The National Qullqa System is a network of state-owned and operated warehouses and attached military or civil law enforcement installations, established and maintained by the federal and regional governments of Nouvelle Alexandrie. The system originated in the storehouse system instituted by past Sapa Wechuas in the Wechua Nation. The National Qullqa System has its roots in the ancient storehouse system established by the Sapa Wechuas in the Wechua Nation. The initial stockpile was established in 1717 AN, with the goal of maintaining a sufficient supply of medical resources to respond to any emergency situation. The National Health Reserves is technically part of the National Qullqa System as it uses many of its already existing facilities and storehouses for its stockpile. With the creation of the NHR, medical supplies, vaccines, medicine, and other medical-related stockpiles passed to be administered by the NHR. Both the NHR and the National Qullqa System work together to maintain national readiness for all crises and emergencies.

Management and Operations

The National Qullqa System is managed by the Federal Emergency and Disaster Management Administration (FEDMA), a dedicated agency under the Council of State of Nouvelle Alexandrie. FEDMA is in close cooperation with regional governments and military or civil law enforcement agencies. The agency is responsible for the overall coordination, maintenance, and security of the storage facilities.
