1710 Hurmu government crisis

Timeline

• 10.IV.1710 AN: By-election to the Assembly of Representatives held in Transprinitica. The Elwynnese Workers' Party wins one seat, to be held by Arman Qureishi.
• 11.IV.1710 AN: The Electoral Commission releases results from the election, recommends certification of them. Arman Qureishi is arrested.
• 12.IV.1710 AN: Arman Qureishi is put on a ship headed for Chryse.
• 13.IV.1710 AN: Senate meets to certify results, a motion to condemn the arrest of Qureishi fails after a 8–8 tie in the Senate.
• 16.IV.1710 AN: The ministers and other members of the cabinet from the Edasi Hurmu party and the United Ayreonist–Traditionalist List resigned from the cabinet en masse in opposition to the government's handling of the case of Arman Qureishi. Moreover, they released a statement that they no longer had confidence in the Prime Minister, and that a vote of confidence would be held in the Assembly in the Prime Minister and his government, and, in the likely event of the Prime Minister losing confidence, Edasi Hurmu and the United Ayreonist–Traditionalist List would be willing to form a new coalition, without humanist tendencies, inviting the Conservative Party of Hurmu, the Conservative List and the Social and Democratic Party of Hurmu to form a majority with them.
  • Prime Minister Daniyal al-Osman, in response to this act of calculated treachery, declared an Ayreonist insurrection to be under way and ordered the Hurmu Constabulary, Honourable Company, and Humanist Vanguard, to take measures to bring the Senate and Assembly under the protection of loyalist forces. A convoy of land cruisers accompanied by loyalist militia forces soon afterwards left the Elentari palace bound for the Southern District.
  • Radio broadcasts originating from a commercial station in Tyrador carried the news of a declaration of martial law, issued by the commissioner, and the deployment in response of BUDF personnel to key transportation hubs, radio and TV stations, and municipal administration buildings.
• 17.IV.1710 AN: Vote of confidence in the Prime Minister held while under watch from the Hurmu Constabulary, the Honourable Company, and the Humanist Vanguard.
  • Motion: That the Assembly of Representatives lacks confidence in the Prime Minister.
  • Result: 72 votes in favour (Edasi, CPH, SDP, HUHU), 53 votes against (CDH, BS, SY), 9 abstentions (Koos, Mod, Lib, PVMH), 1 absentee (EWP).
  • As such, the Assembly had sacked Daniyal al-Osman as Prime Minister of Hurmu, but that he was to remain prime minister until the Assembly and Senate had confirmed a successor.
  • Edasi Hurmu and the United Ayreonist–Traditionalist List immediately invited the Conservative Party of Hurmu, the Conservative List and the Social and Democratic Party of Hurmu for negotiations to form a coalition.
  • Militia from the Vanguard Division responded by entering into the assembly chamber and commenced with beating the gathered rebel assembly members with their rifle butts for their presumption.
  • Upon receiving direction from authority, the loyalist delegates repudiated the votes - declaring them to be contrary to the wishes and interests of the state.
  • Fearing a massacre, the Allied Mission in Eastern Apollonia, Hurmu & Lyrica deployed troops to the Assembly building in order to rescue the delegates from their precarious situation. Not wishing to see Hurmu draw closer to Çakaristan, the legate of the Benacian Union and the ambassador of Nouvelle Alexandrie encouraged the Prime Minister to open negotiations with the lesser parties.
  • Jayanti Sinha, the Grand Vizier of Çakaristan, issued a statement: "We are deeply concerned about the situation in Hurmu. Democracy and the Hurmu people are in great danger. We are also worried about the safety of Çakari people in Hurmu. We call for an immediate ceasefire and cessation of violence."
  • At the instigation of Linus Truls Thorgilsson, Rashid Hasanzadeh was urgently sought and brought to a safe house in Ghawlama, there to await representatives of the Allied Mission and the CDH. Upon their arrival via the Hurmu Gate Network negotiations began in earnest.
• 19.IV.1710 AN: Representatives of the Coalition for Democratic Humanism, the Social and Democratic Party of Hurmu, Blue Skies, Society of Yeshua, Koos and the Post-Verionist Movement in Hurmu agreed to form a coalition, headed by Daniyal al-Osman. Given the political crisis, the question of electing Daniyal al-Osman to Prime Minister for yet another executive was brought to the Assembly, where it was tabled, and then put for vote the next day.
• 20.IV.1710 AN: Assembly vote on Daniyal al-Osman as the Prime Minister:
  • Motion: That the Assembly nominate Daniyal al-Osman as Prime Minister, heading a coalition consisting of the Coalition for Democratic Humanism, the Social and Democratic Party of Hurmu, Blue Skies, Society of Yeshua, Koos and the Post-Verionist Movement in Hurmu.
  • Results: 72 votes in favour (CDH, SDP, BS, Koos, SY), 60 votes against (Edasi, CPH, Lib, HUHU), 2 abstentions (Mod, and 1 absentee (EWP).
• 21.IV.1710 AN–24.IV.1710 AN: The Senate received the Assembly's nomination, and debated the Assembly's recommendation. The various factions' positions in the debate (lasting four days) were as follows:
  • The United Ayreonist–Traditionalist faction opposed the motion. Daniyal al-Osman had showed himself unworthy of heading the executive, and the Humanist movement had lost all credibility in governing after threatening the Parlerment with violence.
  • The Humanists' position was that Daniyal al-Osman had helped to guide Hurmu to safety and prosperity through a myriad of threats. All that he had asked for was loyalty and confidence. Yet this was somehow beyond Edasi. The Assembly had been protected by loyalist forces and allies from the indignant fury of the populace, and now Hurmu once again had a proposed government that would deliver further on the safety and prosperity that the Holy Lakes and the lands beyond richly deserved.
    • It was also leaked to media that the humanists, through back-channels, had offered Mondo Etzeterra a cabinet position as "minister of cake", but that Mondo had declined this position.
  • The Conservative Senate leader, Karel Kyle stated that "It is unforgivable that the Humanist stormtroopers threatened my brother. The Prime Minister must maintain order and security in this country. Before you know it, the country will be occupied by Raspur troops and our freedom and democracy will be finished. The Conservatives are voting against this Prime Minister".
  • The Einhornist representative, Senator Monica Oline Einhorn Likness, Princess among the Lakes, and Attorney-General of Hurmu, kept a low profile during the debate, throwing her support behind Daniyal al-Osman's new coalition agreement.
  • Aliande of Laegel, Senator for the Post-Verionist Movement in Hurmu, announced that she, like her Assembly colleagues, supported the coalition in the spirit of the Verionist–Humanist peace as solidified in the Treaty of Chryse.
  • Finally, Senator Mondo Etzeterra stated "This is why governance cannot be entrusted to those who are indifferent to cake! I shall be founding a new political party in Hurmu – the Excluded Middle and Mondo Party of Hurmu – to campaign for the important things in future elections. As to the current situation, let those who made this untidiness sort it out! "
• 1.V.1710 AN. Senate vote on the prime minister's nomination.
  • Result: 8 votes in favour (H, E, V), 8 votes against (U, C) and one abstention (M).
  • The presiding officer, Li Naomiai, having to break the tie in accordance with precedence, voted against the motion, and remitted the matter to the Senate.
  • With the Senate having disapproved the Assembly's nomination for Prime Minister and coalition, it was now the Senate's duty to nominate a Prime Minister-candidate that might receive the confidence of the Assembly.
  • Later that evening, Chancellor of the Order of the Holy Lakes and Presiding Officer of the Senate invites the Humanist and United Ayreonist–Traditionalist senators for dinner at her residence to discuss the possibility of a pure coalition between them and their Assembly partners (Edasi and CDH). They agreed to continue the negotiations as brokered by Li Naomiai.
• 2.V.1710 AN–8.V.1710 AN: Negotiations to form a new coalition undergoing between the Humanist and United Ayreonist Traditionalist senators continue.
• 8.V.1710 AN: Exercising their treaty rights, the Federal Forces of Nouvelle Alexandrie, at the direction of Felipe de Almagro, began a massive reinforcement of the Allied Mission in Eastern Apollonia, Hurmu & Lyrica, moving four large armoured columns into the Southern District from North Lyrica, ostensibly to support ongoing counter-insurgency operations in the aftermath of the Great Vanic Revolt.
• 9.V.1710 AN–14.V.1710 AN: Coalition-forming negotiations continue, now with the conclusion of Assembly representatives for the Coalition for Democratic Humanism and Edasi Hurmu.
• 15.V.1710 AN: Representatives of the Elwynnese Workers' Party invited to a 40-minute video conference with Li Naomiai.
• 16.V.1710 AN: Li Naomiai, as presiding officer of the Senate, moves that the Senate nominate Daniyal al-Osman as the next prime minister of Hurmu. Meanwhile, the leadership of Edasi Hurmu, the Coalition for Democratic Humanism, and the Humanist, Einhornist, and United Ayreonist–Traditionalist Lists release a coalition agreement:
  • CDH–Edasi coalition under the leadership of the current Prime Minister, with of all ministers to either side (with representation for their senatorial factions). EWP to reconstitute itself as a Hurmu-centric political party to reduce the danger of any further Benacian outbursts. Arman Qureishi to be returned under certain conditions of parole. Further robust arrangements for the Hurmu Peace Corps in regards to the defence of the Apollonian and Keltian territories.
• 17.V.1710 AN: Senate votes on the question of Prime Minister under the proposed coalition agreement.
  • Result: 13 votes in favour (H, U, E, M), 4 against (CV).
  • As such, the Senate had nominated Daniyal al-Osman for yet another period as prime minister.
• 18.V.1710 AN: The Senate's nomination for Prime Minister is brought to the Assembly and tabled there.
  • Arman Qureishi arrives at Huyenkula Gate through the Hurmu gate system from Chryse, stays at the Palace of the Elenaran as the guest of Li Naomiai.
• 19.V.1710 AN: The Assembly votes on the question of confirming the Senate's nomination.
  • Result: 79 votes in favour (CDH, Edasi, HUHU, EWP), 43 votes against (CPH, SDP, SY, PVMP), and 13 abstentions (BS, Koos, Lib, Mod).
  • As such, Daniyal al-Osman was confirmed as Prime Minister.
  • The Elwynnese Workers' Party in Hurmu changes its name to the Communist Workers' Party.
• 20.V.1710 AN: The sixth cabinet of Daniyal al-Osman enters office, thus bringing an end to the 1710 Hurmu government crisis. All was well.
