== Aftermath and government formation == | |||
Following the Assembly results, the [[Edasi Hurmu]] party indicated that it wanted to form a coalition government to replace [[Fourth cabinet of Daniyal al-Osman|the one led]] by [[Daniyal al-Osman]]. At first, Edasi Hurmu sought a majority coalition consisting of Edasi Hurmu (32), the [[Social and Democratic Party of Hurmu]] (10), [[Blue Skies]] (6), and the [[Conservative Party of Hurmu]] (3), giving the proposed coalition a majority (51 seats). With Blue Skies budging, following alleged provocations from the humanists, the coalition failed. The idea would then be to bring a coalition also in the Senate under the [[United Ayreonist–Traditionalist List]] and the [[Conservative List]]. | |||
The coalition parties then invited the [[Society of Yeshua]] to join the coalition, citing the fruitful Edasi–SY collaboration in the previous government, but the Society rebuffed any such attempts, giving reasons that the proposed coalition's government would be "too liberal, too Ayreonist, and too un-Nazarene". | |||
Meanwhile, Daniyal al-Osman watched in amusement the failure of Edasi forming its own coalition and began trying to form a fifth cabinet under himself. His incumbent cabinet, consisting of humanists, Edasi, and the Society of Yeshua, had been working fine, and he saw no reason to change that set-up. As such, he invited the chair of the Society to begin drafting a more moderate programme that might entice Edasi to join, but would lack the obvious social democratic policies of Edasi's coalition attempt. | |||
Edasi reluctantly joined the talks, and the talks went on and on. Negotiations between the parties circled around the following topics: | |||

* WANC, XC, and RP (Humanists want to leave WANC, and are less enthusiastic about the XC, would prefer to join the RP; the SY does not mind the current set-up but would not oppose an RP membership, while Edasi vehemently opposes an RP membership) | |||

As of 17.II.1708, talks are still underway. Meanwhile, Daniyal al-Osman leads a caretaker cabinet which can only deal with the absolute necessary. | |||
Negotiations began with the CDH reading out to the Edasi delegates a formal rebuke for presuming itself to be the largest party in the new assembly and for failing to treat the constituent members of the CDH as being united in fidelity and purpose to the sacred cause of Humanism. In order to prevent the misapprehension from recurring in future, all CDH parties would hence forth regional sector cadres of the National Sector Party and participate in elections on a single ticket. Accordingly competition between candidates of CDH parties directly prohibited. | |||
Daniyal al-Osman would be nominated as Prime Minister. The Edasi delegates were reminded of the [[Great Vanic Revolt]] and the need to coordinate with the forces of [[Nouvelle Alexandrie]] in order to quell this. The Keltian colonies would continue under their present arrangements, reinforced by further settlers attracted by land-grants and subsidies. A great armament was to be prepared in order to secure [[Karnamark]] against the false and pretended claims of the [[Hexarchy]]. WANC was to be ended, as being functionally useless with the demise of Kildare. [[Meckelnburgh]] should similarly be invited to join the [[Xäiville Convention]]. The Edasi delegation was reminded of the diabolical Çakari ambitions harboured towards [[Qyzylqaystan]], the Far Eastern Territories of Kildare (Antican isles) and [[Tiegang]]. This ravenous greed would next be turned against [[Apollonian Hurmu]] as the only obstacle between a link up of [[Çakaristan]] and [[Barikalus]], Hurmu's foe. As such friendly relations with the [[Raspur Pact]] and a prospective path to future relations must be maintained. No objection was raised to the Edasi fixation upon welfare issues but where education was concerned the commissioners of the CDH delegation were adamant that no educational reform should be permitted that entrenched Ayreonism as a default worldview taught in class - as it had been the corruption of the youth of [[Upper Elwynn]] over successive generations which had spelt the doom of that nation. | |||
In parallel the CDH initiated contact with the [[Blue Skies]] and [[Society of Yeshua]] in order to discern what their requirements for supporting a grand coalition would be. | |||
In [[Edasi Hurmu|Edasi]] and the [[United Ayreonist–Traditionalist List|United Ayreonist–Traditionalist faction]], there were loud and clear calls against forming a coalition with the humanist camp. [[Milo Enujohanenion]], [[Diocese of Huyenkula|Bishop of Huyenkula]], and newly elected Senator, reported bullying from humanists that he has to not only ascribe to their coalition but also being bullied to have the [[Diocese of Huyenkula]], now belonging to the [[Church of Elwynn (Archdiocese of Yaanek)]], join the [[Church of Elwynn|heretic–schismatic church of Elwynn in Benacia]]. As such, Edasi began parallel talks (alongside those it had with the humanists) to seek ground to make a non-humanist majority in both Senate and Assembly. The suggestion that Milo Enujohanenion considered being spoken to by the Prime Minister's pregnant wife to constitute bullying was the occasion of much mirth once reports of it began to circulate in the press. | |||

By one-third into the year 1708, the Edasi Hurmu Assembly delegation, as well as the [[United Ayreonist–Traditionalist List|United Ayreonist–Traditionalist faction]] in the Senate, both had agreed to tentatively join the proposed coalition governnment. The main points reasoning were: | |||
* No coalition without both Edasi and Humanists is feasible | |||
* Ayreonists/Traditionalists and Edasi are needed in government to counter humanism, thereby ensuring that the Benacian Union may never occur in Hurmu | |||
* The agreement is liberal enough in its programme | |||
At the same time, the Einhornist List called on its humanist brethren and asked to have one ministerial post. The Einhornists were congratulated upon their humanist fidelity, which, as the emissaries of the CDH assured them, was never in doubt, and they were accordingly invited to nominate one of their senatorial candidate list to serve as Attorney-General for the Cabinet. | |||
Finally, on 16.V.1708, Daniyal al-Osman informed the Speaker of the Assembly that he had secured a majority in both houses of [[Parlerment]]. The same day, the Speaker put the proposal to the Assembly, that Daniyal al-Osman be selected as Prime Minister, for a first reading. The fourth Parlerment elections were held during the ninth month of 1707. At the same time, regional elections are scheduled for the legislative assembles in the States and districts of Hurmu. The previous elections occurred in 1701. The next elections are scheduled for 1712

Procedure
Eighteen seats in the Senate, elected by the members of the Order of the Holy Lakes, and 99 seats in the Assembly, elected by persons with legal and permanent residence in Hurmu are up for election. All electors must be at least 18 years of age on the last day of the election. Thus not only citizens of Hurmu are allowed to vote, but legally resident foreigners too. Citizenship is a prerequisite, however, for being a candidate.
Residents in the Lake District will elect 28 members of the Assembly, while residents in Lontinien will elect 26 members, and Rekozemlje 28 members. Residents of Amaland will be represented by 9 members, and residents of Karnamark by 5. Transprinitica will be represented by 2 members, and residents of the District of the Warring Islands will be represented by 1 member. Legal residency is not recognised in the Southern District, and as such, that district will remain outside the remit of the election. Hurmu citizens resident the Southern District or in Eesdeheito, as well as Hurmu citizens living abroad, may vote through their constituency of origin. Citizens who are members of the Order of the Holy Lakes do not vote in Assembly elections but in the Senate election.
The constitution of Hurmu allows for referendums to be held at the same time. Such referendums are binding and require the majority of electors to the Senate to be in favour in order to be binding upon the state institutions of Hurmu, for example amending the constitution or adopting legislation. Another option is for the Electorate through voting in the affirmative or negative to a question bind the Senate to introduce or not to introduce legislation on a specific matter. No provision in the constitution allows for country-wide referendums for Assembly voters.
Senate elections
In this Senate election, the adult members of the Order of the Holy Lakes, who during the year 1707 will reach an age of 18 or more, are electors. The electors will elect 18 members.

Assembly elections
Hurmu residents in the States of Hurmu and in the districts of Transprinitica and the Warring Islands, as well as Hurmu citizens living abroad, may vote in the election to the Assembly of Representatives, provided they are above the age of 18 (or will turn 18 during the year of the election), and are not members of the Order of the Holy Lakes (in which case they will vote in the Senate election).
Residents in the Lake District will elect 28 members of the Assembly, while residents in Lontinien will elect 26 members, and Rekozemlje 28 members. Residents of Amaland will be represented by 9 members, and residents of Karnamark by 5. Transprinitica will be represented by 2 members, and residents of the District of the Warring Islands will be represented by 1 member. Aftermath and government formation
Following the Assembly results, the Edasi Hurmu party indicated that it wanted to form a coalition government to replace the one led by Daniyal al-Osman. At first, Edasi Hurmu sought a majority coalition consisting of Edasi Hurmu (32), the Social and Democratic Party of Hurmu (10), Blue Skies (6), and the Conservative Party of Hurmu (3), giving the proposed coalition a majority (51 seats). With Blue Skies budging, following alleged provocations from the humanists, the coalition failed. The idea would then be to bring a coalition also in the Senate under the United Ayreonist–Traditionalist List and the Conservative List.
The coalition parties then invited the Society of Yeshua to join the coalition, citing the fruitful Edasi–SY collaboration in the previous government, but the Society rebuffed any such attempts, giving reasons that the proposed coalition's government would be "too liberal, too Ayreonist, and too un-Nazarene".
Meanwhile, Daniyal al-Osman watched in amusement the failure of Edasi forming its own coalition and began trying to form a fifth cabinet under himself. His incumbent cabinet, consisting of humanists, Edasi, and the Society of Yeshua, had been working fine, and he saw no reason to change that set-up. As such, he invited the chair of the Society to begin drafting a more moderate programme that might entice Edasi to join, but would lack the obvious social democratic policies of Edasi's coalition attempt.
Edasi reluctantly joined the talks, and the talks went on and on. Negotiations between the parties circled around the following topics:
- who to be prime minister (Edasi wanted an Edasi PM)
- what to do with the Keltian districts
- WANC, XC, and RP (Humanists want to leave WANC, and are less enthusiastic about the XC, would prefer to join the RP; the SY does not mind the current set-up but would not oppose an RP membership, while Edasi vehemently opposes an RP membership)
- education
- health care
- pension and social security
As of 17.II.1708, talks are still underway. Meanwhile, Daniyal al-Osman leads a caretaker cabinet which can only deal with the absolute necessary.
Negotiations began with the CDH reading out to the Edasi delegates a formal rebuke for presuming itself to be the largest party in the new assembly and for failing to treat the constituent members of the CDH as being united in fidelity and purpose to the sacred cause of Humanism. In order to prevent the misapprehension from recurring in future, all CDH parties would hence forth regional sector cadres of the National Sector Party and participate in elections on a single ticket. Accordingly competition between candidates of CDH parties directly prohibited.
Daniyal al-Osman would be nominated as Prime Minister. The Edasi delegates were reminded of the Great Vanic Revolt and the need to coordinate with the forces of Nouvelle Alexandrie in order to quell this. The Keltian colonies would continue under their present arrangements, reinforced by further settlers attracted by land-grants and subsidies. A great armament was to be prepared in order to secure Karnamark against the false and pretended claims of the Hexarchy. WANC was to be ended, as being functionally useless with the demise of Kildare. Meckelnburgh should similarly be invited to join the Xäiville Convention. The Edasi delegation was reminded of the diabolical Çakari ambitions harboured towards Qyzylqaystan, the Far Eastern Territories of Kildare (Antican isles) and Tiegang. This ravenous greed would next be turned against Apollonian Hurmu as the only obstacle between a link up of Çakaristan and Barikalus, Hurmu's foe. As such friendly relations with the Raspur Pact and a prospective path to future relations must be maintained. No objection was raised to the Edasi fixation upon welfare issues but where education was concerned the commissioners of the CDH delegation were adamant that no educational reform should be permitted that entrenched Ayreonism as a default worldview taught in class - as it had been the corruption of the youth of Upper Elwynn over successive generations which had spelt the doom of that nation.
In parallel the CDH initiated contact with the Blue Skies and Society of Yeshua in order to discern what their requirements for supporting a grand coalition would be.
In Edasi and the United Ayreonist–Traditionalist faction, there were loud and clear calls against forming a coalition with the humanist camp. Milo Enujohanenion, Bishop of Huyenkula, and newly elected Senator, reported bullying from humanists that he has to not only ascribe to their coalition but also being bullied to have the Diocese of Huyenkula, now belonging to the Church of Elwynn (Archdiocese of Yaanek), join the heretic–schismatic church of Elwynn in Benacia. As such, Edasi began parallel talks (alongside those it had with the humanists) to seek ground to make a non-humanist majority in both Senate and Assembly. The suggestion that Milo Enujohanenion considered being spoken to by the Prime Minister's pregnant wife to constitute bullying was the occasion of much mirth once reports of it began to circulate in the press.
The Edasi were, following a further admonishment over Milo's exaggerated complaints, presented with proposals for a distribution of seats in cabinet:

By one-third into the year 1708, the Edasi Hurmu Assembly delegation, as well as the United Ayreonist–Traditionalist faction in the Senate, both had agreed to tentatively join the proposed coalition governnment. The main points reasoning were:
- No coalition without both Edasi and Humanists is feasible
- Ayreonists/Traditionalists and Edasi are needed in government to counter humanism, thereby ensuring that the Benacian Union may never occur in Hurmu
- The agreement is liberal enough in its programme
At the same time, the Einhornist List called on its humanist brethren and asked to have one ministerial post. The Einhornists were congratulated upon their humanist fidelity, which, as the emissaries of the CDH assured them, was never in doubt, and they were accordingly invited to nominate one of their senatorial candidate list to serve as Attorney-General for the Cabinet.
Finally, on 16.V.1708, Daniyal al-Osman informed the Speaker of the Assembly that he had secured a majority in both houses of Parlerment. The same day, the Speaker put the proposal to the Assembly, that Daniyal al-Osman be selected as Prime Minister, for a first reading. The next day, there was a second reading of the proposal, which was put to a final vote, which passed as follows:

Thereafter, the Speaker informed the Presiding Officer of the Senate of the deliberations and decisions of the Assembly, and the Presiding Officer, Li Naomiai, put the same question on 19.V.1708 to the Senate for a voice vote. It passed as follows:
