The CATO Commissioner of Peace for Anglien | The CATO Commissioner of Peace for Anglien was an office established by the Concord Council in X.1754, concurrent with the promulgation of the Charter of Anglien. The Commissioner served as the Concord Alliance's senior representative in the duchy and as the primary coordinator of all CATO assistance programs, including the Concord Alliance Military Assistance Mission to Anglien (CAMA-A), humanitarian reconstruction support, and institutional development programs. | ||
The | The last Commissioner was Alejandro Fuentes-Villanueva, a New Alexandrian diplomat and former senior official of the New Alexandrian Department of State who served as deputy chief of mission at the New Alexandrian embassy in Constancia before his appointment to Anglien. He was selected by the Concord Council on the recommendation of Nouvelle Alexandrie and Natopia jointly, a selection process that reflected both nations' status as the primary contributors to the intervention and reconstruction effort. Commissioner Fuentes-Villanueva held a renewable two-year mandate and stepped down on the certification of the constitutional referendum on 26.VII.1759, as he had committed to do once the constitutional process concluded. | ||
The Commissioner's office | The Commissioner's office maintained a formal residence in Johannsessbuurg and kept a permanent representative present at all sessions of the Diet of Anglien, who could address the chamber on matters concerning CATO's assistance mandate. The Commissioner held a standing right of audience with the Sovereign Duke and ex officio observer status at all TRCA proceedings. His office exercised the authority to certify the 1759 constitutional referendum's conduct and results, and confirmed the ratification on 26.VII.1759, providing an international legitimacy guarantee for the constitutional transition. | ||
The Commissioner | The Commissioner held no formal authority over the Anglian government. Its practical influence was exercised through control of CATO funding flows, which were tied to benchmarks including rule-of-law standards and political pluralism that the Sovereign Duke had formally accepted as conditions of CATO support in the Charter's Chapter IX. Several Diet delegates have described this conditionality framework as a more effective constraint on ducal authority than the Charter's formal provisions, a characterization the Commissioner's office has declined to confirm or deny. | ||

The duchy's security rests on the Treaty of Johannsessbuurg, a protection treaty signed alongside the Charter of Anglien under which Natopia is committed to treating any armed attack on Anglien as an attack on Natopian sovereign interests. Under this arrangement Natopia has maintained a garrison of approximately 1,800 troops at Johannsessbuurg, separate from the CAMA-A training mission. Following the referendum's certification, that garrison has begun to draw down toward full withdrawal. The terms have drawn criticism within the Diet from several directions. The foreign relations of the Free Duchy of Anglien are conducted by the Government through the Ministry of External Affairs of Anglien, one of the ministries of the Council of Ministers. Under the Constitution, in force since 1.VIII.1759 AN, foreign policy is set by the Government and is answerable to the Diet, with the Sovereign Duke retaining the ceremonial functions of head of state; under the Charter that preceded it, the Duke had held primary responsibility for external affairs. Since independence in X.1754 AN, the duchy has followed a policy of active non-alignment, engaging broadly across Apollonia and the wider Micran community without seeking membership in any military alliance or collective security organization.
Anglien's independence followed the CATO-coordinated military intervention that ended the NKR occupation between XIII.1753 AN and IX.1754 AN. The Lac Glacei Act, adopted by the Senate of the Lakes on 23.XII.1754 AN, formally recognized the Free Duchy as an independent polity under Duke Edgard III and simultaneously incorporated the remnant Grand Duchy of Lac Glacei into the Order of the Holy Lakes, establishing the international legal foundation for Anglien's sovereignty. Concord Alliance grant transfers cover approximately 58 percent of transitional expenditure, and the Anglian mark is pegged to the Natopian natopo. The duchy nonetheless operates with a distinct diplomatic identity. Sovereign Duke Edgard III has consistently characterized the protection arrangement with Natopia as "a temporary scaffolding rather than a permanent condition", insisting that the duchy's long-term foreign policy is its own to determine. The permanent Constitution of Anglien was ratified at referendum on 7.VII.1759 AN and entered into force on 1.VIII.1759 AN; following the duchy's first competitive election of XII.1759 AN, the protection arrangement is winding down toward full withdrawal.
Treaty-making requires the approval of the Diet of Anglien. Treaties of alliance, those with territorial significance, or those creating lasting financial obligations must be ratified by a simple majority of the Diet, and treaties with territorial significance also require the consent of the Burgenraat. Throughout the transitional period the CATO Commissioner of Peace for Anglien held a consultative role in negotiations that touched on Concord Alliance obligations, without veto power; that office concluded at the referendum's certification on 26.VII.1759 AN. The duchy's first bilateral treaties, with the Confederate States of Floria and the Order of the Holy Lakes, have been under negotiation since 1756 AN, with draft texts agreed at the working level in 1757 AN. A Treaty of Friendship and Non-Aggression with Çakaristan, negotiated at Johannsessbuurg earlier in 1757 AN, was signed on 10.III.1757 AN and awaits ratification; it is the first bilateral treaty the duchy has concluded since the Treaty of Johannsessbuurg. A negotiating text with Vegno is under discussion, and a treaty track has been opened with Craitland.
Foreign policy doctrine
The foreign policy of the Free Duchy rests on a doctrine the government describes as active non-alignment. In an address to the Diet of Anglien in II.1756 AN, Minister of External Affairs Anneke Brandsen set out the doctrine as three commitments: the duchy will seek membership in no military alliance or collective security organization; it will engage with every state and people of Micras willing to engage with it, without ideological precondition; and it will settle its disputes exclusively by peaceful means. The address remains the fullest official statement of the duchy's foreign policy and has been cited in subsequent Diet debates as the baseline against which individual decisions of the Ministry are measured.
The Anglo-Saksen and Crandish communities that make up most of Anglien's population share traditions of mercantile enterprise and civic self-governance, along with a longstanding skepticism of distant authority. These have shaped a foreign policy oriented toward trade, multilateral participation, and deliberate independence from the major alliance blocs.
The doctrine also draws on the duchy's recent history. Anglien owes its independence to a foreign military intervention, and its government has drawn two conclusions from that fact that pull in different directions. The first is that a small polity cannot secure itself alone; the occupation demonstrated what follows when no outside power is committed to a small state's survival. The second is that the duchy's long-term safety cannot rest on permanent attachment to any one protector or bloc, since the alignments that produce protection in one decade can produce entanglement in the next. The government's resolution of this tension is the bounded protection arrangement with Natopia: a guarantee accepted on a defined timeline, paired with the refusal of any standing alliance once that timeline ends. Brandsen's 1756 AN address presented the duchy's accession to the Micras Treaty Organization and its bilateral treaty program as the intended replacement for the protection arrangement, with international law and broad relationships doing the work that the Natopian guarantee performs during the transition.
Non-alignment
Anglien has established that it will not seek membership in any international alliance or collective security organization, including the Raspur Pact, the Concord Alliance, the Xäiville Convention, or the Apollonian-Benacian Community. The government's position is that formal alliance commitments would limit the duchy's ability to engage freely with the full range of Micran states, many of which sit outside either bloc or are neutral themselves. Officials have been careful to distinguish this posture from strict neutrality. Anglien does not claim indifference to the security order that made its independence possible, and the duchy benefits from a Natopian protection guarantee that would be difficult to reconcile with formal neutrality. Its policy is rather to preserve the freedom to cooperate case by case, without prior obligations to any collective security framework.
The government has given three reasons for stopping short of declared neutrality. The first is legal: the Treaty of Johannsessbuurg commits a foreign power to the duchy's defense, and a state under such a guarantee cannot plausibly claim neutral status. The second is moral, and officials have stated it bluntly. The duchy was the site of ethnic cleansing and mass extrajudicial killing within living memory, its transitional institutions exist to prosecute those crimes, and a government built on that foundation does not present itself as indifferent between aggressors and their victims. The third is practical: neutrality is a status that must be defended to be credible, and the Anglian Ducal Guard and Anglian Maritime Service are not yet capable of defending it. In her 1756 AN address, Brandsen described neutrality as "a status the duchy could neither honestly claim nor credibly defend."
The non-alignment policy is not without critics. Several delegates in the Diet of Anglien have argued that the duchy already operates in a de facto relationship of dependence on CATO, and that formal membership would provide more influence over the terms of that relationship than the current arrangement affords. The government held that the 1759 constitutional referendum was the appropriate moment to settle the question, and that commitments taken before the duchy had a permanent constitution and elected government would be premature. The referendum's ratification of the Constitution entrenched non-alignment, amendable only by a two-thirds majority of each chamber together with a national referendum.
Universal engagement
The second commitment of the doctrine is engagement with all states and peoples of Micras without ideological precondition. The Ministry of External Affairs maintains relations across the alignments of northern Apollonia and beyond: with Concord Alliance members, with the Order of the Holy Lakes as a member of the Apollonian–Benacian Community, with Meckelnburgh, with Çakaristan, and with unaligned states including Floria and Craitland. The government applies no test of governmental form or bloc membership to the opening of relations, holding that a small trading state is served by the widest possible set of partners and that conditioning engagement on the internal character of other states is a luxury available only to powers that can afford to forgo trade.
The duchy's treaty practice illustrates the policy. The treaty under negotiation with the Order of the Holy Lakes engages a member of the Apollonian–Benacian Community; the treaty under negotiation with Floria engages a former Raspur Pact member that has itself adopted a neutral course; and the treaty signed with Çakaristan on 10.III.1757 AN, the duchy's first concluded bilateral instrument since independence, engages an empire that stands outside the major alliance blocs. Officials have presented the set as deliberate, saying the duchy's treaty practice follows its interests rather than any bloc's preferences. The one stated limit on universal engagement is the duchy's transitional justice mandate: the government does not extend cooperation to entities that harbor or finance persons indicted for crimes of the NKR period, a position reflected in the justice provisions of the draft Order of the Holy Lakes treaty and in Article X of the signed Çakaristan treaty, under which neither party may grant refuge, amnesty, or immunity to persons indicted before the competent tribunals of the other.
Regional engagement
Anglien's immediate neighborhood in northern Apollonia includes Raspur Pact members, Concord Alliance states, Xäiville Convention members, and the Order of the Holy Lakes to the east (itself a member of the Apollonian–Benacian Community), as well as unaligned nations. The Ministry of External Affairs of Anglien has pursued ties with each on their own terms. The duchy has a practical stake in keeping trade routes open and in maintaining cooperative relations with the Order of the Holy Lakes, which absorbed the remnant Grand Duchy of Lac Glacei and now shares a border with Anglien's eastern frontier. Meckelnburgh to the northwest, whose forces operated alongside the Natopian expedition during the intervention, has become an early and constructive bilateral partner; High North Air Lines, founded in 1755 AN and based in Fenixtune, Iselande, operates a daily commercial service between Fenixtune and Johannsessbuurg, providing the duchy's first scheduled international air connection.
Trade and economic policy
Dependence on CATO grants and the natopo peg constrain the duchy's economic freedom in ways that formal sovereignty alone cannot resolve. Trade policy has become a central tool of foreign policy as a result. Early priorities include fisheries and maritime commerce, opening reconstruction contracts to non-CATO firms, and developing commercial ties with other Apollonian nations. Diversifying the revenue base beyond the duchy's security guarantors is a stated objective of the Ministry of External Affairs and is considered essential to making the eventual end of the CATO protection arrangement economically viable. The free trade provisions of the draft treaty with the Order of the Holy Lakes, the treaty under negotiation with Floria, and the most-favored-nation and air services provisions of the signed treaty with Çakaristan are the first concrete steps toward that objective.
Multilateral engagement
Anglien acceded to the Micras Treaty Organization in 1755 AN, its first multilateral commitment. The government has focused on organizations that carry no alliance obligations, treating international legal frameworks as a way to anchor sovereignty beyond the bilateral relationships inherited from the intervention period. Accession to the MTO's non-aggression, judicial, and intellectual property instruments reflects the government's priority of building credible state institutions that will function independently of CATO support once the protection arrangement concludes. The choice of the MTO's Common Court as the dispute settlement forum in both pending bilateral treaties extends this approach into the duchy's treaty practice.
CATO Commissioner of Peace for Anglien
The CATO Commissioner of Peace for Anglien was an office established by the Concord Council in X.1754 AN, concurrent with the promulgation of the Charter of Anglien. The Commissioner served as the Concord Alliance's senior representative in the duchy and as the primary coordinator of all CATO assistance programs, including the Concord Alliance Military Assistance Mission to Anglien (CAMA-A), humanitarian reconstruction support, and institutional development programs.
The last Commissioner was Alejandro Fuentes-Villanueva, a New Alexandrian diplomat and former senior official of the New Alexandrian Department of State who served as deputy chief of mission at the New Alexandrian embassy in Constancia before his appointment to Anglien. He was selected by the Concord Council on the recommendation of Nouvelle Alexandrie and Natopia jointly, a selection process that reflected both nations' status as the primary contributors to the intervention and reconstruction effort. Commissioner Fuentes-Villanueva held a renewable two-year mandate and stepped down on the certification of the constitutional referendum on 26.VII.1759 AN, as he had committed to do once the constitutional process concluded.
The Commissioner's office maintained a formal residence in Johannsessbuurg and kept a permanent representative present at all sessions of the Diet of Anglien, who could address the chamber on matters concerning CATO's assistance mandate. The Commissioner held a standing right of audience with the Sovereign Duke and ex officio observer status at all TRCA proceedings. His office exercised the authority to certify the 1759 constitutional referendum's conduct and results, and confirmed the ratification on 26.VII.1759 AN, providing an international legitimacy guarantee for the constitutional transition.
The Commissioner held no formal authority over the Anglian government.
The office concluded with the certification of the constitutional referendum on 26.VII.1759 AN and is being wound down over the constitutional transition. The Concord Council confirmed that it would not be maintained beyond that transition, the constitutional benchmarks having been met.
Concord Alliance Military Assistance Mission to Anglien
The Concord Alliance Military Assistance Mission to Anglien (CAMA-A) is the principal vehicle through which the Concord Alliance's member states are professionalizing and equipping the duchy's armed forces. Established by a Concord Council resolution in X.1754 AN, CAMA-A is funded collectively by CATO member states and administered through a joint command headquartered in Johannsessbuurg. Personnel and materiel are contributed by all Concord Alliance member states in asymmetric roles reflecting each nation's capabilities, with Natopia providing the largest contingent by virtue of its existing garrison presence.
The mission is commanded by Brigadier General Ilias Marcadet (Natopian), who reports jointly to the Court of the Verdant Gardens in Lindstrom and to the CATO Commissioner of Peace. CAMA-A operates on a rolling three-year mandate subject to renewal by the Concord Council, with benchmarks tied to measurable improvements in Anglian force readiness, logistics capacity, and officer professionalism. The mandate was renewed by Concord Council Resolution CC/1757/21 of 9.XIV.1757 AN, carrying the mission through the constitutional transition set for 1759 AN.
CAMA-A's activities extend beyond the military domain. Its civilian advisory component, drawn from New Alexandrian, Aerlan, and Natopian legal and administrative professionals, provides institutional support to the Transitional Judiciary of the Free Duchy of Anglien, the Truth and Reconciliation Commission of Anglien, and the bailiwick court system. Its rule-of-law advisory contingent has trained the majority of Anglien's transitional judiciary, most of whom had no formal legal background prior to their appointment. A dedicated press development grant, administered through the CAMA-A civilian advisory office, funded the establishment of the duchy's first independent newspapers in XII.1754 AN.
The mission is concluding its military functions, a wind-down timed to the 1759 AN constitutional process and the duchy's first general election. A residual advisory presence in the Ministry of Defense may continue beyond that point under a bilateral arrangement with Natopia, separate from the CATO framework, though the terms have not yet been negotiated.
Protection arrangement
The duchy's security rests on the Treaty of Johannsessbuurg, a protection treaty signed alongside the Charter of Anglien under which Natopia is committed to treating any armed attack on Anglien as an attack on Natopian sovereign interests. Under this arrangement Natopia has maintained a garrison of approximately 1,800 troops at Johannsessbuurg, separate from the CAMA-A training mission. Following the referendum's certification, that garrison has begun to draw down toward full withdrawal. This is not a formal alliance, as Anglien has no mutual defense obligation toward Natopia or any Concord Alliance member, and its armed forces operate under Anglian command.
The protection arrangement is structured around a defined exit timeline. Under the terms negotiated between Eduard Vogt and the CATO Commissioner of Peace during the Charter's drafting, the arrangement concludes on a defined sequence: the ratification of the permanent constitution by national referendum, achieved on 7.VII.1759 AN; the transition from the Constitutional Diet to a permanent elected legislature; and the conduct of the duchy's first competitive election, held in XII.1759 AN. The garrison drawdown began following the certified referendum result and is to be completed within six months of that election, ending the Natopian military presence.
The terms have drawn criticism within the Diet from several directions. Some members see the CATO Commissioner's consultative role as a soft constraint on the duchy's freedom of action; others argue that the treaty's asymmetry gives Anglien the costs of dependence without the influence that formal membership would bring. The government has maintained that the arrangement's value is precisely that it is temporary, and that its bounded duration makes it compatible with the non-alignment policy rather than a contradiction of it.
Bilateral treaties
The duchy's treaty practice during the transitional period has been deliberately limited. The Treaty of Johannsessbuurg, signed alongside the Charter in X.1754 AN, remains the only bilateral treaty in force; its terms and exit timeline are described in the Protection arrangement section above. On 10.III.1757 AN the duchy signed a Treaty of Friendship and Non-Aggression with Çakaristan at Johannsessbuurg, its first bilateral treaty concluded since independence; the treaty enters into force upon ratification by both states, with ratification by the Diet of Anglien expected as a matter of government practice and ratification on the Çakari side proceeding under the Akbar Constitution. Two further treaties have been under negotiation since 1756 AN, with draft texts agreed at the working level in 1757 AN; both await signature and ratification. Under the Charter, the Order of the Holy Lakes treaty requires Diet ratification on grounds of territorial significance (its maritime boundary provisions) and lasting financial obligation (its tariff schedule), while the Floria and Çakaristan treaties are submitted to the Diet as a matter of government practice. The CATO Commissioner of Peace for Anglien was consulted on all three negotiations and raised no objection.
| Treaty | Counterparty | Status | Principal provisions |
|---|---|---|---|
| Treaty of Johannsessbuurg | In force since X.1754 AN | Protection guarantee committing Natopia to treat any armed attack on Anglien as an attack on Natopian sovereign interests; garrison of approximately 1,800 troops at Johannsessbuurg, drawing down to full withdrawal within six months of the first election; no reciprocal defense obligation on Anglien, whose armed forces remain under Anglian command; defined exit timeline tied to the 1759 AN constitutional process, with drawdown to be completed within six months of the first elections. | |
| Treaty of Friendship and Non-Aggression | Signed 10.III.1757 AN; awaiting ratification | Non-aggression; mutual recognition, including of the territorial settlements arising from the Lac Glacei Act; most-favored-nation treatment in bilateral trade; scheduled air services; visa-free travel (90 days); full faith and credit for civil public acts; cooperation on the investigation and prosecution of NKR-period crimes, including the surrender of indicted persons and a bar on refuge, amnesty, or immunity; express exclusion of alliance. | |
| Treaty of Friendship and Cooperation | Under negotiation since 1756 AN; draft agreed 1757 AN | Non-aggression; maritime boundary delimitation; freedom of navigation including the Sea of the Purple Isles; phased free trade; visa-free travel (90 days; 200 days for students); cooperation on NKR-period war crimes prosecution and suppression of the residual Nü Krantisk Rapskaff insurgency. | |
| Treaty of Friendship and Non-Aggression | Under negotiation since 1756 AN; draft agreed 1757 AN | Non-aggression; establishment of diplomatic relations; visa-free travel (90 days); peaceful settlement of disputes through the Micras Treaty Organization; express exclusion of alliance. | |
| Treaty of Friendship and Cooperation | Negotiating text under discussion since 1757 AN | Non-aggression; freedom of navigation and port access; air services; free trade in five annual stages; visa-free travel (90 days; 200 for students); displaced-persons framework for the Anglian refugee community in Vegno; express exclusion of alliance. |
All four friendship treaty texts contain provisions expressly excluding alliance, mutual defense obligations, and security coordination, consistent with the duchy's non-alignment policy. The cooperation provisions of the Order of the Holy Lakes treaty concerning the Nü Krantisk Rapskaff and of Article X of the Çakaristan treaty concerning NKR-period crimes are framed as matters of justice and law enforcement rather than military cooperation.
Bilateral relations
| Country | Relations since | Status | Diplomatic missions | Notes | Details |
|---|---|---|---|---|---|
| 1754 AN | Closest partner | Natopian Embassy in Johannsessbuurg; Anglian Embassy in Lindstrom | Protection treaty signatory, principal security guarantor, and largest source of CATO reconstruction funding. Empress Clara I authorized the intervention that ended the NKR occupation. The Natopian community in Anglien includes the garrison, CAMA-A personnel, and reconstruction contractors. | See Anglien–Natopia relations | |
| 1754 AN | Close | New Alexandrian Embassy in Johannsessbuurg; Anglian Embassy in Cárdenas | A principal CATO contributor to the intervention and the source of the CATO Commissioner of Peace who served through the transitional period. The duchy's Alexandrian Nazarene community, which holds three Diet seats, provides a sustained cultural basis for the relationship. The dynastic ties run deeper still: Sovereign Duke Edgard III's grandchildren through Empress Clara I and Sinchi Roca II stand in the New Alexandrian line of succession. Nouvelle Alexandrie also hosts the largest Mala'anje diaspora community outside Anglien itself. By 1757 AN, the relationship had expanded into energy technology and development finance through the Aquaria Cascade reactor investment and the Bliven Fund talks. | See Anglien–Nouvelle Alexandrie relations | |
| 1754 AN | Established | Oportian Embassy in Johannsessbuurg; Anglian Embassy in Vanie | Oportia's own post-conflict transitional experience, following the Fourth Euran War and the Vanie Accords of 1745, has made it a useful interlocutor on the challenges of reconstruction and constitutional transition. The relationship carries no security dimension and operates largely through trade and cultural exchanges. | See Anglien–Oportia relations | |
| 1754 AN | Close | Aerlan Embassy in Johannsessbuurg; Anglian Embassy in Noursala | The Aerlan-Glaceian Famine Prevention Mission contributed 5,200 peacekeepers to the intervention period and provided the intelligence product that shaped the Natopian operational approach. Aerlan maritime advisors within CAMA-A have led the development of the Anglian Maritime Service. The humanitarian character of Aerla's involvement has set the tone for the relationship. | See Anglien–Aerla relations | |
| 1754 AN | Close | Vegno Embassy in Johannsessbuurg; Anglian Embassy in Cossa | A CATO member that contributed personnel and materiel to CAMA-A and maintained supply lines critical to the civilian population during the clearing phase of the intervention. Cardinal Étienne Lavoie, Bishop of Anglien, resided in Vegno from III.1753 AN until his return to Johannsessbuurg in VIII.1756 AN, coordinating humanitarian assistance to the Anglian refugee community there; the exile years, and the refugee community that remains in the Republic, have given the bilateral relationship a pastoral and humanitarian dimension alongside its military one. A Treaty of Friendship and Cooperation has been under negotiation since 1757 AN, with the text under discussion. | See Anglien–Vegno relations | |
| 1754 AN | Close | Missions under discussion | A CATO member whose airborne contingent, drawn from the Mondosphere airmobile establishment, conducted the parachute seizure of Bergbuurg during the intervention. The EZWI Bergbuurg operation, combined with the rising of the Bergbuurg Underground, brought the city's surrender without major urban fighting. Post-conflict engagement has continued through the CATO stabilization framework. | See Anglien–East Zimia and the Wallis Islands relations | |
| 1754 AN | Close | Missions under discussion | A CATO member whose battalion-strength counter-insurgency contingent deployed to Anglien from late X.1754 AN under the Concord Council's stabilization framework. The contingent, which draws on Western Corum's own recent experience of counter-insurgency operations, is tasked with the suppression of the residual NKR insurgency in the duchy's rural districts and operates in coordination with the Anglian Ducal Guard. | See Anglien–Western Corum relations | |
| 1754 AN | Close | Embassy in Huyenkula; Order Embassy in Johannsessbuurg | Relations opened when the Order incorporated the remnant Grand Duchy of Lac Glacei under the Lac Glacei Act. The two states share a border and populations with roots in the former Lac Glaceian state. The TRCA's proceedings concern events that occurred on what is now partly Order territory, requiring ongoing coordination. A Treaty of Friendship and Cooperation has been under negotiation since 1756 AN, covering the maritime boundary, freedom of navigation, phased free trade, movement of persons, and cooperation on NKR-period justice; a draft text was agreed at the working level in 1757 AN. | See Anglien–Order of the Holy Lakes relations | |
| 1754 AN | Close | Meckelnburgh liaison mission in Johannsessbuurg under discussion; Anglian trade liaison in Alexandretta | Meckelnburgh forces operated alongside the Natopian expedition and recognized Anglien's sovereignty without reservation. The post-intervention relationship has been constructive; Meckelnburgh's PRIMA partnership with Lanzerwald has attracted interest within the Ministry of External Affairs as a model for bilateral cooperation independent of major alliance frameworks. High North Air Lines, based in Fenixtune, Iselande, operates a daily commercial service to Johannsessbuurg as of 1755 AN. | See Anglien–Meckelnburgh relations | |
| 1754 AN | Close | Constancian Embassy in Johannsessbuurg | Constancia recognized the Free Duchy by Autokratorial Decree of 2.IX.1754 AN, one of the earliest recognitions by a state outside the CATO framework, and Ambassador Gemistos Bessarion was accredited to Johannsessbuurg on 5.IX.1754 AN. The relationship carries a dynastic dimension: Sovereign Duke Edgard III stands in the Constancian imperial succession under the Petropolis Compact of 1734 AN and holds the rank of Grand Knight Commander of the Order of the Royal Blood. Constancia's civil-law tradition informed the procedural design of the Transitional Judiciary. Anglien is in the process of establishing a resident mission in Astérapolis. | See Anglien–Constancia relations | |
| 1757 AN | Treaty signed | Resident missions to be exchanged under the treaty | The two states were co-belligerents against the Nü Krantisk Repüblik on separate fronts: Çakari forces conducted Operation: Him Shul in Frankish Cognito from 1753 AN, while Anglien's liberation came through the CATO-coordinated intervention. The Lac Glacei Act recognized both the Free Duchy's independence and the transfer of authority in Frankish Cognito to Çakaristan, giving the two states a common legal foundation in the post-Lac Glaceian settlement. A Treaty of Friendship and Non-Aggression was signed at Johannsessbuurg on 10.III.1757 AN and awaits ratification by both states. | See Anglien–Çakaristan relations | |
| 1756 AN | Treaty under negotiation | — | Left the Raspur Pact in 1727 AN and has since maintained neutrality. Its central Apollonian location and non-aligned status made it a priority for the Ministry of External Affairs as a potential trade partner. A Treaty of Friendship and Non-Aggression has been under negotiation since 1756 AN, providing for non-aggression, the establishment of diplomatic relations, and reciprocal visa-free travel of 90 days; a draft text was agreed at the working level in 1757 AN. The draft would be the duchy's first bilateral instrument with a state outside the Concord Alliance framework and the Order of the Holy Lakes. | See Anglien–Floria relations | |
| — | Treaty under discussion | — | Pacifistic constitutional monarchy in northwestern Apollonia. Craitland's preference for trade-based and multilateral diplomacy is broadly compatible with Anglien's own approach, and a treaty of friendship is under discussion between the two governments. | See Anglien–Craitland relations |

Multilateral relations
Anglien joined the Micras Treaty Organization in 1755 AN. The duchy has ratified the following MTO instruments:
| Treaty | Status |
|---|---|
| MTO General Membership Treaty | |
| Small Treaty of Non-Aggression | |
| Convention on the Establishment of a Common Court | |
| Micras Intellectual Property Protection Act (MIPPA) | |
| Treaty to Establish the International Commission |
The choice of instruments reflects the government's priorities: non-aggression, access to international courts, intellectual property protection as groundwork for economic development, and participation in shared institutions. The duchy has not yet signed the Small Convention on Forum Based Weapons or the Convention on Civil Aviation, though both remain under active consideration.
Constitutional framework
Under the Constitution, in force since 1.VIII.1759 AN, foreign relations are conducted by the Government through the Ministry of External Affairs within the Council of Ministers of Anglien, answerable to the Diet, with the Sovereign Duke's role in external affairs ceremonial. The principal features are:
- Treaty ratification: treaties of alliance, territorial significance, or lasting financial obligation require ratification by a simple majority of the Diet before coming into force, and treaties with territorial significance also require the consent of the Burgenraat.
- Ceremonial functions: the Sovereign Duke receives and accredits ambassadors and signs instruments of ratification on the advice of the Government.
Under the Charter that preceded the Constitution, the Duke had held primary responsibility for foreign relations as a ducal prerogative, and the CATO Commissioner of Peace had been formally consulted on negotiations touching on Concord Alliance obligations in an advisory role without veto; that office concluded with the certification of the constitutional referendum.
The Diet's Committee on CATO Relations and External Affairs, chaired by Henrikke Baumgartner, drafted the permanent constitution's foreign affairs chapter. The central question before the Committee was whether to enshrine non-alignment as a constitutional principle, reversible only by special procedure, or to leave the question to ordinary legislation. The debate divided the Committee along lines that did not map neatly onto the bailiwick factions: the most consistent advocates of entrenchment sat among the interior and eastern delegates, for whom entrenchment was the meaning of independence, while the Johannsessbuurg benches argued for flexibility, supported by several Anglo-Saksen coastal delegates and by the ducal-appointment Alexandrian Nazarene seats, whose communities tend to view continued engagement with CATO-aligned states as culturally and economically beneficial. The entrenchment position prevailed. The adopted constitutional text of II.1759 AN makes non-alignment amendable only by two-thirds of each chamber together with approval at a national referendum; it was ratified at the referendum of 7.VII.1759 AN and entered into force on 1.VIII.1759 AN.
