The Special Administrative Territories (SAT) of the Order of the Holy Lakes in Right of the Federal Republic of Phinbella (Phineaner: Wilayah Pentadbiran Khas Perintah Tasik Suci di kanan Repablik Persekutuan Phinbella; Taesongean: 핀벨라연방공화국른쪽에있는신성한호수의질서의특별행정구역; RRPhinbella Yeonbang Gonghwaguk Oreunjjok-e Ittneun Shinseonghan Hosu-ui Jilseo-ui Teukbyeol Haengjeong Guyeok; MRP'inbella Yŏnbang Konghwaguk Orŭnjjok-e Ittnŭn Shinsŏnghan Hosu-ŭi Chilsŏ-ŭi T'ŭkpyŏl Haengjŏng Kuyŏk) are one type of territorial-level administrative division in the realm of the Federal Republic of Phinbella, it is directly under the federal government. The special administrative territories have the same status as the territories in the Phinbellan federal administrative scheme, however, they also have the highest degree of autonomy, and it is among the highest administrative divisions of Phinbella. Typically, most or all of special administrative territories are metropolitan areas and special self-governing city.

Currently, there are four special administrative territories established, namely Kota Hilir, Tri-State Area, Tanah Baharu and Oriental Hispanioéire Taemhwan. Kota Hilir was formerly established as a city, and was once part of the nearest territory, but it was separated and became a territory since the -20BPs, then in RP 2604, it was declared a special autonomous territory. Tri-State Area is a territory that unites three areas, namely Bi-State, Adjacent Area and Petite Martinique, it was united in RP 2600, and has its own festival to commemorate the event. Tanah Baharu was previously part of Los Bay Petros as a state and part of Passas as a dependency, it officially handed over to Phinbella and became a special administrative territory on March 1, RP 2619. There are two SATs that have been dissolved and become a territory of the federated state, namely Province Wellesley and Suyaj-Ardab, which was established in RP 2606 and Western Nijima, which was established in RP 2616. Each changed its status as a territory of the federated state at the end of RP 2618. Meanwhile there are three SATs that are about to be dissolved and both SATs also change their status to the territory of the federated state and the other one, Plazas de Irian, is scheduled to be independent in September 26, RP 2619. OOriental Hispanioéire Taemhwan was formerly an one of two autonomous entity of Phinbella since RP 2615 through the Accord of Noumeas, but in October RP 2619, Oriental Hispanioéire Taemhwan agreed to the federal government's offer to make it a special administrative territory after almost four years of being an occupied entity in Phinbella, while Niuē i Taman Lawang is administered directly by the federation as part of an unincorporated region.

In general, the four territories are not considered to constitute a part of Phinbella, but are under the sovereignty of the Federal Republic of Phinbella in the Confederation of the Phineonesian Nations by both SATs and Phinbellan authorities. Nevertheless, all such territories "will enjoy the highest degree of autonomy" under the Special Administrative Territories Act enacted by the federal government.

Under the principle and policy of one country, two systems in Phinbella, these four SATs have own multi-party legislatures, constitutions, legal systems, official languages and immigration policy, as well as other aspects that fall within the level of autonomy, they also have their own academic, educational system and also school rules, where they dress freely in school as in some other countries, except in Cyberaya who are still required school uniforms, the federal government is responsible for security and sovereignty matters in all special administrative territories such as the military, police and customs territories.

Type of the special administrative territories

There are three types of special administrative territories in Phinbella, which have the highest degree of autonomy.

Administration

Almost all special administrative territories in Phinbella are metropolitan areas with rural areas included in those territories. The Chief Executive is the head of the territory, most likely he could be the governor but the Chief Executive also the head of government and the highest official in charge. The Chief Executive is elected by persons registered in the special administrative territory for a period of one term, at least three to five years.

The functions of the metropolitan area such as water supply, utilities and public transport will be integrated as a single province and it will be scattered to other municipalities within the special administrative territory.

All special administrative territories are divided into precincts and districts, which are equivalent to the collectivity in the other territories in Phinbella.

Characteristics

The six special administrative territories each have their own constitution, which is codified as the Basic Body Law (Phineaner: Undang-Undang Tubuh Asas Wilayah Pentadbiran Khas). This law provides for areas with the highest degree of autonomy in Phinbellan sovereignty and Phineonesian Confederation sovereignty, as well as a separate political system, own economy (espacially capitalism) and also the difference in the norms of life under the principle of "one country, two systems" in Phinbella which also explains the governance in the two autonomous entities, but now there no have autonomous entity since Oriental Hispanioéire Taemhwan was the new S.A.T..

High degree of autonomy under Phinbellan sovereignty

As special administrative territories, these four territories are responsible for all matters to distinguish their territories from other territories in Phinbella, diplomatic relations, defense and law enforcement in the territories this is the responsibility of the Federal Republic of Phinbella as a constituent state of the Phineonesian Confederation. Therefore, the Phinbella Federal Legislative Assembly empowers special administrative territories under the Special Administrative Territories Act, to exercise a high degree of autonomy under the Phineonesian Confederation or Phinbellan sovereignty and enjoy distinct executive, judicial, legislative and freedoms. All special administrative territories each have their own appellate courts.

Currency

As in the Free area of the Federation, dependent territories and Forajasaki, two official currencies namely Phinbellan florin and Forajasakian ringgit are also accepted in all SATs as customary tenders. Both currencies are commonly abbreviated as ðƒ and RF or FR. The Phinbellan florin exchange rate is pegged to Craitish cräite, while the Forajasakian ringgit exchange rate is pegged to the Phinbellan florin at par.

External affairs

Languages

Phineaner and Common Tongue are the official languages of all the special administrative territories, yet Taesongean and Sangunese are used in informal affairs. Each of its territories has its own Phineaner dialects and creoles, but the Common Tongue has one standard that is used in all SATs compared to the standard in other territories in the Free area of the Federation and one standard in both autonomous entities. Most languages other than Phineaner and Common Tongue are spoken on all SATs, either as root languages or in codeswitching.

School uniforms vs. non-uniforms

Unlike in other territories throughout Phinbella and in Forajasaki that require school uniforms, most public schools and vernacular schools in the five special administrative territories generally do not require or have no school uniforms, and freely wear their casual attire respectively, and it is likely to be a standard dress code directly or indirectly, it usually occurs in towns or suburbs and it is tend to more casual than in other territories in Phinbella. Except in all schools in Cyberaya, where it requires uniforms to follow the other Phinbellan or Forajasakian school uniform system. Not requiring school uniforms is common and standard in special administrative territories except Cyberaya, however private schools or other specialized schools sometimes require school uniforms informally. The dress code standards in schools on the all SATs are influenced from the dress code standards in the schools of western countries. Policies and enforcement regarding dress codes in schools across all SATs vary somewhat according to specific precincts.

Symbol and insignia

As in all the territories and autonomous entities in Phinbella, the special administrative territories also have their own flags and coats of arms which are designed by each SAT. There is an exception where flags of Kota Hilir and the Tri-State Area have the Phinbellan national five-color line in the canton and the territorial badge in the fly.

Sports

Only in Cerialimpiade Games events, SATs have their own team. They participate and compete in the Cerialimpiade Games only as distinct entities, and not in the Micras Games and so on, instead they are part of the Phinbella team. The same is the case with the two autonomous entities in Phinbella, special administrative territories also have their own sports teams, but unfortunately those teams are not affiliated with any international sports organization under the Fédération Micraise de Sport.

Defence and military

Immigration and nationality

Because these special administrative territories have a high degree of autonomy in matters of immigration, all SATs together issue their own passports just like the two autonomous entities in Phinbella and are only given to permanent residents who are concurrently citizens of Phinbella. Phinbellan citizens must also meet one of the following conditions:

  • born in the SAT before or after the establishment;
  • born anywhere including in autonomous entities or dependent territories while parents are permanent residents of the SAT;
  • settled continuously and legally for a period of three to five years or more in the SAT and therefore has the right to abode in the SAT.

Apart from giving the holder consular protection by the Phinbellan Ministry of Foreign Affairs, these SAT's passports also state that the holder has the right to stay in the issuing SAT.

The Federal Legislative Assembly has also placed each SAT responsible for administering the Phinbella nationality law in their respective areas, namely naturalization, renunciation and restoration of Phinbellan citizenship and the issuance of proof of citizenship. Permanent residents of special administrative territories are exempt from their own territory's immigration controls.

Residents born in the Special Administrative Territories whether of direct Phinbellan descent or non-Phinbellan permanent residents are always considered as citizens of Phinbellan by the Phinbellan authorities themselves, in this case, SAT's born to non-Phinbellan citizens directly acquire Phinbellan citizenship, or it is possible that it can choose Phinbellan citizenship or the parents' country of origin if the parents wish to return to their country of origin. In the same case, birth in the SAT alone does not make a person a permanent resident unless one of his parents is a permanent resident. A special interpretation of the Phinbellan Nationality Law, while it does not recognize dual citizenship, a Phinbellan citizen can become a permanent resident in each SAT by obtaining and maintaining their permanent right of abode and using a travel document issued by the immigration department in that foreign country. The Inter-Territorial Visit Permit is used as a travel permit to the Free area of the Federation or other autonomous entities and it must be used, while foreign travel documents are not valid for travel outside the SAT to Phinbella, except for going to Forajasaki through Phinbella. Because of this, the rules of parent nationality in Micras still apply, but holders while in the Phinbellan Mainland including the Free area of the Federation and Oriental Hispanioéire Taemhwan are likely to enjoy consular protection, sometimes not enjoying the same protection. The same or not as in special administrative regions in other countries, Phinbellan citizens who also have foreign citizenship can declare a change of citizenship at the Immigration Department of the respective SATs, and when approved, are no longer considered Phinbellan citizens.

As is customary and as enshrined in immigration law, permanent residents of the Special Administration Territories who are not citizens of Phinbellan where they reside after its establishment (including stateless persons) are not eligible to obtain SAT's passports. Currently, non-Phinbellan nationals must obtain passports from foreign diplomatic missions in Negaraq Awani representing their country of citizenship while foreign diplomatic missions do not yet have consulates in each SAT. For those who are stateless, each SAT can issue its own form of Phinbellan identification certificate which is the Phinbellan SAT Resident Identity Card instead of a national passport to the person concerned. Phinbellan citizens who are six-six SAT non-permanent residents are also ineligible for a passport, but they can obtain their identification certificate in the same way as a stateless person.
