Kalgachi Orders of Council
The following is a list of the more prominent orders issued by the Council of Perfecti, the executive of the Garden of Kalgachia. It comprises only a fraction of the Perfecti's rulings, the majority of which are issued to specific authorities and in many cases are classified Sub Juniperus. As a result, only orders of national or diplomatic importance are featured on the official roll.

| Rustleday Winterfall 13th, 206 AL | Proscription of the Stripping Path | WHEREAS the utility of the Bassarid Archon in the regulatory attrition of other imperialist powers has declined in recent decades, AND WHEREAS its ongoing blockade of the Hoennese Realm, following the ejection of a Council of Courts official from a sushi restaurant in Nijima for a minor dress code violation, is a wholly disproportionate act of wanton predation upon a largely innocent party, AND WHEREAS the chaos-worshipping creed known as the Stripping Path which initiates such volatile behaviour is unmatched in its memetic virulence and pestilence upon civilised nations, AND WHEREAS it is a matter of scriptural record that in the days of Old Shrubdom, the Salvator Lyssansa the Blue did pass her judgement upon the Bassarid government as "Diplomatically Challenged", a prophetic utterance repeatedly fulfilled by history, AND WHEREAS the totality of these things have set the Bassarid Empire and its prevailing creed against the morals and interests of the Garden, 1. THE COUNCIL OF PERFECTI by This Order outlaws the practice or proselytisation of the Stripping Path within the Garden of Kalgachia, the former being punishable by indefinite detention and the latter by summary liquidation. a) The Oktavyan Code is updated to the Revision of Winterfall 13th, 206 AL in fulfilment of the above. 2. The Prefects are instructed to detain, with immediate effect, all citizens of the Haifo-Pallisican Imperial Trade Union known to be located within the Garden of Kalgachia. Any physical or verbal resistance by detainees is to be met with summary liquidation. 3. The Directorate of the Tumultuous Wastes is instructed to arrange for the deportation of compliant Bassarid detainees via the Jingdaoese Empire.

| Rustleday Winterhigh 3rd, 202 AL | Repurposing of Lepidopterum | WHEREAS the long-predicted loss of a common Kalgachi border with the Kasterburg Republic has lamentably come to pass, AND WHEREAS the utility of the Lieutenancy of Lepidopterum as a land corridor to the former nation has consequently expired, YET WHEREAS the city of Lepidopterum and its associated glades are sacrosanct to the Kalgachi nation and faith as the destination of the Second Great Replanting, led in the darkest hour of our Deep Singer Benefactors by the Salvator Celestine the Broodmother, AND WHEREAS the Council of Perfecti cannot in good conscience abandon so verdant a tract of the Garden to the rapacity of the Archons of Irredeemable Corruption and their associated worldly agents, but is instead resolved to retain and repurpose that land to the image and glory of its fallen keepers, 1. THE COUNCIL OF PERFECTI by This Order dissolves the Lieutenancy of Lepidopterum. The incumbent Lady Lieutenant, Beatrice Formicida, is retired with gratitude for her long and adequate service to the Garden. 2. The territory previously administered as the Lieutenancy of Lepidopterum, along with that adjoining southwest corner of the Lieutenancy of Bergburg characterised by its lowland topography, is henceforth placed outside the means of the Oktavyan Code and administered on direct behalf of the Council of Perfecti as the Protectorate of Lepidopterum. 3. The Agister General of the Litovine Forest is directed to remain in post under the Protectorate administration and assume general responsibility for the Protectorate's routine governance during the transition period. 4. One Prethil Nal of Karymovka, Schlepogora, is hereby appointed Lady Protector of Lepidopterum and granted exclusive power to administer the Protectorate of Lepidopterum on behalf of the Council of Perfecti, to whom she shall report directly. The Agister General of the Litovine Forest shall in turn report to the Lady Protector who will determine the subsequent duties, if any, of his office. 5. The Lepidopterum Division and Biome Containment Brigade of the Kalgachi Defence Force shall remain in place to assist the civil power in transitioning to Protectorate status and to monitor the ungoverned territory recently vacated by the Kasterburgish government. 6. The Oktavyan Code is duly amended to the Revision of Winterhigh 3rd, 202 AL in alignment with the provisions of This Order.

| Pleaseday Winterise 27th, 202 AL | Revision of the Oktavyan Code (202 AL) | WHEREAS events over the last twenty years, primarily of a demographic and cultural nature, require certain adjustments to the national law of the Garden, 1. THE COUNCIL OF PERFECTI by This Order amends the Oktavyan Code to the Revision of Winterise 27th, 202 Anno Libertatis, to the effect that: a) The Lord Lieutenants' Council is given responsibility for national standards, ethnic affairs and continuity of national governance. b) References to relations between the Froyalanish and the Mishalanski are removed, as these groups no longer constitute a significant portion of the Kalgachi population. c) The practice of pre-Ketherist Minarborealism is legalised in recognition of its seminal relation to Ketherism. d) The Kalgachi citizenship of at least one parent is required to obtain Ethnic Kalgachi status in addition to the existing genetic requirements.

Musical interlude - Rise of the Salvators + Second address by Our Brother Sovereign, the Chairman of the Council of Perfecti: Children of the Garden, It is my honour to address you today as Chairman of the Council of Perfecti, in whom the leadership of this Kalgachi nation is vested and entrusted. Historically my identity and works, and those of my fellow Perfecti, have been witheld from sight or sound by the meditative conditions we require to function. This will continue. But in recent times the Council has agreed that the sustained achievement of you, the Kalgachi people, in cultivating and defending the life of this nation at our behest, compels from us the courtesy of a direct address in which we might answer for our works and offer gratitude for your role in their fulfilment. Tomorrow begins the Feast of Lord Toastypops, in which we remember those who have perished before us and give thanks for those who remain with us. Over the last twenty-two years, as you well know, this holy occasion has gained renewed meaning in the returned personage of Lord Toastypops himself, Salvator of the Garden, he whose infectious jollity has carried our people through generations of anguish and hardship. Safely buried by history are the assertions of those doubters who said, after the fall of Sansabury, that none of the Minarbor's Salvational Host would ever walk among us again. As Lord Toastypops makes his rounds among you with gifts and soft-spoken advice, so too is he a frequent visitor to the chambers of we Perfecti, where his frank and fatherly advice in the governance of the nation is often given and always welcome. Indeed I say to you, if the Jolly Reaper has the power to command even our receptive ears, it follows that no child of the Garden can reject his presence or his words, if they wish to preserve their body and soul from eternal ruination. You will have heard from him before this address. Heed his words. Take them to your heart. Take them to your grave. For his communion with the Garden Ketheric is stronger than that of any worldly being. His will is the way of the Garden, and you will find a path to its gilded gates through him. It is in the spirit of Toastytide that we of the Council wish to acknowledge the toil and wit invested by you, the Kalgachi people, in the cultivation of our mountain homeland. From the border guards on our forested frontiers to the most weary underground factory workers, from kindergarten teachers who drown daily in noise and bodily excretions to the pushers of pens and the beaters of typewriters, everybody who works in this nation contributes to its ultimate good - even if the benefits are not always easy to see. Every minute of labour so invested is a minute which will forever be denied to the rapacious archonic agents beyond our frontiers, and sets back by more than a minute their designs to plunder and enslave our people by force. By your strength and resolve we shall forever avoid the fate of the Republican Inner Benacians, enyoked and humiliated by the Raspur Pact as they have been. Better still, your work shall give us the strength to protect friends as we do in Northbloom! In Council we are often asked of Kalgachia's predicament if the ailing Republic of Kasterburg, whose ruling Magistrate wheezes upon his death bed at this very moment, can no longer guarantee its own sovereignty. Certainly we in the Garden cannot guarantee it without endangering our own. One hopes that in good time, our honourable Kasterburgish neighbours will find the protection of their brethren from sovereign Batavia, but political realities compel us to face a most terrible condition to that event - the collapse of a sovereign Kasterburgish state is a long-awaited chance for the Raspur Pact to complete the full encirclement of Kalgachia's frontiers, and history shows they cannot be expected to do anything other than exploit the situation with full and sadistic enthusiasm. While part of Kasterburg - perhaps even the greater part - may be saved from the hegemonic talon, the Raspur Pact will be sure to appropriate enough territory, through bribery or force, that they gain the power to impose any conditon they please upon the continuation of our nation's physical contacts with the outside world: trade, tourism, even the travel of diplomats. It will be hailed in Shirekeep as a famous victory, a step closer to Endsieg on Benacia. We will then be invited, doubtless by increments over the course of many years, to make our submission to the Kaiser. You may rest assured that the Garden has other plans. As the exclusive host of our trade routes off Benacia, the Kasterburg Republic enjoys generous terms from us because they are sovereign in their outlook and honourable in their trade relations, unperverted by imperialist motives. Those who presume that the fruits of this lucrative relationship might be effortlessly diverted from Kasterburg to Shirekeep, or else held hostage to obtain concessions from the Garden, shall be sorely disappointed. When our ability to trade independently of the Raspur Pact is gone, that trade shall disappear without so much as a Millirand diverted to the Kaiser's coffers. Nothing so much as a feather's weight more leverage shall be obtained against our Garden after its enclavement than was obtained before. We shall go forth in our national life alone, supported by vast stockpiles of raw material which are becoming bigger all the time, arriving daily by rail and air across the Kasterburgish border while it remains open. Already we have enough to live comfortably for years and tolerably for centuries, transported and stored by the hardworking men and women of the Directorate of Public Works and the Directorate of Labour and Economic Planning. They are the foot soldiers of this economic war, as worthy of praise and adulation as the troops of our Kalgachi Defence Force. Their work is no less vital to our national survival than the resistance of an armed invasion, and their names no less deserving of reverence in future years. They are the heroes of our time. The world will learn, soon enough, that Kalgachia is here to stay. For we as a nation have learned well from the plight of our ancestors and the antics of our neighbours. Now it is willed from the Great Garden Beyond that we shall be the sublime knot in Benacia's woodgrain, slow-grown and hardened, deflecting axe blow and sawstroke alike. It is we, this vibrant kernel, this mountain race, who shall remain when all else is rotted down. This alone is cause for utmost jollity in the spirit of the season. And so I say unto you - rejoice! | Thanksday Harvesthigh 24th, 195 AL | Diplomatic Recalls and Expulsions | WHEREAS the Lady Li Naomiai of Sentratera, an individual possessed of an unyielding and inexplicable hatred of the Kalgachi nation and all its works which is untempered by the respect and common courtesy exhibited by more responsible elements of the Shirerithian government, has regrettably reclaimed control of that nation's public foreign policy, AND WHEREAS this has precipitated through official channels an entirely unprovoked, counterfactual and unwarranted slander of the Kalgachi government in its efforts to preserve the sovereign jollity of the scions of Mondo, such that they can reclaim full self-governance the first moment they are able, AND WHEREAS this policy change appears to be informed entirely by the arbitrary whim of Lady Sentratera in defiance of the established precedent of consensus among the advisors of His Imperial Magnificence the Kaiser of Shireroth, AND WHEREAS these actions gravely and needlessly endanger the present cordiality of Sxiro-Kalgachi relations and the stability of the Established Benacian Order, 1. THE COUNCIL OF PERFECTI instructs the Directorate of the Tumultous Wastes to recall to Kalgachia all civilian staff from its residency in Shirekeep with immediate effect, excepting His Excellency the Chief Resident, Dr. Shehekhiah Pezaknik, who is instructed to proceed to the Palace of the Archons in Modan Hamlet and petition for residency in its proximity as a guest of the Prince. The DTW is instructed to furnish the Chief Resident with sufficiently respectable tribute to present for his imposition upon the Prince's time and territory. 2. All civilian diplomatic staff of the Imperial Republic of Shireroth within the Garden of Kalgachia, excepting His Excellency Frainan Uihmanzis Ajax Kolbe, are instructed to absent themselves from Kalgachi territory no later than forty-eight hours from the issuance of This Order. Their diplomatic visas shall be revoked upon exit. The Imperial Republic is invited to replace the departing staff with uniformed representatives of the Imperial Forces. The Shirerithian residency in Oktavyan shall thenceforth be considered an adjunct to the Sxiro-Kalgachi Military Coordination Council and all residency in, or communication with Kalgachia by civilian Shirerithian diplomats shall be prohibited. 3. The provisions of This Order shall remain in effect for the remainder of Lady Sentratera's lifespan, regardless of office.

| Helloday Harvesthigh 6th, 193 AL | Ratification of the Sterklucht II agreement with Kasterburg | WHEREAS the General Staff of the Kalgachi Defence Force has requested a modest fast jet capability for visual interception of unidentified aircraft in Kalgachi airspace and special operations, AND WHEREAS supersonic crewed aviation is presently beyond the technological competence and development budget of Kalgachi aeronautical designers, but well within the capability of the Garden's neighbours in the Kasterburg Republic, AND WHEREAS any surrender of advanced military technology by a sovereign state requires the courtesy of substantial recompense, doubly so in the case of Kasterburg whose impeccable conduct in the observance of existing agreements between our nations compels further reward, AND WHEREAS the Directorate of the Tumultuous Wastes has negotiated an agreement upon the matter with the government of the Magistraat in Kasterburg, 1. THE COUNCIL OF PERFECTI hereby ratifies the Second Sterklucht Agreement on Airspace Security (Sterklucht II) as contained in the schedule to This Order. 2. All relevant organs of the Kalgachi government are directed to commence the fulfilment of Kalgachia's obligations under Sterklucht II with immediate effect. +++ Schedule 1 - the Second Sterklucht Agreement on Airspace Security SECOND STERKLUCHT AGREEMENT ON AIRSPACE SECURITY (STERKLUCHT II) The Garden of Kalgachia and the Kasterburg Republic, desiring to build upon their proven mutual legacy in developing an independent air security architecture, commit by This Agreement to the following: 1. The Kasterburg Republic shall provide the Garden of Kalgachia with sixteen Buzzard C-61 fighter aircraft, assure their maintenance in working order and train a cadre of Kalgachi pilots in their operation. 2. Garden of Kalgachia shall award to the Iron Company (Kasterburg) an exclusive contract to resurface and extend the runway of Gravelbottom Airport and construct sixteen hardened hangar adits in the adjacent hillside, all of the standard and scale necessary to accomodate the Buzzard C-61 aircraft type, for the sum of 500,000 Kalgarrand. 3. The Garden of Kalgachia shall surrender to the Kasterburg Republic five percent by weight of all goods unloaded at Kasterburgish sea ports for transport to Kalgachia, and the same proportion of all Kalgachi goods loaded at Kasterburgish sea ports for off-continent export. 4. This agreement may be suspended in part or in full by either signatory with written notification. 5. This agreement becomes void upon its formal renunciation by either signatory.

| Thanksday Harvestrise 29th, 193 AL | MTO Membership | WHEREAS the Micras Treaty Organisation has in recent times been making efforts toward self-revival, AND WHEREAS this enables and requires the Garden of Kalgachia to more properly organise its representation within that entity, 1. THE COUNCIL OF PERFECTI by This Order ratifies the MTO Treaty of General Membership on behalf of the Garden of Kalgachia, and instructs the Directorate of the Tumultuous Wastes to convey the Garden's apologies to the MTO for the oversight of soliciting and obtaining membership without having effected said ratification. 2. Mothbert Dolornot Twiddle, Chief Emissary of the Garden, is without prejudice to his tenure of the aforesaid office appointed Kalgachia's principal representative to the MTO with immediate effect.

| Thanksday Summerfall 20th, 189 AL | Operation Caput Mortuum II | WHEREAS one Mondo Etzeterra, indeterminate custodian of Fort Ermingander and lord of Northbloom, has suffered a lamentable loss of function emperilling his rightful dominion over the aforesaid territory in the face of the present continental circumstances, to the extent that the bodily integrity and dignity of himself and his subjects can no longer be autonomously guaranteed, 1. THE COUNCIL OF PERFECTI by This Order authorises Operation Caput Mortuum II, the occupation of the Greater Highbloom Pocket by the armed forces and humanitarian elements of the Garden of Kalgachia. The operation shall proceed in the manner prepared and led by the Kalgachi Defence Force, as follows: a) Mobilisation of local partisans in accordance with their previous training and material incentivisation by units of the KDF Special Purpose Regiment. b) Shutdown of the regional electromagnetic spectrum with spurious radio noise, excepting sensor and communication channels migrating within limited peacetime parameters. c) The occupation of the Highbloom Pocket by the following elements, with the following objectives: i) The 1st Oktavyan Division KDF, assisted by the 1st and 2nd Kossar Regiments to make directly for Fort Ermingander, establish a military cordon about its walls and attempt contact with its occupant(s). The fort shall not be entered under any circumstances without direct invitation by those within. ii) The 1st Jollity Division KDF, assisted by the 6th Katarsis Surface Brigade to establish a contact line along the Shirerithian frontier extending between its divergence from the Lieutenancy of Katarsis and Fort Ermingander. iii) the 2nd Abrek Division KDF, assisted by the 1st Cossack Regiment to establish a contact line along the Shirerithian frontier extending between its divergence from the Lieutenancy of Schlepogora to Fort Ermingander. iv) 68 Frontier Patrol Units of the Prefects' Border Guard Service assisted with foraged provisioning, reconnaissance and security by the 2nd Cossack Regiment KDF, to sweep outwards from the axis of 1st Oktavyan Division's advance for the identification and delineation of agreeable populations and safe transit routes, assisted by friendly partisans. d) The airmobile pooling of the operation's eight brigade air defence complexes about the approximate centre of the occupation zone, three of which shall be active at any one time with the remaining five on standby or repositioning in a strict zero-emissions state. e) Tasking of Whirdlebirb gunships to be evenly divided between close air support and electronic activity, with general purpose Whirdlebirbs allotted entirely to the airmobile ferrying of infantry and materiel. f) The rotating sortie of DTW air assets into the airspace of Kalgachia proper or the operational area, to relay real-time reconnaissance of targets within and beyond that area. g) The assumption of full alert status by the KDF Fortress Corps missile force. h) The general mobilisation to garrison of all KDF forces not otherwise committed by This Order, where they shall await dispersal orders. i) The immediate self-survey of all Church Partisan formations with regard to health, training level and provisioning for the appraisal of the KDF General Staff, to be completed within one week of This Order's promulgation. 2. Exclusive Kalgachi dominion of the ungoverned territory known as the Highbloom Pocket is hereby asserted under the auspices of the Northbloom Protectorate. All forces and agents of non-native, non Kalgachi entities residing therein shall be instructed to absent themselves presently. 3. His Excellency Peter Nikolaevich Skuryov, Chief Emissary of the Garden, is by This Order relieved of that office with honour and appointed Lord Protector of Northbloom with immediate effect, tasked with the overall administration of the Northbloom Protectorate on behalf of, and the representation of the Northbloom population before, the Council of Perfecti. The Lord Protector's administration shall give the fullest practicable assistance to such native elements as are seen fit to wield a competent hand in the administration of their own affairs. a) One Mothbert Dolornot Twiddle of the DTW Emissary Allotment Pool is by This Order appointed to succeed Lord Skuryov as Chief Emissary of the Garden of Kalgachia to the Tumultous Wastes. 4. The right of Lord Mondo Etzeterra to exert his dominion upon the territory of the Northbloom Protectorate is considered extant and inalienable. The Lord Protector and all elements of Kalgachi administration shall defer to the will of Mondo, should it be forthcoming, with regard to the present governance or future sovereignty of the Protectorate. 5. The Church of Kalgachia shall restrict its proselytisation in the Northbloom Protectorate to the provision of chaplaincy for military forces involved in Operation Caput Mortuum II, and under no circumstances attempt to displace the spiritual practices of the Protectorate's native population. 6. The Directorate of Labour and Economic Planning shall open lines of credit for the population of the Northbloom Protectorate with regard to the purchase of Kalgachi consumer goods, escalating in correlation with the subject's co-operation with Protectorate authorities. Emissaries of the DLEP Labour Corps shall go among the native population of the Northbloom Protectorate with product samples and illustrated brochures, to take orders for delivery of such goods to suitably well-behaved persons. 7. Every effort shall be made to deconflict Operation Caput Mortuum II and the establishment of the Northbloom Protectorate with Kalgachia's regional partners through the Sxiro-Kalgachi Military Coordination Council, without prejudice to the fulfilment of the objectives contained in This Order.

THE COUNCIL OF PERFECTI declares the coming Byeday to be a day of National Thanksgiving and Celebratory Libation, obliging upon the vendors and employers of Kalgachia the same conditions conferred upon them by the Order of Council dated Springhigh 24th, 177 AL. 2. Lord Toastypops is invited and directed to assume his rightful post as Lord Lieutenant of Jollity. The Executive Committee of the Jollity Lieutenancy-in-Trust which has exercised the functions of that role in sure and certain hope of its rightful Lord's return since the birth of our nation, is dissolved with gratitude but shall be retained within the Lieutenency bureaucracy in roles determined by the Lord Lieutenant. 3. In light of the unprecedented implications of the present circumstances upon the history of the Kalgachi nation, there shall be convened at the earliest oppurtunity an Extraordinary Grand Council upon the matter of Lord Toastypops' return, consisting of the Council of Perfecti, the Lord Lieutenants' Council inclusive of Lord Toastypops himself, and the Holy Synod of the Church of Kalgachia. Therein Lord Toastypops shall be invited to give a formal account of his intentions, to deliver such jolly anecdotes, historical insight and advice as he sees fit, and to acquaint himself with the wider Kalgachi executive whose collective deliberations shall inform the Perfecti's subsequent actions. The COUNCIL of PERFECTI hereby authorises and commands the Directorate of the Tumultuous Wastes to convey a statement on the Xhusor Independence Referendum to such foreign media organisations as are willing to report it. 2. One can only assume that this sequence of events has been deliberately set in motion by powerful elements within the Florian deep state, representing whatever passes for a military-industrial complex in that nation and standing to gain immensely in wealth and influence as a result of the Xhusor conflict's continuation. The only other explanation for so openly crushing Xhusor's only hope of peace would be strategic stupiudity of the highest order. The COUNCIL OF PERFECTI hereby instructs the Kalgachi Defence Force to carry out a military expedition, under the auspices of Operation CREDULITY'S EDGE, to occupy and retain possession of the Shrubbery until such time as the Garden of Kalgachia is recognised as a sovereign state. 2. The Council of Perfecti stipulates that Operation Credulity's Edge shall entail, at a minimum, the following troop strength: a) Two squadrons of mounted Laqkozaki (each comprising four Laqkozak Troops) as an advance force, deploying by land. b) Two squadrons of Kossars (each comprising two Patrol troops, a Fire Support Troop and an Air Defence Troop), deploying by land. c) Four battalions of infantry, deployed gradually by air during the course of the operation. d) Such Whirdlebirb Multi-role Helicopters as can be spared for the above infantry reinforcement, in tandem with the delivery of supplies to the occupied Shrubbery to avoid rogue mutant fauna and other hazards of an overland supply line. 3. The COUNCIL OF PERFECTI HEREBY CONFERS upon each principal institution of the Garden of Kalgachia a TWO YEAR PLAN, to be effected in its greater part within two years Anno Libertatis of this order, as follows: a) For the Troglodyti, objectives occluded which are witheld from the public versions of this order. b) For the Church of Kalgachia, (i) the completion of the subdivision of the Kalgachi Lieutenancies into Marches and Parishes in accordance with local conditions, (ii) the assemblage of a coherent foundational body of scripture and liturgy directed primarily at the spiritual stabilisation of Kalgachia's many displaced incomers, of sufficient mythic viability to prevent the attrition of the general population toward more established regional beliefs such as Creed-Minarborealism or Froyalanism, and (iii) the recruitment and training of partisan bands for the maintenance of security and public order in those Parishes where such needs have not yet been met by other armed elements. c) For the Kalgachi Defence Force, the coalescence of Kalgachia's existing armed formations into the folowing units: (i) Six regiments of mountain infantry, (ii) three regiments of Kossars with integral fire support and air defence capability, (iii) three regiments of Laqkozaki scouts, (iv) an aviation regiment with tactical strike and light airlift capability, (v) a long-range air defence regiment, and (vi) an electronic warfare regiment. d) For the Directorate of Public Works, the construction of deep-level underground installations beyond the kinetic-thermonuclear vulnerability envelope for the following purposes: (i) command of the Kalgachi Defence Force replicated in redundant threefold, (ii) the manufacture and storage of arms and munitions, (iii) the development and manufacture of miscellaneous high-end technological apparatus and critical industrial plant, (iv) the deposition of agricultural surplus, fuel and other strategic supplies, and (v) the generation of geothermal power. e) For the Directorate of Labour and Economic Planning, (i) the assembly and allotment of manpower for the fulfilment of all parts of this order, maintaining a reserve for (ii) the manufacture and/or shipment of material necessary for said fulfilments, and (iii) the continued direction of Kalgachia's armed elements for operations in the moribund Minarborian Shrublands to assist in the above. f) For the Directorate of Education and Public Outreach, (i) the identification and allotment of skilled individuals pertinent to the Directorate of Labour and Economic Planning's assemblage of manpower, and (ii) oversight of continued technological and cultural development by those skilled cadres acquired from the moribund Empire of Minarboria. g) For the Directorate of Health and Public Welfare, the rationalisation of existing agricultural land assets and the appointment of agronomists supplied by the Directorate of Education and Public Outreach to bring marginal arable lands and pastures into cultivation, sufficient to ensure the nominal self-sufficiency in foodstuffs of a mountain territory with a rapid projected population increase. h) For the Directorate of the Tumultuous Wastes, a systematic analysis of Kalgachia's diplomatic position - with an emphasis on the viability of foreign trade - in the following three circumstances: (i) stagnant perpetuation of the Minarborian Shrubbery, (ii) post-Minarborian territorial scramble, or (iii) the descent of Kalgachia's immediate limitrophes into a level of barbarism sufficient to precipitate cartographic greening.
