In Phinbella, each territory has a governor, who is officially titled Yang di-Pertua Negeri (Jawi: يڠ دڤرتوا نݢري, lit. 'He/She Who is Made Leader of the Land') or Yang di-Pertua Wilayah (Jawi: يڠ دڤرتوا ولايه, lit. 'He/She Who is Made Leader of the Territory'). This constitutional title is given to the head of state regardless of whether a territory has a monarchy or not because Phinbella is a realm in the Order of the Holy Lakes which is structured as a federation with a parliamentary republic system. The constitutional title is also applied to the hereditary monarchies which ruling a territory (such as Halim, Drusselstein, Manschūhōria and Shandānø'kaí) where he will rule for life while divided into three-year terms for ceremonial purposes. They are appointed to a renewable two-year term by President of Phinbella, the head of state in Phinbella, after consultation with the chief minister or chairman of the council of ministers.
In the Federal constitution, the function of the Governor or 'Yang di-Pertua Wilayah' is to be the head of a territory in a parliamentary democratic or multi-system. The role of the governor is as usual, i.e. their discretionary role includes appointing the chief minister, who is the head of government of a territory and is a member of the party (whether chief or subordinate) with a majority in the territorial legislature, and also withholding consent to dissolve the territorial legislature. They also appoint members of the territorial executive council, bestow state honours and grant pardons for civil offences committed in their territory—except pardons for court-martial offences, which are granted by the President, although they act on the advice of the chief minister.
In fact, the governor of a territory may use the title "Governor" or "Yang di-Pertua Negeri/Wilayah" or both, changing the title of the head of the territory is permitted as long as it does not conflict with the federal constitution. The governor also does not act as a religious leader, however, they do participate in discussions related to matters concerning the observance of Umraism and other religions in a territory.
For the special administrative territories in Phinbella, there is no regional head with the title 'Governor' or 'Yang di-Pertua Wilayah', instead the chief executive acts as the head of region and head of government. Meanwhile, for directly administered territories and dependent territories, the position of the head of the territory is known as the 'administrator' which is equivalent to the governor but the role is not the same. And for directly administered cities, he is called the 'datu bandaraya' or 'mayor' whose role is only to look after the affairs and welfare of the city as the head of city and head of government.
