Kota Hilir or known as the Territory of Kota Hilir (Phineaner: Wilayah Kota Hilir), officially the Kota Hilir Special Administrative Territory (Phineaner: Wilayah Pentadbiran Khas Kota Hilir; abbr. Kota Hilir SAT or KHSAT), is one of the four special administrative territories of Phinbella. The region consists of a land area and an archipelago and is divided into five precincts. The Territory of Kota Hilir has land borders with the territory of the Orange Free State to the north and east, and western part of the Phinbellan Unincorporated Territory to the south, which it was part of it before it became a separate province in RP 2600. The territory also has a maritime border with the eastern collectivities of the Territory of Flower and the Kernsopol Island area in the Soccsksargen, and it is separated by the Strait of Hyogor. Kota Hilir is the capital, administrative center and seat of the Kota Hilir territorial government, which is 78 kilometers southeast of the Phinbella's capital, Negara Awan, and 165 kilometers east of the Orange Free State's territorial capital, Tanah Rata. To date, the population of the Territory of Kota Hilir is 3,411,829 people. Like most places and counties in the Phinbellan Maritime Territories, the Territory of Kota Hilir has a subarctic climate, which is also found in Daman and Duy, and in the southern part of the Orange Free State. The territory also has a mountain range located in the north and northeast. The Bone River is the main river for the region whose water source comes from the Tampinaravos River in Daman and Duy and in Batang Oya in Interior Precinct.

Territory of Kota Hilir is among the main tourist destinations in the Free area of the Federation and the throught Phinbella because of its uniqueness, has become an inter-entity trade center, the capital has been known by the nickname "Serambi Famosa Futuristik" (Futuristic Porch of Famosa) because the city developed with a mixture traditional and futuristic style, or it can be known by the nickname "Serambi Darul 'Azim" (The Porch of Darul 'Azim).

In the Phinbellan history, the family of the biological father to Mat Phineas Flynn was originally from this territory before moving to Rintis Island to run a business there. Mat Amato Flynn, Phineas' biological father was the third president of the Phinbellan provisional government is born in this territory.

Territory of Kota Hilir covers an area of 1,104.4 square kilometers (1,791.82 square kilometers if the maritime area is included). It is located on the southwest coast of the Mattimeo peninsula in the Cyber-Island Chain, it borders Kernsopol Island and the Territory of Flower via the Straits of Hyogor, Daman and Duy to the north and southeast, the Orange Free State to the north and east, and the remote islands below the Phinbellan Unincorporated Territory administration in the south. Kota Hilir is a territory traversed by a road connecting Kuala Forajasaki and the capital of Phinbella, the Negara Awan, which is about 78 kilometers southeast, and it is the dominant port at the end of the Hyogor Strait after the Negara Awan itself.

The Territory of Kota Hilir has a forest area of 3,892.45 hectares, and it is part of the Phineonesian evergreen forest ecoregion, of which 2,690.86 hectares of the forest area in this territory are forest reserves. The territory is divided into areas which are mostly lowland areas in the southwest, with an average elevation below 250 meters above sea level and low mountainous areas in the northeast with an average elevation above 500 meters above sea level. The territory is actually in a small part of it in the north and northeast surrounded by the Tarakan Mountains which cover most of the Interior Precinct, a small northeast part of Matunggoi and most of the Eldian Nannim Precinct, also in northern part of Daman dan Duy, and southwest part of Orange Free State. Mount Nyalaih is the highest point in the territory and is located north of the Interior Precinct, and its elevation is 764.5 meters.

The Bone River is the main and longest river in the territory originating from the Tampinaravos River in Daman and Duy, and the Batang Oya in the Interior Precinct. It has roughly passed through the center line of this territory from east to west and flow down into the Straits of Hyogor. Among the major rivers in the territory are the Wookdop, Nami, Gundarai and Peghonu. The mouth of the Bone river is located in the heart of Kota Hilir.

Located off the coast of this territory, an archipelago known as the Hiliorian Islands, at once these islands form a precinct and are divided into three parts. Ophir Island is the largest island in the territory. Ophir Island, including other islands, Pingu Island and Upih Island can be accessed via a jetty from the mainland of this territory. The length of the beach in this territory is 62 kilometers.

Kota Hilir are located have a subarctic climate (Köppen climate classification: Dsd), this climate are effected in Springwind Islands, Negara Awan, Cyborges and eastern part of Phinbellan Unincorporated Territory, as well as in southern Taemhwanian Mainlands.

Just as in some areas in the Phinbellan Maritime Territories such as in the Cyborges, the Providenciales Bonin Islands and the Springwind Islands, as well as in Negara Awan. The territory of Kota Hilir has a subarctic climate (Köppen climate classification: Dsd) with long and cold winters, and short and mild summers, despite being in the tropics. The lowest temperatures are rare, but the highest temperatures have never occurred in this territory. Summer is usually expected to occur in late June to early September with high temperatures ranging from 26°C to 32°C, usually in mid-May to early July is cooler due to sea effects and southwest Cyberian monsoon winds, however but in mid-July until early September it is generally hot and humid but receives low rainfall.

The winter usually occurs in mid-November to early March with the highest temperature in the morning ranging from -2°C to 8°C and the lowest temperature in the evening ranging from -20°C to -10°C. At the beginning of the season, including in mid-October, it is generally more comfortable with pleasant temperatures. The winters in this territory are cold but humid, although they are lower than other parts of Phinbella and receive high rainfall at the end of the year especially in November to January, and usually experience high snowfall and flooding in lowland areas. It usually snows for about half a month to a month a year, and this territory and other areas with a climate like it have little snow and rarely have much snow.

An absurd incident that took place in this territory, despite being in that climate, occurred in the summer of -15BP, where one day was recorded extremely cold and freezing weather. This incident has happened at the wrong time and is not suitable for the occurrence of winter and snowfall. However, this incident only happened temporarily for about a day and gradually recovered as usual.

Administrative divisions, urban and suburban areas

The Territory of Kota Hilir is divided into five precincts, namely Matunggoi, Eldian Nannim, Hilio Tengah, Hiliorian Islands and Interior Precinct. Formerly, the Hiliorian Islands were part of Hilio Tengah Precinct and this entity was several times separated and re -incorporated with the precinct although at the time it was under the local government of the Kota Hilir City Council, Chasin Precinct was a separate precinct until RP 2617. However in RP 2617, The Hiliorian Islands were separated from the Hilio Tengah precinct and the Chasin precinct was incorporated with the Interior precinct. Each precinct is divided into mukims or communes, about 68 communes throughout the territory. The territory has 18 towns and 164 villages. The town of Runchang is one of the main entrances to this territory.

At the RP 2617 census record, the Territory of Kota Hilir has a population of 3,411,829 people, and most of them live in urban and suburban areas. The growth rate so far is up to four percent. The population density in this territory is about 3,500 people per square kilometer, equivalent to 9,100 people per square mile. The ethnic composition in the Territory of Kota Hilir in the same year was also is composed of 43.9% ethnic Phineaners, 24.8% Sam-Sam Laut, 16.4% Eurphineonesians (Zaipinichi Peranakans, Kristangs and Ryukchiners), 6.7% Zaipinichi Taesongeans, 2.93% Baba and Nyonya, 1.99% Chittys, 0.3% Hulontaloans, and had a small community of Phinbellan Aborigines from the Toromoan ethnic tribe by making up 0.24 percent of its population. Kristang and Ryukchiners are a small Eurphineonesian community in this territory.

The Phineaners community in this territory is generally divided into two, namely the Hiliorian Phineaners who practice the Temenggong custom, and the other is the Eldian Phineaners who are a mixture of Phineaners descent with the immigrants of Paradis Island where they practice the Pertateh custom. Kampung Hiliran (no official name yet) is a remaining traditional Phineaners village that still exists in the city center of Kota Hilir.

The Orang Sam-Sam Laut community in this territory has the privilege of being called the "sea gypsies" mostly living in the coastal areas of this territory and this community forms the predominantly majority in the Hiliorian Islands Precinct. The community also lives in the Tri-State Area, the Straits Settlements, the Federal Special Capital Territory and the eastern collectivities of the Territory of Flower. These communities live in houses over the sea and they specialize in fishing and diving skills. This community is distinguished from the Orang Darat community located on the west coast of Forajasaki. The Hulonthaloan people are also found in this territory and make up 0.3 percent of the population. The Hulonthaloan community usually lives in rural and suburban areas rather than in urban areas. The Hulonthaloan community still maintains their traditions despite being in this territory, and in this territory there are two existing Hulonthaloan Pohala'a tribes.

The Baba and Nyonya community in the territory makes up 2.93 percent of the population, Jonker Street is among the main Baba and Nyonya settlements in Kota Hilir, and it is the city’s busiest shopping mall where one can buy the community’s food or accessories. The community is among the Sino-Keltians in Phinbella. The Chitty community makes up nearly two percent of the population, they have their settlements on the suburban of the capital which also houses its museum, this community is part of the Phinbellan Indians yet they speak in their own creole.

The Indian community in Kota Hilir is mostly Eeshans who speak Eeshan, they mostly live in village areas where they work in rubber plantations, however the community is not listed as a community in this territory based on previous census. The Chetty community makes up 1.99 per cent of the population in Kota Hilir, they live in the Hiliorian Chetty Village which houses a museum for this community. There are also other Indian communities such as Malayalee who speak Malayalam and also Togu who speak Togu, and they have associations that represent that community.

A sizeable number of Punjabi Sikhs residing in Kota Hilir, and Sikhs from Kota Hilir and abroad congregate in the gurdwara (Sikh temple) situated in Phantoikane Boulevard. They celebrate Guru Nanak's birthday and Vasakhi new year annually.

A total of 16.4 percent of the population is Eurphineonesians or in the Phineaner language called "Serani", consisting of three groups namely Zaipinichi Peranakans, Kristangs and Ryukchiners. The Kristangs are a Eurphinonesian community of Portuguese descent, where they speak a Portuguese-based creole. The Kristangs community to this day still practice their own traditions that come from the Portuguese culture since the beginning of their settlement. Whereas the Ryukchiners are of Batavian descent and speak a Batavian-based creole, and still practice their traditions as well. The Phineaner-speaking Zaipinichi Peranakans are no exception from forming a community in this territory. The Kristangs live in their own settlements in the Tebing Pasair area and in the coastal area of ​​this territory, while the Zaipinichi Peranakan and Ryukchiner communities live in the suburbs, ie they live in condominium housing in this territory.

Aborigines, mostly from the Toromuan ethnic tribe are relatively small and make up 0.24 percent of the population. They usually live in rural settlements, forest edges and along the coast facing the Hyogor Strait. Kota Hilir houses the Aboriginal Museum in Runchang. Most of the Toromuan community is white, and the rest are tanned.

Language

The Territory of Kota Hilir is a multi-linguistic territory, however Phineaner is the official language of this territory as well as in this country and in the Phineonesian Confederation, with Phinbellan as the standard form. Road signs and official documents issued by the government are written in the Phineaner language, either using Latin or Jawi script. Other national languages in Phinbella such as the Taesongean are widely used as the medium of communication for the tourism and business sectors, the same sector also uses Sangunese and sometimes uses the Common Tongue. Hiliorian Phineaner is a unique variety of Phineaner dialect spoken within this territory and also spoken in the Tri-State Area, also known as Tri-State Phineaner. It has its own pronunciation and vocabulary compared to other territories and entities in Phinbella. There is also an Eldian dialect spoken in the Eldian Nannim precinct and a small part of the Matunggoi precinct, and also an Oranje dialect around the northern border.

There are three creoles in this territory where two of them are Phineaner-based creoles namely Baba Phineaner which is spoken by the Baba and Nyonya community and Chetty Phineaner which is spoken by the Chetty community. Another creole is a Portuguese-based creole where it is spoken by the Kristangs community known as Papia Kristang.

Another minority language found in this territory is the Sam-Sam Laut language, which is the language spoken by the people who live on the coast and nearby islands, it is different from the language spoken by the Orang Darat who are more influenced by Phineanic languages (probably Forajasakian accent) and Adarani, and in fact the Sam-Sam Laut language is influenced by the languages once spoken in this territory such as Hiliorian Phineaner or other dialects, Portuguese and Hulonthaloan, and has vocabulary that comes from the Common Tongue and Arboric. The Hulonthaloan language is widely spoken in several settlements of the Hulonthaloan community, all the Hulonthaloan dialects are spoken by the community so there is no appropriate standard in this territory. However, the Hulonthaloan language itself has gone through assimilation with other languages in this territory and the use of the language in this territory is limited to daily life, as well as in other territories. Sino-Keltian languages including Hokkien, Cantonese and Hakka as well as Indian languages such as Eeshan, Malayalam, Kantic, Togu and Punjabi are also spoken by the people in this territory. The Toromuan language is usually spoken by aborigines in Kota Hilir.
