Organisation
In general terms each division of the respective corps of the Constancian Army consists of a regimental cadre (Syntagma) with the divisions being brought up to wartime strength by the mobilisation of the requisite number of Home Guard personnel with a similar method being relied upon to crew and bring back into service mothballed naval vessels. This means that the ICAF can, with relative ease, transfer divisions currently maintained at a high readiness state to a Trans-Euran Command formation from the Home Guard whilst 1st and 2nd Line reservists are called forward to assignment to manpower deployment pools.

Uniforms
The Imperial Constancian Armed Forces Uniform Patterns Regulation of 1731, introduced in the third month of that year, replaced the uniforms mandated under the Pattern M1698 Field Uniform. Issued under the authority of the Autokrator of Constancia, the regulations codified attire for the Imperial General Staff, Imperial Guard, and the service branches of the Imperial Constancian Armed Forces.
The previous Pattern M1698 had represented a standardisation and removal of camouflage across the Imperial Constancian Armed Forces intended to promote unity and discourage "peacock displays" between regiments. However, it was very austere and utilitarian uniform design focused solely in the field and in combat conditions. There had also been lingering concerns about the quality of the fabric and tailoring.
The Pattern M1731 regulations instead reintroduced differentiation and formality in uniforms for different branches, ranks, and occasions.
Importantly it codified distinct service dress uniforms for officers and other ranks in the army, navy, and air force, allowing for greater sartorial distinction.
In so doing it brought back more ornate court and ceremonial uniforms drawing on Constancian and Neo-Babkhan aesthetic traditions for the Imperial General Staff and Imperial Guard.
An improved field uniform design introduced, maintaining the use of khaki as a default colour scheme but added trim and piping colour distinctions based on branch and rank. The M1731 field uniform also addressed the deficiencies of material and production which had bedeviled the M1696.
The comprehensive regulations reflected the Imperial leadership's desire to project a more professional, respectable, and sophisticated military image in peacetime or ceremonial contexts, while still maintaining standardised utility in combat uniforms.
