THE COUNCIL OF PERFECTI, in the name of the Garden Ketheric, desiring to secure for the Central Benacian peoples a homeland free from the talons of continental and global hegemony, to preserve and advance the community and nation state as the most harmonic manifestation of diversity among the humanoid peoples, resolute in the confidence that this shall precipitate the deliverance of all deserving souls from the Wastes of Irredeemable Corruption which rule the material plane and deliver them from its insidious pull for all time, undertakes by this document to cultivate and maintain a sovereign nation for the purpose of same, beholden to none but this document and its beneficient authors.

CHAPTER the FIRST
On the Broad Nature of Power

ARTICLE the FIRST
1. All territories, institutions, material assets and humanoid subjects enjoying the guidance of the Council of Perfecti are known collectively as the GARDEN OF KALGACHIA and governed in accordance with this document, unless explicitly allotted by the Council of Perfecti to other polities.


ARTICLE the SECOND
1. Within the Garden of Kalgachia the Perfecti are the principal authority among material beings. Whether committed to this document, announced by formal order or communicated in any intelligible form, their collective will is the supreme law.


ARTICLE the THIRD
1. Such agents or functionaries to whom the enactment of the Perfecti's will has been delegated shall, subject to the limitations of their particular remit, be obeyed as the Perfecti themselves.

CHAPTER the SECOND
On the Particular Nature of Power

ARTICLE the FIRST
1. Each member of the Council of Perfecti is allocated a ministerial brief with responsibility for an institution and its function, in the following order of importance:

a) The Troglodyti, for the esoteric salvation of the Kalgachi people.

b) The Church of Kalgachia, for the cultivation of spiritual rigour in the Kalgachi people and certain matters of provincial administration.

c) The Kalgachi Defence Force, for the military defence of Kalgachi interests.

d) The Prefects, for the perservation of Kalgachia's internal security.

e) The Directorate of Public Works, for the development and maintenance of Kalgachi infrastructure.

f) The Directorate of Labour and Economic Planning, for the marshalling of Kalgachia's material and human resources.

g) The Directorate of Education and Outreach, for the organisation of Kalgachi academia and the dissemination of information.

h) The Directorate of Health and Public Welfare, for the maintenance of the bodily integrity of the Kalgachi people.

i) The Directorate of the Tumultuous Wastes, for the conveyance of communications and information pertinent to Kalgachia's relationship with foreign powers.

1. One member of the Council of Perfecti serves as Chairperson to assist the Council in its deliberations.

a) The Chairperson is elected or dismissed by the Council as the latter sees fit.

b) The Council of Perfecti is sovereign. The Chairperson is the ceremonial Head of State of the Garden of Kalgachia, without executive prejudice to the Council's supreme authority.

ARTICLE the SECOND
1. The territory of the Garden of Kalgachia is divided into Lieutenancies. The Lieutenancies are:

a) Abrek.

b) Bergburg.

c) Jollity.

d) Katarsis.

e) Lithead.

f) Oktavyan.

g) Schlepogora.

2. The implementation of the Perfecti's will in each Lieutenancy is delegated to a Lord (or Lady) Lieutenant.

3. Lords and Ladies Lieutenant have membership of the Lord Lieutenants' Council, chaired by the Lord Lieutenant of Oktavyan.

4. The Lord Lieutenants' Council exercises the following functions:

(a) Formulation of unified standards in the operation of national institutions;

(b) Formulation of divergent standards in the operation of national institutions where required by cultural or geographical factors, including matters of coordination and conversion between such standards.

(c) Absolute prerogrative, on behalf of the Council of Perfecti, to determine and settle questions of nationality and ethnicity within Kalgachia.

(d) Continuity of national governance in the event of the Council of Perfecti becoming incapacitated or incommunicado.

2. All national organs of governance shall remain located within the Lieutenancy of Oktavyan, in hardened vanues, unless a national emergency compels their relocation.

(a) Provision shall be maintained for the timely relocation of national organs of governance to hardened venues outside the Lieutenancy of Oktavyan if necessitated by a national emergency.

ARTICLE the THIRD
1. Each Lieutenancy is divided into Marches. The Church of Kalgachia administers each March from a principal monastery or convent.

1. Each March is divided into Parishes. The Church of Kalgachia administers each Parish from a principal church.

ARTICLE the FIFTH
1. The Kalgachi Defence Force and the Prefects are centralised organs reporting directly to the Council of Perfecti, unless this bond of command has been broken by act of war, civil unrest or natural disaster in which case its units and agents are subject to the authority of the Lord Lieutenants' Council, or else the Lord or Lady of the Lieutenancy in which they operate, or else the most senior Church cleric of the March in which they operate, or else the most senior available Church cleric in the Parish in which they operate, or else the most senior member of the formation concerned.

ARTICLE the SIXTH
1. All Marches and Parishes are obliged to instruct as many of their subject peoples in partisan warfare as can be trusted with the training and arms conferred, to the maximum extent that their physical and mental condition allows, and to offer such partisans for integration into the Kalgachi Defence Force command structure if deemed appropriate by said command.

2. Whatever proportion of the partisans from each Parish may be required for local policing, firefighting, rescue and medical evacuation shall be kept mobilised for the purpose in peacetime.

ARTICLE the SEVENTH
1. The right of Kalgachi subjects, regardless of rank or social standing, to lodge petition with any authority of any rank and on any subject pertaining to the authority's remit, without prejudice to the petitioner's lawful and moral business, is protected in law and shall not be infringed. The issuance of rescript and the nature thereof remain at the absolute discretion of the authority concerned.

CHAPTER the THIRD
On Matters of Welfare and Economy

ARTICLE the FIRST
1. All land in the Garden of Kalgachia not explicity allotted to another entity by the Council of Perfecti defaults to the ownership of the Church of Kalgachia.

3. All airspace in the Garden of Kalgachia, where not explicity allotted to another entity by the Council of Perfecti, defaults to the ownership and control of the Kalgachi Defence Force.

4. The transfer of land to private ownership is prohibited.

ARTICLE the SECOND
1. It is the responsibility of the Church of Kalgachia to provide the Kalgachi population with housing adequate to their needs and social station.

2. It is the responsibility of the Directorate of Health and Public Welfare to ensure adequate food supply to the Kalgachi population and to provide a basic level of healthcare.

3. It is the joint responsibility of the Directorate of Education and Outreach and the Church of Kalgachia to maintain the morale of the population.

ARTICLE the THIRD
1. The principal currency of Kalgachia is the Kalgarrand, as minted by the Reserve Bank of Kalgachia.

2. Physical Kalgarrand shall maintain a gold content of 31.1 grams and be denominated accordingly.

3. The National Redoubt Denarii of Nova England is legal tender within the Garden of Kalgachia, valued at 0.746 Kalgarrand.

ARTICLE the FOURTH
1. With the exception of recreational beverages, the export or import of food between the Garden of Kalgachia and polities outside the purview of the Council of Perfecti is prohibited.

2. The export and import of food between the Garden of Kalgachia and other polities within the purview of the Council of Perfecti is permitted at an annual rate not exceeding, by deficit or surplus, twenty percent of the preceding year's non-sequestered food production in the Garden of Kalgachia by caloric value.

3. The Directorate of Health and Public Welfare shall maintain sufficient stocks of non-perishable food in secure locations and sufficient reservoirs of fresh water, along with the necessary distribution protocols, to feed the Kalgachi population for a period of one year Anno Libertatis assuming a complete cessation of Kalgachi food production and water supply.

CHAPTER the FOURTH
On Blood and Faith

ARTICLE the FIRST
1. All persons in Kalgachia of Storish or Froyalanish descent through both parents are required to be sterilised.

2. Any unsterilised person found or suspected to be in fornication with a person requiring sterilisation shall themselves be sterilised.

3. Persons of any Storish or Froyalanish descent are prohibited from entry into the following professions:

a) Any managerial or executive positions with scope beyond the bounds of the March or Stratum in which they are based.

b) Spiritual offices of the Church of Kalgachia.

c) Officer ranks of the Kalgachi Defence Force.

d) Any position within the Directorate of Education and Outreach.

ARTICLE the SECOND

1. All persons not expressly prohibited from entry into the Garden of Kalgachia shall be subjected to vetting by the Directorate of the Tumultuous Wastes and visa approval by the Prefects before being admitted, with the exception of visitors from nations with which the Garden of Kalgachia has agreed alternative arrangements by treaty.

2. Residents of polities outside the Garden of Kalgachia but within the purview of the Council of Perfecti shall be granted visa-free entry to the Garden of Kalgachia upon presentation of appropriate citizenship credentials.

ARTICLE the THIRD
1. Proselytisation or propagation of the following belief systems, in public or private, is punishable by summary liquidation:

a) The Storish or Froyalanish Ancient Ways or any derivation thereof.

b) The Cedrist religion, the Cult of Mors, the Shirerithian Imperial Cult, or any derivation thereof.

c) The Nationalist-Humanist political ideology or philosophy, or any derivation thereof.

d) The Stripping Path, or any derivation thereof.

2. It is incumbent upon the first physically-capable witness to offences of belief system requiring summary liquidation, regardless of rank or authority, to carry out said liquidation in the most expeditious possible manner or, where physically unable, to call for assistance in the act with no less haste. Ordinary citizens carrying out such acts shall be required to provide an account of their prompt actions and proof of the liquidated party's guilt to the Prefects.

3. The practice of the following belief systems, in public or private, renders the offender liable to immediate detention:

a) The Storish or Froyalanish Ancient Ways or any derivation thereof.

b) The Cedrist religion, the Cult of Mors, the Shirerithian Imperial Cult, or any derivation thereof.

c) The Nationalist-Humanist political ideology or philosophy, or any derivation thereof.

d) The Stripping Path, or any derivation thereof.

e) Ayreonism, Elianism or any ideology of liberal universalism which denies, renounces or demotes the sovereign agency of nation states.

4. With the exception of Atheism, Materialism, Reductionism, Abrahamism outside the Pesakhnik interpretation and offences requiring summary liquidation, the proselytisation or propagation of any belief system outside the corpus of Ketherism renders the offender liable to immediate detention.

5. Offences of belief system requiring immediate detention are mandatorily notifiable to the Prefects, and the arresting authority shall make due arrangements for the transfer of the offender to the custody of the Prefects at the earliest possible convenience.

6. The proselytisation or propagation of the following belief systems renders the offender liable upon conviction to attend a programme of compulsory residential re-education given by the Church of Kalgachia:

a) Atheism, Materialism or Reductionism.

b) Abrahamism outside the Pesakhnik interpretation.

7. The practice by Kalgachi citizens, in public or private, of any belief system outside the corpus of Ketherism which does not warrant more severe measures, renders the offender liable upon conviction to attend a programme of compulsory re-education day classes given by the Church of Kalgachia.

8. The practice of belief systems outside the corpus of Ketherism by foreigners in Kalgachia, where not forbidden outright, shall be permitted when practiced in private. Any such practices performed in view of Kalgachi citizens shall, if not addressed by more substantial penalties, result in deportation.

9. Authorised initiates of the Troglodyti engaging in prohibited spiritual practices for the purposes of controlled invocation are exempt from the provisions of this article.

ARTICLE the FOURTH

1. The Directorate of Health and Public Welfare shall maintain a record of the prevailing ethnicity of all citizens of the Garden of Kalgachia, to each of whom the Directorate shall issue a Certificate of Ethnicity.

2. Persons of mixed ethnicity featuring any combination of Lywaller, Laqi, Deep Singer/Nezeni or Siyacho-Ashkenazi, where at least one parent is a citizen of the Garden of Kalgachia, are designated Ethnic Kalgachi.

3. Where multiple candidates meet the required qualifications for any employed position, government or commercial service, preference shall be granted in the following order:

a) Ethnic Kalgachi.

b) Parents of Ethnic Kalgachi.

c) Lywallers, Laqi, Deep Singer/Nezeni or Siyacho-Ashkenazi from within the Garden of Kalgachia.

d) Lywallers, Laqi, Deep Singer/Nezeni or Siyacho-Ashkenazi from polities outside the Garden of Kalgachia but within the purview of the Council of Perfecti.

e) Lywallers, Laqi, Deep Singer/Nezeni or Siyacho-Ashkenazi from foreign states.

f) Foreigners of other ethnicity.

CHAPTER the FIFTH
On Public Order

ARTICLE the FIRST
1. Parish, March, Lieutenancy and National authorities in Kalgachia are empowered to enforce the provisions of this Code without prejudice to such other regulations and bylaws as they may additionally see fit to enact within their remit or jurisdiction and the provisions of this Code.

2. It is the privilege and incumbent responsibility of the authors of codes, regulations or bylaws in Kalgachia to hold tribunal for those in violation of said laws. The Church of Kalgachia is additionally empowered to hold inquisition for acts unaddressed by statute law but nonetheless judged to have compromised the Greater Good of the Garden.

3. Subject to the advisory contributions of case precedent and/or internal protocols of the presiding authority, the nature and severity of restitutions imposed for infractions of law or the Greater Good are unlimited, without prejudice to the manifest right of the Council of Perfecti or the Lords Lieutenant to amend decisons as they see fit.

CHAPTER the SIXTH
On Diplomatic Immunity

ARTICLE the FIRST

1. Accredited diplomats of foreign powers are exempt from restrictions of entry or requirements of sterilisation imposed by this Code.

2. Accredited diplomats of foreign powers are exempted from punishment for infractions of this Code occurring within the authorised diplomatic premises of their state, provided such infractions are not committed in a manner which is tangible outside of said premises.

3. Infractions of this Code not waived by this article's exemptions shall, if committed by an accredited foreign diplomat, result in the expulsion of said diplomat from the Garden of Kalgachia in lieu of the cited punishments.
