The Federal Special Capital Territory (Phineaner: Wilayah Khusus Ibu Kota Persekutuan; Taesongean: 연방특별수도준주; RR: Yeonbang Teukbyeol Sudo-junju; FSCT), or officially the Federal Special Capital Territory of the City of the Kingdom of Clouds and New Territories (Phineaner: Wilayah Khusus Ibu Kota Persekutuan Negara Awan dan New Territories), is a directly administered territory or federal territory of the Federal Republic of Phinbella. It is an island region where the new capital, Negara Awan is located in this territory replacing Bandar Baru Fatin, it also contains the surrounding cities. It was first established in December RP 2616 after Negara Awan became the capital four months ago as the seat of the federal government. Some of the most important federal government institutions and foreign embassies moved from the Territory of Flower to this territory. The Territory of Flower will soon be changed its status as a special administrative territory in the future.
The Federal Special Capital Territory are borders with the territory of Orange Free State to the north via a bridge, has a territorial border with the Taemhwanian districts of Ïeu'ryádoche and Héi'an to the northeast, the Territory of Kota Hilir, Daman and Diu, and the Territory of Flower to the west, Captive Sea and the remote islands administered by the Phinbellan Unincorporated Territory to the south and east, and the Territory of Spitsbergen and Kelvina Islands to the southeast.
This territory was formerly known as the Territory of the Carey Islands and New Territories until RP 2616, this territory was once settled from the -10BPs until RP 2605 after the old Negara Awan had been abandoned. In RP 2615, the federal government has planned to move the capital to this territory. The old Kota Negara Awan has started to be upgraded (now known as Nilam Puri) and the new Kota Negara Awan around the old city started to be built in early RP 2616 as well as the merger of several surrounding cloud kingdoms to become one, and several other places around it have explored and the nearby Pos Appat had built a military base and its new settlement. And since then, the province has been resettled since the middle of the year, and on August 8, RP 2616, the new Kota Negara Awan was officially established and the city officially became a new Phinbellan capital after the Government Seat Act RP 2616 was passed. The Carey Islands and the New Territories were separated in December RP 2616 and the New Territories which had the status of special administrative territories were transferred to the federal government at the same time as the directly administered territories. At the same time, this territory which includes the Kota Negara Awan and the New Territories will be named as the Federal Special Capital Territory.

Geography
The Federal Special Capital Territory is on the southern coast of the Cyber Island Chain. It is surrounded by the Captive Sea except to the north and northeast where it borders the Orange Free State and the Taemhwanian districts of Ïeu'ryádoche and Héi'an. It also has a border with two enclaves where it is administered by the Orange Free State and district of Héi'an. Its area is 1,781,001 square kilometers, of which 815.068 square kilometers are land and 965.915 square kilometers are waters. This area includes the New Territories which consists of New Territories Peninsular and Highland Bank as well as Ujong Island, Negara Awan, Kelaboran Island and more than 300 nearby islands including Clavering Island, Saebin-seom, Trucial Archipelago, Sakura Archipelago and Telipot (Bluie) Islands, Carey Islands were formerly part of this territory but it was separated in December RP 2616. Negara Awan is located in the southwest of this territory. The highest point in this territory is located in the Highland Bank area, namely Gunung Ulu Yong which has an altitude of 1,772 meters above sea level. While the second highest point of this territory is Mount Mariveles, known as Bukit Berawan or Mount Seormeorsan, 362 meters above sea level and located in Negara Awan about 4 kilometers from the city center and The Istana, a presidential residence. Along the foot of the mountain there is a waterfall that flows up to the estuary that connects the Hangang-pak River which starts from a lake. Negara Awan as the new capital since RP 2616, this mountain by the name of Seormeorsan is mentioned in the second verse of Phinbella’s national anthem, Die Stem van Phinbella. The New Territories Peninsula and the two main islands, Pulau Ujong and Pulau Kelaboran are separated by three straits, namely the Tebaraut Strait, the Peninjau Strait or the Investigator Strait and the Renchunah Strait, while Highland Bank and Telipot (Bluie) Islands seperated by Gentar Strait, other straits including Jor Strait and Darvel Strait. The Tok Samai Canal, a canal that connects the international port in Captive Sea with the Hangang-pak River has separated the downtown area into the island.
Urban development in this territory is focused on Negara Awan, Pos Appat, Rimba Raya, Hall, Kampung Tugu, Tapah and Penampat. Indirectly, the Federal Special Capital Territory has 78 square kilometers of reclaimed land for urban development. The Federal Special Capital Territory has agricultural land and strawberry crops, as well as has a national park located east of Ujong Island, most of which is forested and hilly. In the Highland Bank area, it is mostly hilly and mountainous, where one mountain range passes through the Highland Bank area, the southern Orange Free State and the Gugusanq Kantho-Keinetsu district, it is known as the Crocker-Supriadi Range, this area is used as a tourist destination by having many tourist spots and accommodation. The territory has about 40 rivers, there are only twelve main rivers, namely Hangang-pak, Temerlove, Batang Padang, Haruko, Besut, Tretgenchah, Lojing, Havu, Tangliaq, Sham Chan, Sekayu and Taibik.

The Federal Special Capital Territory has a subarctic climate (Köppen Dsd) and as usual with having a dry season like most areas in Kota Hilir or in Cyborges and San Furansōkyō, some areas within this territory have a subpolar ocean climate (Köppen Cfc). The territory has two dominant seasons namely summer from June to September and winter from November to March, these two seasons are long seasons, while spring from April to May and autumn in October are short periods. July is said to be the warmest month but it recorded an average temperature of 25.6 °C, while December and January are the coldest months in the territory when the average temperature drops to -8.8 °C. According to the Phinbellan Meteorological Institute where the meteorological station in the territory is located at Mount Mariveles, the highest maximum temperature ever recorded in the territory was 33.1 °C on 12 July RP 2617, while the minimum temperature recorded was -26.4 °C on 17 December RP 2612.
Rainfall varies significantly across the region. Higher rainfall typically occurs in the mountainous areas of the Highland Bank as well as in hilly areas compared to the lowlands of the New Territories peninsula and islands. During the middle of winter and summer, the average rate of rainfall in this territory is likely to be high or moderate, it is likely that Negara Awan receives almost as much rain. The wettest months are June and November with an average rainfall of 82.4 and 93.1 millimeters, respectively, while the driest month is September with an average rainfall of 43.2 millimeters.
Due to the distinctive climate, throughout the winter, snow occurs in this territory especially in hilly and mountainous areas as compared to in the lowlands and surrounding islands, it is likely that snow occurs for four to ten days in Negara Awan and surrounding areas get annual snow, and from that, Mount Mariveles and the mountains on the Highland Bank covered in snow can be seen always from Negara Awan.
