The territories of Phinbella (Phineaner: Wilayah-wilayah Phinbella, Wilayah-wilayah negeri bersekutu dalam Phinbella) is a main federated administrative divisions in Phinbella, a realm of the Order of the Holy Lakes, it is also the principal federal unit with a high degree of autonomy. It is governed by a regional government that forms the second level of governance between the federal government and the local governments in Phinbella. Territories are self-governing polities, and like some other federated states, territories have their own constitutions, legislatures, departments, and judiciary that govern and deliver most public policies and programs. In fact, the territories were established by the Law on Federal Units (Territories) in December RP 2600 as a result of the establishment of the Phinbellan provisional government.
Although Phinbella has four special administrative territories and four dependencies, Phinbella constitutionally consists of 17 territories of the federated states (Phineaner: Wilayah-wilayah negeri bersekutu; Taesongean: 도; MR: Do and Taesongean: 주; MR: Ju; consists of Soccsksargen, Islands of Dong Ping, Province Wellesley and Suyaj-Ardab, Politama, Orange Free State, Nabor Klafterschft, Halim, Western Nijima, Turku and Hōri, Drusselstein, Manschūhōria, Tanintʃhourim, Koitchhi State, Shandānø'kaí, Kōkai and Paminorshan Free State) and eight federal directly-administered territories (Phineaner: Wilayah-wilayah ditadbir langsung Persekutuan or simply as Wilayah-wilayah Persekutuan; Taesongean: 직할준주; MR: Jikhal-junju or simply as 준주, Junju; consists of Federal Special Capital Territory, Territory of Flower, Dindings, Cyberaya, Syōnan Archipelago, Maritime Kachi Kochi, Straits Settlements and the Extraterritorial Authority of the Refugee Camp and Immigrant Settlements Area). Each territory, both federated state territories and directly administered territories, is self-governing by having its own executive government and legislative branch, federated state territories do have their own judicial system but the administration of justice is the responsibility of the Federation government, while directly-administered territories each have a judicial system separately. While the rest only have local government status supervised by the Phinbellan federal department. The territories of the federated states are self-governing polities with incomplete sovereignty (having ceded some sovereign rights to the federation or entity), while the directly administered territories can be autonomous and administer local policies and programs just like the territories of the federated states in practice, but is still constitutionally and financially subordinate to the federal government nor the entity government and therefore has no real sovereignty.
The difference is that federated state territories and directly-administered territories in the Free area of the Federation are territories receiving their power and authority from the federal constitution, while directly-administered territorial governments are legal creatures with powers delegated to them by the Parliament of Phinbella. Changes to the division of powers between the government of the federal entity and the territorial government require a constitutional amendment, while similar changes affecting the federal directly-administered territories can be made unilaterally by the Parliament or the government. The governments of federal states and directly-administered territories have executive powers to legislate on matters relating to their citizens, subject to the limits of the federal constitution and entity constitutions. Each federal state territory and directly-administered territory has its own legislature, while Maritime Kachi Kochi, Straits Settlements and the Extraterritorial Authority of the Refugee Camp and Immigrant Settlements Area jointly have own legislature under one administrative unit, although the federal government can override any territorial legislation. The federal High Court of Phinbella acts as the final court of appeal for all matters and has the power to override any federal territorial jurisdiction in Phinbella, as well as to override any administrative jurisdiction in the special administrative regions. Although all the territories of the federal states have their own judicial system, however, the federal directly-administered territories are subject to the judicial and legislative bodies that follow the law of either the Free area of the Federation, special administrative territories or dependent territories. Apart from the self-administered Federal Special Capital Territory, the other seven directly administered territories have been administered by the federal Department of Infrastructure, Transportation, Cities, Regional Development and Local Government.
Each territory of the federated state of Phinbella is a successor to the kingdoms or sultanates, republics and colonies of the historical Forajasakian state colonies, and each has its own constitution, so far there are four territories that are kingdoms and sultanates (Halim, Drusselstein, Shandānø'kaí and Manschūhōria) and a territory that was a republic founded by the Phinbellan Boer community. The Federal Special Capital Territory of Negara Awan (FSCT) and federal directly-administered territories operate largely indistinguishable from federated states, although they do not have constitutional status because federated state and federal territory legislation can be rejected.
Creation
The territories in the Federal Republic of Phinbella were established as a result of the application of the Territorial Demarcation Plan after the unification of the Phinbellan provisional government in September RP 2600. The plan originally predicted the territorialization of statization of the entire area of the former Phinbellan kingdom, sultanate, princely state and independent Boer republics.
Each territory in Phinbella is given a different name, some are named after their figures and some are named after a combination of two place names and so on, based on the tradition of pre-Phinbellan area naming in the -60BPs.
Types
Territory (도, 道 for territory of the federated state; and 준주, 準州 for directly-administered terriory) is the highest-ranking administrative division in the Federal Republic of Phinbella, which follows the Sino-Keltian tradition name Circuit (administrative division). Territories of the federated states are administrative units that are considered common territories or common states. Together with the normal territories, the directly-administered territories are a type of special administrative division with the same status in the free area of the Federation, while the special administrative territories are neither part of Phinbella, because it is the administrative unit in Phinbella that has more autonomy over its economy and more power is given to the territorial government.
Administration
Each territory is headed by a governor and each directly-administered territory is headed by an administrator (except the Federal Special Capital Territory is headed by a governor of the federal territories and Cyberaya is headed by a mayor). The governor of a territory is usually appointed by the president every four years for a term and can be re-elected, except for the territories (called states) that have a monarchical system where the monarchical leader is set as the governor of their territory by the constitution, Halim, Drusselstein, Shandānø'kaí and Manschūhōria are territories that have a monarchy system. Each state also has its own government headed by a Premier or Chief Minister appointed by the Governor.
The administrator (and mayor in Cyberaya) is the head of the directly-administered territory, each administrator and mayor is directly appointed by the president in general, meanwhile Phinbellan Maritime Territories which is an administrative unit (consisting of Maritime Kachi Kochi, Straits Settlements and the Extraterritorial Authority of the Refugee Camp and Immigrant Settlements Area) share the same administrator. However, only the Federal Special Capital Territory has its own government led by the chief minister and the executive council of ministers with partial functions like the territories of the federal states. The Federal Special Capital Territory, Cyberaya and Phinbellan Maritime Territories operate differently from the other three and have their own unicameral legislatures with members elected for one term.

Former territories
Territory of the federated state
The twelve territories established by the Phinbella federal government under the RP 2612 Constitution no longer exist:
- Sixty-Four Villages Eastern Islands, merged into Western Nijima
- Territory of Maritiimi-Maxhestics
- Territory of NNajar
- Territory of Kelavit Highlands, now part of Orange Free State
- Territory of Kahadaero
- Territory of Centralotus
- Coastal Nations, Nationalities, and Peoples' Territory, now Dindings and part of Turku and Hōri
- Kamoveropo, Westorney, Libertador General Bernard O'Higgins and Oriental Digital Sebelah are collectively became the former Phinbellan-Hurmudan condominium of Oystra Stoorskerið, where later became a dependency.
- Pinnacle Strip and SSS Islands, became part of Territory of Soccsksargen, and later became to the city of Liancourt Rocks.
