest alliance systems in Micras. Its membership in the Pact goes beyond its founding, as both Alduria and the Wechua Nation individually were members of the Pact prior to the creation of the Federation. Added to this, Alexandria, Nouvelle Alexandrie's namesake, was one of the founding members of the Raspur Pact. Nouvelle Alexandrie is also one of the founding members of the Euran Economic Union.

Overview

Nouvelle Alexandrie was formed in 1685 AN, originally called the Federation of Alduria and the Wechua Nation, with the Proclamation of Punta Santiago. The new Federation has assumed both the Treaty commitments and partnerships that both Alduria and the Wechua Nation had while they were independent states. This included Alduria's membership to the Micras Treaty Organization, as well as the individual memberships of both nations to the Raspur Pact.

Nouvelle Alexandrie's foreign policy emphasizes its participation in multilateral organizations, particularly especial is its active membership in the Micras Treaty Organization and adoption of its treaties such as the Micras Intellectual Property Protection Act (MIPPA), the Treaty to Establish the Intermicronational Commission, and the MTO Convention on the Laws of the Seas. The assistance provided by the international community during the 1673 AN-1677 AN During past Aldurian water crises, the outflow of international help from a myriad of nations further has impressed upon Nouvelle Alexandrie to serve as a major contributor to international humanitarian and disaster relief efforts.

Nouvelle Alexandrie sees its commitments to the Raspur Pact to be among its highest priorities in foreign affairs. As a member of the Raspur Pact, it has access to vast commercial markets, foreign capital, and raw materials in nearly every continent of Micras through the free trade zone among members of the Pact. 60% of its foreign trade is to Raspur Pact members, mainly Constancia, Natopia, Ransenar, the UGB, Florian Republic, Sanama, and Elwynn.

Cooperation with other countries remains important to Nouvelle Alexandrie. Despite its membership in the Raspur Pact, Alduria traditionally maintained a close relationship with various members of the USSO, in particular with Jingdao. This relationship was developed at the height of Aldurian neutrality during the starting years of the country, prior to the Federation. Trade and cordial relations with former USSO friends continue, but trade with the USSO has dropped considerably from its high point in the early 1670 AN's. Relations with Jingdao and most USSO nations remain cordial. Çakaristan is a USSO member that Nouvelle Alexandrie sees as a threat with which it has an uneasy but unspoken amiable coexistence.

Nouvelle Alexandrie is a strong proponent of the freedom of navigation, meaning that ships flying the flag of any Micran nation shall not be attacked, interfered, intercepted or hindered by other states, except for in special and reasonable circumstances. Nouvelle Alexandrie regularly conducts naval exercises with Raspur Pact allies and on its own in order to ensure the security and safety of trade and navigation in national and international waters.

The principal objective of the foreign policy is the safeguarding of the independence and welfare of its people. Below this overarching goal, Nouvelle Alexandrie has also identified some additional foreign policy objectives, mainly the need to alleviate need and poverty in the world, promote respect for human rights, maintain its commitments to its Raspur Pact allies, promote the preservation of the planet and its natural resources, and protect its interests.

These objectives reflect the history of both Alduria and the Wechua Nation, individually and collectively. Both nations had a long history of economic, political, and social cooperation between themselves. During the 1673 AN-1677 AN Aldurian water crisis, the Micras Treaty Organization arranged an international humanitarian mission to help end the water crisis. The Wechua Nation once was a failed state and many of its citizens fled the anarchy to many nations, including Alduria, Constancia, and Natopia. These events further impressed upon the Federation and its government to serve as a major positive contributor to international humanitarian and disaster relief efforts. The Alduro-Wechua moral obligation to undertake social, economic, and humanitarian activities that contribute to world peace and prosperity comes from these events. This is manifested in its bilateral and multilateral diplomatic activity, assistance to other countries, and support for the establishment and formation of a Micran body of international law, particularly humanitarian law.

LGBTQ issues

The advancement of LGBTQ issues and elimination of discrimination is a particularly prominent agenda item in Alduro-Wechua foreign policy, helping form the bedrock of many relationships, namely Natopia and Sanama.

Freedom of navigation

Nouvelle Alexandrie is a strong proponent of the freedom of navigation, meaning that ships flying the flag of any Micran nation shall not be attacked, interfered, intercepted, or hindered by other states, except for in special and reasonable circumstances. This originates from Alduria's previous cooperation efforts with the USSO, in particular Operation Hugo Grotius.

Refugee policies

Nouvelle Alexandrie grants protection and residence to people under serious persecution in their country of origin due to their religion, nationality, sexual orientation, gender identity, membership in a particular social or ethnic group, or political opinion, or who are unable to return to their home country for other humanitarian reasons. Links with the Department of Interior (the agency that handles the citizenship and residency process) and the Border Guard are maintained to ensure a smooth and speedy process for refugees.

Nouvelle Alexandrie has inherited the Aldurian "Law of Graces", a policy that has been enshrined in the Proclamation of Punta Santiago. The "Law of Graces" is an established tradition from the founders of Alduria that granted any and all refugees from the Wechua, Alexandrian, and Caputian diasporas citizenship automatically and often including land or other property in the country, in exchange for their commitment to build, defend, and invest in the country and its future.

Department of State

The Department of State is the federal executive department responsible for carrying out Nouvelle Alexandrie's foreign policy and international relations. Its duties include advising the President of the Government, administering the diplomatic missions, negotiating treaties and agreements with foreign entities, and representing the Federation in international organizations such as the MTO.

The department is led by the Secretary of State, a member of the Council of State who is nominated by the President of the Government. The Secretary of State serves as the nation's chief diplomat and representative abroad.

Its abysmal record on LGBTQ issues and aggressive posture towards Nouvelle Alexandrie's closest ally, Natopia, remain significant impediments towards the improvement of relations. The shared border with Calbion in Keltia is closed and guarded by the Federal Forces of Nouvelle Alexandrie, along with the support of a Wechua settler militia, called the Stars of Inti.

Constancia is Nouvelle Alexandrie's second-largest trading partner. Constancia imports oil, natural gas, consumer goods, cars, ships, vehicles, iron and steel, plastics, color TV sets, wheat, weapons, vaccines, and medicines from Nouvelle Alexandrie. Nouvelle Alexandrie imports weapons, fish, among a myriad of other products. It is very common for citizens of Nouvelle Alexandrie to also hold Constancian citizenship. The relationship is fraught with some complications, such as its hastily canceled call for a Raspur Pact-sponsored invasion of Alduria after the 1685 Aldurian coup d'état and its record on LGBTQ issues. From the New Alexandrian side, government dissident groups and pro-democracy movements find deep pockets of funding and support from the significant Constancian émigré community in the cities of Punta Santiago, Valenciana, Susa, Behaurnais, and Hatkrou.

Elwynn was one of the first nations to give diplomatic recognition to Alduria when it was founded in 1669 AN, both nations have developed a close relationship based on shared political and democratic values.

Their relationship, however, is fraught with complications, despite being in the same alliance bloc. Nouvelle Alexandrie has had to temporarily shut down travel to and from Floria due to its security situation, recent disease outbreaks, and its acceptance of hostile interests like the Iron Company maintaining a presence in Togafaga, off the coast of northern Alduria in the past. From the end of the Verionian-Raspur War in 1683 AN until 1687 AN, the government of Alduria (continued by Alduria-Wechua) implemented policies to facilitate an economic “decoupling” that decreased Aldurian reliance on Florian products, services, and raw materials. These policies were eliminated in 1689 AN as Floria achieves greater internal stability and inspires greater confidence from other partners and allies, but trade has not recovered to its initial levels as hesitancy remains from Nouvelle Alexandrie to fully trust their Florian partners.

Haifo-Pallisica	Neutral	None.	None.	No travel allowed.	The relationship between the Bassarid Empire (Haifo-Pallisica) and Nouvelle Alexandrie is fraught and complicated. Currently, no official diplomatic relations are maintained. The legacies of clashes between Bassarid interests and Caputia, as well as Alexandria, in the past have soured the general public opinion on the Bassarid Empire to the point of no recovery. However, until 1694 AN, both nations had established a doctrine of peaceful coexistence which at its height granted Bassarid ships and traffic in and out of landlocked possessions in Eura that were surrounded by the Region of Alduria, but not beyond the Nouradin into Aldurian territory. In exchange, the Bassarid Empire and its associated pirate and terrorist groups would not target New Alexandrian shipping. In 1694 AN, the Bassarid Empire thus began to claim, without permission or consultation with Nouvelle Alexandrie, free passage of internal Aldurian territorial waters for smuggling to reach the interior of Eura from its landlocked possessions surrounded by the Region of Alduria. When Nouvelle Alexandrie acted to curb the unreasonable liberties with the creation of the River Nouradin Fortification Zone, the Haifo-Pallisican government withdrew its protections applied to shipping from Nouvelle Alexandrie. The government of Nouvelle Alexandrie remains hopeful that achieving peaceful coexistence is possible, but the Bassarid Empire remains hostile to Nouvelle Alexandrie.
Hurmu	Ally	Vesüha	Amb. Dolores Veinteocho	Free movement.	Hurmu and Nouvelle Alexandrie are regional allies and trade partners. They share a border on the island of Lyrica. A series of treaties, starting with the Treaty of Ciudad Howard, the Hurmu Ruins Treaty, and the free trade agreement with the Raspur Pact has built a close relationship between both nations. Hurmu is a popular tourist destination for New Alexandrian tourists.

The Jing embassy in Nouvelle Alexandrie, however, remains in Punta Santiago. Alduria, prior to joining the Raspur Pact, maintained a close friendship and trade partnership with Jingdao. A system of specifically-designated ports was established to open up trade between the two countries under the Treaty of Amity and Commerce signed between the countries in 1672 AN. Following the Aldurian accession to the Raspur Pact in 1861 AN, relations between Jingdao and Alduria were affected negatively, leading to a significant decrease in trade between both nations and the closure of travel between them. Further efforts by Jingdao and the USSO to antagonize Raspur Pact ally Floria have further deteriorated the relationship between the countries, with travel between the countries being prohibited in 1687 AN by the the-Alduro-Wechua government. This was lifted in 1683 AN by the Lavaud administration, once more applying the rules of the Treaty Ports by limiting Jing nationals to Punta Santiago and Amol only. Despite the deterioration of relations, the city of Punta Santiago retains a large, vibrant, and free Jingdaoese community from its time as a Treaty Port to this day.
