Kirin (Sangunese: 吉林, translit.: Kitsurin?, Taesongean: 길림; RR: Gillim; MR: Killim), officially the Territory and State of Kirin (Sangunese: 吉林道と州, translit.: Kitsurin-dō to Shū?, Phineaner: Wilayah dan Negeri Kirin) and also known as State of Kirin Mambang Segara (Phineaner: Negeri Kirin Mambang Segara; Jawi: نڬري كيرين ممبڠ سڬارا), is a Phinbellan territory and state located in the southernmost of the Phinbellan Euran States region. It is the fourth largest state in the PES and Phinbella regions. Kirin covers an area of almost 19,000 square kilometres (7,300 sq mi) and has a population of 3.4 million. Kirin borders Paminorshan Free State to the northeast, Shandānø'kaí to the north, Kugelblitz and Tōyō'iwato State to the southeast and Kapavia to the southwest. The state is known for three rugged mountain ranges (Koroi, Miodag and Pannonian) that occupied the Kirinian border area especially the western and northern region and Karamakan Desert, a sprawling desert stretching to the west of the Paminorshan state. This state is also the state that has been crossed by the Southern Kōkai Railway line from the north to the center and ends at Kugelblitz.

Kirin has diverse of climates, deserts and types of rainforests. Although not as large as other states in the region, a high mountain range divides Kirin into three main historical and geographical regions, and have the three main rivers. However, about 14.8 percent of Kirin's land area is suitable for human habitation, especially on the coastal area and urban areas. Kirin is ethnically, culturally and linguistically diverse and the state was home to a number of ethnic groups, including the Phineaners, Eurphineonesians, Sangunese, Jings, Hui, Taesongeans, Kugelblitzers, Tōyō'iwatoans, Lontinians, Sibin, Osktravans, Germanians, Sephardis and Babkhans, as well as the immigrant community of Lorosaeans, Arbors, Çakaristanis, Buginese, Torajans, Tausug and Visayans. The state is famous for its local music genre known as Grupera, a subgenre of local PP-pop, and several traditional dances representing their respective ethnicities.

With a documented history spanning at least 800 years, several peoples and empires, including the Forajasakian kingdom or emirate, have vied for control of all or part of the region. In the -180BPs, it came under the rule of the Kingdom of Shandānø'kaí, which was later replaced by the Barinean Sultanate from -116BP to RP 2600. Since then, the region has been under the influence of the Babkhans several times and have a waves of migration of Sephardis. In 1623 AN, the state came under Bassaridian rule until 1717 AN. After that, the region was absorbed into the Order of the Holy Lakes and was once under the part of the realm of Desaremix in 1729 AN, before being absorbed into Phinbella (except Kugelblitz) after leaving the Order in 1757 AN as a standalone territory. In recent decades since Barinean rule, large oil and mineral reserves have been discovered in Kirin and it has become the largest petroleum and natural gas producing territory in Phinbella after Kōkai. In the 1760s, Kirin emerged as a one of the major domestic tourist destination in PES and Phinbella in particular.

The head of the territory is a Governor or Yang di-Pertua Wilayah/Negeri and the head of government is the Chief Minister. The state government is closely modeled on the Brettish Westminster parliamentary system, with the state administration divided into administrative districts. Phineaner is the official language of the state, but Istvanistani and several native and foreign languages are widely spoken. The economy is mainly based on services and agriculture.

Geography

Mount Yong Yap, highest point in Kirin located in Pannonian Mountains.

Kirin has a land area of 18,902.00 square kilometres (7,298.10 sq mi), and is located in the southernmost part of the Phinbellan Euran States region on the coast of the Austral Strait. Kirin is the sixth largest administrative division, fourth largest state in Phinbella and the fourth largest in the Phinbellan Euran States region after the Paminorshan Free State, covering almost one-eighth of the total area of the PES region and almost a quarter of the length of the region's borders with other countries in Eura. Kirin has half its territory covered by uninhabitable desert and arid steppe, with dotted oases conducive to habitation accounting for 14.8 percent of Kirin's total area by 1749 AN in the foothills of the Koroi and Pannonian mountains.

Mountain systems and basins

Pannonian Desert

Kirin State is divided into two large basins by the Pannonian Mountains that divide it, the Pannonian Basin in the northeast and the Iturup Basin in the southwest. The state has a total of 8 river basins, including two major basins. Other major mountain ranges in Kirin State include the Paminorshan Mountains in the northeast, the Koroi Mountains in the north (along the border with the unknown Constancian territory (formerly Banh Nam) and with Shandānø'kaí) and the Miodag Mountains in the south (shared with the Kapavia region). The highest point in the state is Mount Yong Yap, measuring over 2,800 meters above sea level in the Pannonian Mountains, other mountains found in the state are Liang Timur, Setiu, Irau, Siku, Nakawan, Mustafa and Yong Saku.

The basins in this state are cooler and receive a lot of rainfall although most of the Pannonian Basin is dominated by the Pannonian Desert. Nonetheless, it, too, has a large Kasuriawan Desert (also known as Katsuko Desert) in its northeast. The lowest point in the state and also in the entire region is at Katzarudan on the southern coast of the territory with a depth of 147 meters below sea level.

The Koroi mountain range marks the Kirin-Shandānø'kaí border on the 1752 m high Torugart Pass. The main road south of Kirin connects a town in the Kapavia region with Wakaf Baharu via the Jirayut Pass.

Rivers

Kirin has eight river basins over 80 kilometers long, including two major basins, Pannonian Basin and Iturup Basin. Of these, the Pannonian Basin is the largest, with an area of 7,412.84 square kilometers. It is the third largest river basin in the Phinbellan Euran States region after the Glayzer River basin in Kōkai. The Kirin River or Pannonia River is the longest river in the state, at about 250 kilometers long, and is the third longest river in this chain after the Glayzer River. It originates in the Pannonian Mountains and flows through the Pannonian Desert to the Austral Strait.

Climate

Köppen climate map of Kirin

A semi-arid or desert climate (Köppen BSk or BWk, respectively) occurs in Kirin, especially in the Pannonian Basin and several desert areas scattered in the south of the state. While in the Pannonian, Koroi and Miodag mountains have an extremely cold climate. A subarctic climate is common in the southern coastal and mountainous areas of the state and is rare in the northern coastal areas. The temperate climate with cool summers is only found scattered along the coastal areas of the state up to Paminorshan. The entire state has large seasonal temperature differences with cold winters. The hottest temperatures in the state in summer are recorded in the Pannonian Desert with air temperatures easily exceeding 40 °C (104 °F) to 50 °C (122 °F). Winter temperatures often fall below −10 °C (14 °F) to −20 °C (−4 °F) in the southern coastal areas and the highest mountain elevations. On 15.VI.1747 AN, the lowest temperature recorded for the state was −37.9 °C (−36.2 °F).

Annual rainfall in Kirin is approximately 2,300 millimetres (91 in), with the southern coastal areas of the state receiving an average of 4,200 millimetres (170 in) of rain. Despite the state's cold desert and high mountain climate, Kirin experiences two monsoon seasons: the northeast and southwest monsoons. The northwest monsoon occurs from May to September, while the southeast monsoon lasts from November to March, with the transitional months for the monsoon being April and October. The southeast monsoon, however, does not bring heavy rain, especially in the Pannonian Basin, while the northwest monsoon brings heavy rain and heavy snowfall from the Pannonian Mountains. The Pannonian Desert region also experiences snowfall in the middle of the year as a result of the northwest monsoon.

Government and politics

Kirin is a state in Phinbella dominated by a military faction or clique that has ruled since the Barinean era. The Kirin clique is a political faction that has shaped the state's identity since it ruled from -80BP. The Constitution of the State of Kirin Mambang Segara, codified in -40BP, is the supreme law of the state, consisting of 64 articles that govern the proceedings and powers of the state government. The Governor or Yang di-Pertua Wilayah/Negeri is the head of state of Kirin who is currently appointed by the President of Phinbella, previously by the Sultan of Barine and subsequently through legislative support. In practice, the role of the Governor is largely symbolic and ceremonial. This includes the power to appoint a head of government and to approve laws that have been passed by the state legislature.

Executive

The state government is led by a Chief Minister, assisted by 11 members of the State Executive Council (Exco) elected from among the members of Kirin State Legislative Assembly. The Kirin State Executive Council is the executive authority of the Kirin state government, similar in function to the federal Cabinet.
