The Fontainebleau Accords are a series of regularly scheduled high-level diplomatic summits, conferences, and negotiations between the Euran nations of Constancia, the Suren Confederacy, Nouvelle Alexandrie (then called Alduria-Wechua), and Zeed which started in 1691 AN. Its objectives were to preserve regional security and stability in Eura and to increase trade and cooperation between attending nations. The Accords are held in the city of Fontainebleau, in the New Alexandrian Region of Alduria.

The first round of the Accords, held in 1691 AN, resulted in a series of treaties and agreements which were considered a major foreign policy and economic victory for the Lavaud administration, which was struggling with a deteriorating political situation at home with the continued delay of the general elections initially scheduled for 1689 AN, but were to be held in 1693 AN.

Since 1691 AN, the Fontainebleau Accords have continued to meet with regularity, summoned by the request one of its member nations, resulting in greater cooperation and trade in Eura and in the creation of institutions like the Euran Economic Union, the Committee of Euran Salvation, and the Pan-Euran Highway. Currently, all of the attending nations of the Fontainebleau Accords are all members of the Raspur Pact.

Background

The idea for a major "concert of Eura" was initially proposed by the well-known Euran business magnate Maximinus Kerularios, who held the intricate interlocking commercial roles of CEO of Kerularios & Company, Director of Keltian Operations for the ESB-Jörmungandr Group, Inc., Imperial Senator of Constancia and concurrent member of the Federal Constituent Assembly of the Alduro-Wechua Federation. In a later interview, Mr. Kerularios recounted that he received the insight while contemplating the timeless, tantalizing beauty of Eura, one long weekend evening at the penthouse suites of The Insula Aqaba. Invitations were jointly issued under the seals of the Government of the Federation of Alduria and the Wechua Nation, Kerularios & Company, and the ESB Group on 21.II.1691 AN. Bombastic declarations from Nova Caradian politicians that wished death to the continent were received with concern in Alduria-Wechua, prompting the Lavaud administration to appoint Maximinus Kerularios as Ambassador Plenipotentiary and develop plans for the development of, at the very least, some form of protocol for common alignment on Euran matters of Euran nations.

The Surenshah, amused to have received the invitations at this moment, dispatched the redoubtable Shahbanu-uz-Spādānām, his indomitable mother-in-law who had led the resistance to Constancia and Raspur during the Second Euran War.

Zeed meanwhile, distracted by the need to commence elections for a new First Secretary of the Union State, dispatched a senior member of the All-Union Revolutionary Front, supported by the director of the country's fledgling armaments industry.

Proceedings

It was decided by the organizers that the picturesque location of the Aldurian city of Fontainebleau would be a perfect, peaceful backdrop for such a convocation of immense gravitas. The city was easily accessible via port and airport, away from the crowds, protestors, and traffic of the Aldurian capital. The city was also easily secured and near industrial sites such as the Ahvaz Auto Works, and very near the postcard-perfect beach resort town of Ciudad Santa. This was also a deliberate move by the Alduro-Wechua government to draw further attention, tourism, and investment to the declining southern Aldurian region, which, despite its relative geographic location to the Imperial State of Constancia, had been neglected by investor capital as of late, due to the immense pull of better investment returns in Santander and elsewhere in the recent expansions of the New Prosperity Plan. it was also an opportunity for a friendly demonstration match between the Alduria national football team and the Constancia national football team, and for an exhibition game between the Arboria Polo Federation team vs the Imperial Constancian Tzykanion Association team.

The delegations had assembled by 20.II.1691 AN, in time to witness the festivities outlined above.

The Suren delegation presented a request for the following items, deemed necessary by the Surenshahr for the protection of the southern frontier against the further northwards advance of the colonising forces:

In return the Suren Confederacy proposed to lift border restrictions along the Raspurid frontier, end the prohibition presently preventing the Honourable Company from operating within the country, and to enter into technical negotiations for the advancement of the Pan-Euran Highway project. The counterproposal received from the Prince of Molivadia obliged the Surenid delegation to make contact with the Surenshah for confirmation and guidance.

On the basis of instructions received from Surenshahr an intensive round of negotiations ensued, with much back and forth concerning the fate of Mehrshahr, and pouring over maps of the frontier regions between Constancia and the Suren.

News of the arrest of Alin Florescu, and the expulsion of the Partid Regalist from the coalition government in Nova Caradia, broke during these negotiations and was greeted cautiously by the delegates as a sign that the reckless expansionist tendency amongst the outlander settlers might be abating.

The ongoing conference was also an opportunity for the Raspur Pact and regional allies, Alduria-Wechua and Constancia, to separately discuss matters of mutual defense and economic interest, specifically the Razamin-Razjania question.

The Imperial Constancian Government likewise took the opportunity to begin direct informal talks with the Delegation of the Union of the Republics of Zeed, mediated by The Countess Palatine of Mirioth and Amity, with trade the primary topic of discussion and mutual interest.

The Autokrator of Constancia also managed to personally meet with his Aldurian counterparts, Jean-Michel Lavaud and Vicaquirao Alvarez.

Events after 1691

Eager to score a major political and diplomatic victory, the Government of Alduria-Wechua pushed the ratification of the First Fontainebleau Accords, which were swiftly ratified by the Federal Constituent Assembly after a lengthy debate on the matter. The ratification of the accords and the creation of the Euran Economic Union brought much prestige and cachet to the Lavaud administation.

The Imperial Constancian Embassy in Cardenas, through the Imperial Constancian Consulate-General in Punta Santiago, duly notified the Union through the secretariat in Fontainebleau, with apologies for the delay thanks to the rigorous requirements of complete staff work and due diligence demanded of the Primokratía, and begged leave to report that an Autokratorial Decree bearing date 15.VII.1694 had been secured and issued, duly ratifying the Treaty of Fontainebleau on the Establishment of a Euran Economic Union. Thereafter, the junior consular official, Kaye Bailey, attached to the Consulate-General in Punta Santiago but resident in Fontainebleau since 1691 was, effective 16.VII.1694, promoted to the designation of Chargé d'Affaires to the Imperial Constancian Mission to the Euran Economic Union and permanent alternate to the Integration Committee in the absence of senior officials.

As part of the Integration Committee, she begged leave to introduce a proposal for a Euran Gendarmerie Force, and advised further that a credit of the equivalent of 10 million Natopos in Imperial Staters was on standby at the Basileusan Bank for the use of the Union secretariat, and that a Euran Economic Union desk had likewise been opened at the Imperial Constancian Foreign Ministry to attend to Union concerns.

1696: Anti-Desertification

Concerned with the sustainability of life on Eura, at the beginning of the 1696 session, the delegation of the Imperial State of Constancia proposed the creation of a body to study efforts to combat desertification in Eura, as well as the best ways and means to prevent, reduce, and combat desertification.

As a pilot, the Imperial State of Constancia proposed the establishment of the Green Constancian Corridor astride the Pan-Euran Highway from Aqaba, Aqabah to Petropolis to Golshan-e Mey in Varaz to Raspur City, with a spur from Golshan-e Mey in Varaz to Badehshahr in Mitra, as well as an additional spur from Petropolis to Nivardom. To aid in the financial effort, the Imperial State of Constancia issued Green Bonds, and invited groups and individuals to donate to the Green Constancian Corridor Commission, and to contribute to its efforts.

1708: Committee of Euran Salvation

In 1708 AN, at the initiative of Esmeralda al-Osman, the Chief of Staff of the Trans-Euran Continental Theatre Command and Autokráteira of Constancia, the allied governments of Constancia and the Suren Confederacy, along with the occupation government of Zeed met at Mehrshahr to form the Committee of Euran Salvation (CES), for the purpose of enhancing their defence and security cooperation, and the coordination of their respective foreign policies. The committee, represented by the heads of government and ministers with responsibility for defence and internal security briefs for their respective nations, would be integrated into the command structure of the Trans-Euran Continental Theatre, replacing the political directorate of the General Staff, and would have the obligation to organise the commissariat and inspectorate functions of the allied forces active in the theatre of operations. The significant implications of the establishment of the CES would see in short order the negotiation of the third treaty so as to apportion responsibilities between the EEU and CES as well as to establish the framework for relations between these two bodies and the Trans-Euran Command of the Raspur Pact.

1726: A Stronger Eura

An assessment of the 1725 Constancian crisis and the ongoing Recession of 1726 weighed heavily on the delegates, as allied governments and representatives began discussions on how to move forward stronger in light of these events. By late 1728, ideas began percolating on the establishment of a Council for Mutual Economic Assistance, or an organization for economic cooperation and development.
