Phinbella is a federated state established since early RP 2615 with the president as the head of state only and not the head of government. The political divisions of Phinbella was created at the end of RP 2615 through Nouméias Accord (OHT) and Da Toh Accord (NiTL) that directly recognized the second tier of the Phinbellan government and all entities within Phinbella united under this president. Phinbella is divided into three autonomous entities and two dependent territories, namely the Free area of the Federation, Oriental Taemhwan, Niuē i Taman Lawang, the People’s Corridor Territory of Permata Mutiara and the Ross Dependency which is the Phinbellan Antarctic territorial claim.

Free area of the Federation or known as Phinbella area is an entity whose majority are Phineaners, Taesongeans and Phinbellan Indians, Oriental Taemhwan is majority are Irish and Taemhwaners, Niuē i Taman Lawang is majority are Constancian, Phineaner and Thraci who have identities that distinctive in this entity, it's knownly as Niuēians.

The Free area of the Federation itself has a federal structure and consists of 16 territories, 6 special administrative territories and 6 directly administered territories. The two dependent provinces, Permata Mutiara and Ross Dependency have indigenous populations, as the areas adjacent to the Ross Dependency are North Antarctica and Qavaqaqqaqqaniitqeqertaq (indeed it is located in Micrasian Antarctica) also has a permanent population, although its population declined as a result of last year’s Montaña Blanca eruption and micrasquake, a few days before the Dependency was realized. Permata Mutiara with its official name, People’s Corridor Territory of Permata Mutiara is administered by an administrator, directly it is classified by the Phinbellan government as a non-self-administered dependent territory.

Overview

The president of Phinbella is the head of state for the entire territory of the Federal Republic of Phinbella, yet the Oriental Hispanioéire Taemhwan also has a president and Niuē i Taman Lawang only has a representative, a proposed new entity in this federation also has a president. Each autonomous entity except the Free area of the Federation, each has its own government, legislature, police force, customs and postal system, and also each entity also has its own armed force in addition together with the federal armed force. The two autonomous entities have only the Phinbella occupation flag, unless the new entity has its own flag.

In sports, Oriental Hispanioéire Taemhwan alone has its own athletic team and is a member of the Micras Athletic Federation, while Niuē i Taman Lawang does not have it and athletic athletes from Permata Mutiara and Ross Dependency only participate in state-level athletic teams. Each entity has teams for other sports but does not necessarily join or be affiliated with other Micras sports bodies, and can only compete in the Cerialimpiade Games and not in the Micras Games. All football players from each autonomous entity and dependent territories can only join the Phinbella national football team.

Phinbella had occupied Oriental Hispanioéire Taemhwan in August RP 2615, and Niuē i Taman Lawang was also occupied but was in Phinbellan Unincorporated Territory at the time, however Niuē i Taman Lawang had signed the Watchington Agreement in RP 2612 with Phinbella. In December RP 2615, Oriental Hispanioéire Taemhwan and Niuē i Taman Lawang simultaneously became self-governing through the Accord of Noumias and the Accord of Da Toh, and directly the authority between the two autonomous entities was formed. However, in August RP 2619, after the incumbent President at the time, Muhammad Furkorn Mat Jeen won unopposed after contesting again in the last presidential election, Furkorn will try to make changes to the administrative division system and also to all aspects related to the administrative division, where the division system the administration of the autonomous entity that includes Federation, Oriental Taemhwan and Niuē i Taman Lawang will be abolished. Since three of the six special administrative territories will be dissolved and change their status as territories of the federal state, the territories will be directly administered, and another will be independent after the victory of the independence camp coalition in Plazas de Irian last February, and this is at the request of the government in Cyberaya and Plazas de Irian at that time. Furkorn has proposed that Oriental Taemhwan will be made into a special administrative territory, where it was proposed in RP 2616, it is proposed that Oriental Taemhwan will get the highest level of autonomy such as Kota Hilir, Tri-State Area and Tanah Baharu. Furkorn gave fourteen important points in this proposal, among the interesting points is that this proposal needs to be approved by the Taemhwanian government. Meanwhile, Niuē i Taman Lawang will be merged into the Federation.

The People’s Corridor Territory of Permata Mutiara formed in RP 2615 has been under Phinbella’s control since the establishment of the provisional government in exile and it remains a non-self-governing territory by the Phinbellan government.

Ross Dependency is a Phinbella claim in the Micrasian Antarctic, it consists of a sector between 86° to 89° east longitude, it includes with a small part of the eastern region of the large island, four islands and several small islands lying between the degrees of longitude. Phinbella has claimed the island since May RP 2616, and the region is inhabited by over eight thousand inhabitants, just like other Micrasian Antarctic territories occupied by several sovereign states including the territory of Lucerne Governorate under New Batavia, and the dependency is adjacent to Hazar and the mainlands of New Batavia in the south of the continent of Corum. Most countries recognize Phinbella’s claim to sovereignty over the territory. The dependency also has military bases and scientific bases, and is divided into eight mukims.

The free area of the Federation is divided into territories (영토 yeong-to), special administrative territories (특별 행정 구역 teukbyeol haengjeong guyeok/특별 자치 구역 teukbyeol jachi guyeok, literally special self-governing territory) and directly administered territories (직할 영토 jikhal yeong-to), which are then divided into collectivities (식민지 shikminji), administrative cities (시 shi) or precincts (구내 gu-nae). Oriental Hispanioéire Taemhwan and Niuē i Taman Lawang are directly divided into districts, autonomous territorial units (OHT) and autonomous districts (NiTL).
