The Verionist List, despite being warned against so by the Electoral Committee, submitted a list largely composed of non-members of the Order. As such, those persons were ineligible for the election. He and the leader of the [[Society of Yeshua]], Stanko Danilovich, agreed to negotiate a coalition government for Hurmu. However, it became apparent that their two parties would only secure 48 of 99 seats. Even with ensuring the election of a president from a third party, they would not have a majority should other parties join forces to topple it. As such, they agreed to invite the Edasi Hurmu party to the coalition. Edasi Hurmu had suffered large loss of a vote share in the election, possibly due to its close ties with the Humanists, however, it became important for Prime Minister al-Osman to keep the ties with Edasi close. Without Edasi, its Senatorial faction (though legally distinct), the Traditionalists, might seek to form a coalition in the Senate with the Ayreonists and Conservatives, depriving al-Osman of a majority in the Senate. As such, the three parties would form a government coalition in the Assembly, and the Humanists and Traditionalists one in the Senate. That way, al-Osman would have a majority in both chambers of Parlerment, though he would have to compromise considerably to make his junior partners happy.

The third Parlerment elections were held during the ninth month of 1701. At the same time, regional elections are scheduled for the legislative assembles in the States and districts of Hurmu. The previous elections occurred in 1695. The next elections are scheduled for 1707

Procedure

Eighteen seats in the Senate (double the seats from the previous Senate), elected by the members of the Order of the Holy Lakes, and 99 seats in the Assembly, elected by persons with legal and permanent residence in Hurmu are up for election. All electors must be at least 18 years of age on the last day of the election. Thus not only citizens of Hurmu are allowed to vote, but legally resident foreigners too. Citizenship is a prerequisite, however, for being a candidate.

Residents in the Lake District will elect 38 members of the Assembly, while residents in Lontinien will elect 28 members, and Rekozemlje 31 members. Residents of the District of the Warring Islands and the District of Northern Bretland will be represented by 1 member each. Legal residency is not recognised in the Southern District, and as such, that district will remain outside the remit of the election. Hurmu citizens resident the Southern District or in Eesdeheito, as well as Hurmu citizens living abroad, may vote through their constituency of origin. Citizens who are members of the Order of the Holy Lakes do not vote in Assembly elections but in the Senate election.

The constitution of Hurmu allows for referendums to be held at the same time. Such referendums are binding and require the majority of electors to the Senate to be in favour in order to be binding upon the state institutions of Hurmu, for example amending the constitution or adopting legislation. Another option is for the Electorate through voting in the affirmative or negative to a question bind the Senate to introduce or not to introduce legislation on a specific matter. No provision in the constitution allows for country-wide referendums for Assembly voters.

Senate elections

In this Senate election, the adult members of the Order of the Holy Lakes, who during the year 1701 will reach an age of 18 or more, are electors. The electors will elect an enlarged Senate. The Senate will thus be expanded from 9 members to 18.

On 30.XV.1704, Jan Spiik informed the Senate that he had resigned the position in the Senate due to his election to Secretary General of the Micras Treaty Organization. As such, the next person on the list was his wife, Ellen Aarevalla. Aarevalla informed the Order of the Holy Lakes that that would be improper, due to her husband's position as Secretary General, and that she thus declined election. As such, the next person on the list was Oden Djupvik, who was deceased. The next person on the list, Kersti Kallas, was also deceased. Accordingly, the Order declared Ivan "Hopsy" Maksimilianov-Shvinnskiy elected. He was sworn in on the evening the same day, and took his seat in the Senate. First alternate was declared to be Monika Saajar.

On 19.VI.1706, Janek Tryggve stepped down from the Senate upon his election to the MTO Court. Ellen Aarevalla declined taking up the free seat, citing a conflict of interest as wife of the MTO general secretary Jan Spiik. The next one in line, who remained alive, was thus Monika Saajar, who took up the seat the same day.

The Verionist List, despite being warned against so by the Electoral Committee, submitted a list largely composed of non-members of the Order. As such, those persons were ineligible for the election. In the present election, the Verionist List secured enough votes to gain 1 seat in the Senate. Abigail Elenkoo, listed as number 1 for the Verionist List, was ineligible for election, and so her seat went to the number 2, Isor Verion. Similarly, the first alternate became Aliande of Laegel, as all other persons between Isor and Aliande were ineligible for the position of first alternate, too.

In 1704, Isor Verion died. He was replaced as senator by his first alternate and wife, Aliande of Laegel. Due to no other people being eligible for election to the Senate on the list, it meant that Aliande was without a personal alternate.

In the event of the resignation or death of Lady Aliande, this would mean a recalculation of the seats of the Senate, as follows:

Ayreonist: 1 seat
Conservative: 5 seats (instead of 4 seats)
Humanist: 6 seats
Traditionalist: 6 seats
Verionist: 0 seats (instead of 1 seat)

Thus the alternate for Lady Aliande was declared to be Sackhcham Kapudia of the Conservative List.

Transition

The term of the old Senate expires by the end of the year 1701, and the new Senate, now extended from 9 members to 18, automatically enters office upon the first second of the new year 1702. It will sit, unless dissolved by itself earlier, until the end of 1708.

Assembly elections

Hurmu residents in the States of Hurmu and in the districts of Northern Bretland and the Warring Islands, as well as Hurmu citizens living abroad, may vote in the election to the Assembly of Representatives, provided they are above the age of 18 (or will turn 18 during the year of the election), and are not members of the Order of the Holy Lakes (in which case they will vote in the Senate election).

Residents in the Lake District will elect 38 members of the Assembly, while residents in Lontinien will elect 28 members, and Rekozemlje 31 members. Residents of the District of the Warring Islands and the District of Northern Bretland will be represented by 1 member each. Legal residency is not recognised in the Southern District, and as such, that district will remain outside the remit of the election. Hurmu citizens resident the Southern District or in Eesdeheito, as well as Hurmu citizens living abroad, may vote through their constituency of origin. Citizens who are members of the Order of the Holy Lakes do not vote in Assembly elections but in the Senate election.

Following the election, Koos, the Moderate Party and the Liberals agreed to form a coalition for the government of the State of the Lake District. The Coalition for Democratic Humanism would lead the official opposition.

In Lontinien, the Coalition for Democratic Humanism secured a majority and would form a majority government in the next Great Yurt. The Heartlanders' Interests League and the Society of Yeshua failed to secure the 6% vote that was required to get representation in the Great Yurt.

Securing a comfortable majority in the State Assembly, the Society of Yeshua would form a majority one-party government. The Rekozemlje leader of the Coalition for Democratic Humanism congratulated the leader of the Society of Yeshua, and vowed himself to form a constructive opposition that would cooperate with the government on all matters of mutual interest.

Lontinien

  • Question: Should the position of Khaghan of Lontinien be re-introduced and made a permanent office for the head of state of Lontinien, elected by the Legislative Assembly of Lontinien for six-year terms?

The question was answered in the affirmative with 63.53% in favour.

Results

Aftermath and government formation

Prime Minister Senator Daniyal al-Osman was re-elected to the Senate. He and the leader of the Society of Yeshua, Stanko Danilovich, agreed to negotiate a coalition government for Hurmu. However, it became apparent that their two parties would only secure 48 of 99 seats. Even with ensuring the election of a president from a third party, they would not have a majority should other parties join forces to topple it. As such, they agreed to invite the Edasi Hurmu party to the coalition. Edasi Hurmu had suffered large loss of a vote share in the election, possibly due to its close ties with the Humanists, however, it became important for Prime Minister al-Osman to keep the ties with Edasi close. Without Edasi, its Senatorial faction (though legally distinct), the Traditionalists, might seek to form a coalition in the Senate with the Ayreonists and Conservatives, depriving al-Osman of a majority in the Senate. As such, the three parties would form a government coalition in the Assembly, and the Humanists and Traditionalists one in the Senate. That way, al-Osman would have a majority in both chambers of Parlerment, though he would have to compromise considerably to make his junior partners happy.

In the months preceding the end of the year of 1701, negotiations between the CDH parties, Society of Yeshua, and Edasi. On the first day of the new Parlerment, meeting on 1.I.1701, the Assembly elected Radojka Grgurović (Society of Yeshua), a deaconess from Niš, as its president. The President met the party leaders on 2.I.1701 to formally assess the situation of a prime minister and the formation of a new cabinet and reported back to the Assembly on 3.I.1701 that she believed there was a majority in the Assembly for the nomination of Daniyal al-Osman for a third term as prime minister. Accordingly, she introduced the proposal, "that the Assembly nominate Daniyal al-Osman, Senator of the Lakes, to the position of Prime Minister of Hurmu". The Assembly was adjourned to the next day, when it voted on the question. The Assembly votes as follows:

As such the Assembly nominated, with a majority of all members, Daniyal al-Osman for the position of Prime Minister of Hurmu. The President sent the matter to the Senate with the recommendation to confirm the nomination.
