The Ministry of External Affairs of Anglien (Crandan: Ministerium fonn Butenlandse Saken) is the governmental department responsible for the foreign relations of the Free Duchy of Anglien. Established in 1754 AN under the Charter of Anglien, it is one of the ministries of the Council of Ministers and the principal instrument of the duchy's diplomacy. Since the Constitution came into force in 1759 AN, foreign policy has been set by the Government through the Council of Ministers and is answerable to the Diet, with the Sovereign Duke retaining the ceremonial functions of head of state.
The Minister of External Affairs is Sanne Okkerse of te Verzetsbond, who took the portfolio on the formation of the first elected government under Prime Minister Klaes Boerhaaf in XIII.1759 AN. She succeeded Anneke Brandsen, a career diplomatic officer of the former Lac Glaceian foreign service who led the ministry throughout the transitional period. Brandsen had served at Monte Glacei's mission to Hurmu before the NKR insurrection and was among the few senior Lac Glaceian diplomats who remained in Anglien throughout the occupation without entering NKR employment.
History
The Ministry of External Affairs was constituted by the Charter in X.1754 AN as one of the five ministerial portfolios within the Council of Ministers. It assumed functions that had been exercised before the insurrection by the Lac Glaceian foreign service on the canton's behalf, and that during the NKR insurrection had either lapsed altogether or been conducted through the unrecognized apparatus of the Nü Krantisk Repüblik. By the time the Charter was promulgated, Anglien had no diplomatic missions abroad, no resident foreign missions in Johannsessbuurg, and no foreign service of its own.
Rebuilding began before the Ministry was formally established. The drafting of the Charter between VIII and X.1754 AN had itself required continuous diplomatic work, conducted jointly by Eduard Vogt for the prospective Anglian administration and by the CATO Commissioner of Peace on behalf of the Concord Alliance. The same months saw the first formal recognitions of Anglien's sovereignty by third states: Natopia and Nouvelle Alexandrie through their role in the intervention, and Constancia by Autokratorial Decree on 2.IX.1754 AN, which brought Gemistos Bessarion to Johannsessbuurg as the duchy's first accredited ambassador from a state outside the CATO framework. Recognition by the Monte Glacei government in VIII.1754 AN and the subsequent Lac Glacei Act of 23.XII.1754 AN provided the international legal foundation on which the Ministry would build.
Brandsen was appointed to the portfolio in X.1754 AN, at the same session in which Edgard III constituted the Council of Ministers. Her appointment drew on a professional background unusual within the transitional government. Most members of the Council came to office through the resistance, the surviving bailiwick administration, or the civil service of the pre-insurrection canton; Brandsen brought a record of work in Lac Glaceian diplomatic posts abroad, including a tour at the Monte Glacei mission to Hurmu, and a period as head of the mission's consular section before her return to Anglien in 1751 AN. Her continued presence in Anglien throughout the NKR period, reportedly in an uncollaborating private capacity in the Bahira interior, was a matter of established record within the surviving diplomatic community. She led the Ministry until the first elected government took office in XIII.1759 AN, when the External Affairs portfolio passed to Sanne Okkerse.
The Ministry's early months were directed at establishing basic functionality. The foundational statutes passed by the Diet of Anglien in its first session of XI.1754 AN included the authorizations needed to accredit ambassadors, establish resident missions, and accept foreign missions to Johannsessbuurg. The first resident foreign embassies, which were Natopia, Aerla, and Constancia, opened in XI.1754 AN; Nouvelle Alexandrie and Vegno followed in XII.1754 AN. Anglien's own missions abroad opened progressively through 1755 AN.
Constitutional framework
Under the Charter, foreign relations were a ducal prerogative exercised through the Ministry and the Council of Ministers, with the Sovereign Duke receiving and accrediting ambassadors, negotiating sub-treaty agreements, and issuing foreign policy declarations subject to review by the Diet's Committee on CATO Relations and External Affairs. Under the permanent Constitution, in force since 1.VIII.1759 AN, foreign policy is conducted by the Government through the Ministry and the Council of Ministers and is answerable to the Diet, while the Sovereign Duke's part in external affairs is ceremonial.
Three categories of international instrument require ratification by the Diet before entering into force: treaties of alliance, treaties with territorial significance, and treaties creating lasting financial obligations. Ratification in each case requires a simple majority of the Diet, and treaties with territorial significance also require the consent of the Burgenraat. Ordinary bilateral agreements, consular conventions, and routine administrative arrangements may be concluded by the Ministry without formal Diet action.
The CATO Commissioner of Peace held a formal consultative role in any negotiation touching on Concord Alliance obligations throughout the transitional period. The position was advisory and carried no veto, though the Ministry treated the consultation requirement as a meaningful procedural constraint in practice, on the view that the CATO grant conditionality framework under Chapter IX of the Charter made the Commissioner's assessments practically consequential regardless of their formal standing. The office concluded on the certification of the constitutional referendum on 23.VII.1759 AN, when Alejandro Fuentes-Villanueva stepped down, and is being wound down over the remainder of the constitutional transition.
Organization
The Ministry operates from a compound in Johannsessbuurg close to the ducal residence and the Diet buildings. Its directorates are organized along functional rather than regional lines.
Office of the Minister
The Office of the Minister includes the Minister, the Permanent Secretary, a political adviser appointed at the Minister's discretion, and the staff responsible for ministerial correspondence, schedule, and liaison with the Ducal Household and the other ministries of the Council.

Doctrine and policy
The Ministry's operating doctrine is the policy of active non-alignment adopted at independence and summarized by Edgard III's characterization of the protection arrangement with Natopia as "a temporary scaffolding rather than a permanent condition". Under this doctrine the duchy pursues broad engagement across Apollonia and the wider Micran community, with no intention of seeking membership in any collective security organization, including the Raspur Pact, the Concord Alliance, the Xaiville Convention, and the Apollonian-Benacian Community.
Non-alignment is distinguished from strict neutrality on the Ministry's own account. The duchy benefits from the Natopian protection guarantee and does not claim indifference to the security order that made its independence possible. The policy's aim is rather to preserve freedom of case-by-case cooperation without prior collective obligations. Whether non-alignment should be enshrined in the permanent constitution as a binding principle, or left to ordinary legislation, was settled by the Constitutional Diet in II.1759 AN: the Constitution entrenches non-alignment, amendable only by two-thirds of each chamber together with approval at a national referendum, a provision ratified at the referendum of VII.1759 AN and in force since 1.VIII.1759 AN.
Trade diversification is a stated Ministry priority, in recognition of the practical constraints that CATO grant dependence and the natopo peg impose on the duchy's economic autonomy. Fisheries, the opening of reconstruction contracts to non-CATO firms, and the treaty tracks with Floria (draft agreed at working level in 1757 AN) and Craitland are the main avenues. Consular work has been focused on the Anglian diaspora, particularly in Nouvelle Alexandrie, where the largest communities of displaced Anglians and Mala'anje reside.
Bilateral relations
Anglien maintains resident embassies in Lindstrom (Natopia), Cárdenas (Nouvelle Alexandrie), Vanie (Oportia), Noursala (Aerla), Cossa (Vegno, charge d'affaires), and Huyenkula (Order of the Holy Lakes). A trade liaison office in Alexandretta serves relations with Meckelnburgh, with a full embassy-level post under discussion. Resident foreign embassies in Johannsessbuurg include those of Natopia, Nouvelle Alexandrie, Oportia, Aerla, Vegno, the Order of the Holy Lakes, and Constancia.
The Ministry has identified Natopia as the duchy's closest bilateral partner, reflecting the protection arrangement, dynastic ties through the marriage of Edgard III to the late Empress Vadoma I, and the garrison and reconstruction relationships. Nouvelle Alexandrie is the Ministry's principal civilian interlocutor within the CATO framework, with extensive cultural and religious links through the Alexandrian Nazarene communities in both states and through the Anglian grandchildren of Edgard III and the late Empress who stand in the New Alexandrian line of succession. The Order of the Holy Lakes occupies a separate category of relations, grounded in the border the two states share along Anglien's eastern frontier and in the Order's absorption of the remnant Grand Duchy of Lac Glacei under the Lac Glacei Act.
A treaty of friendship with Floria has been under negotiation since 1756 AN, with a draft text agreed at the working level in 1757 AN; a treaty track has been opened with Craitland. Both states are unaligned and geographically positioned to offer the Ministry practical alternatives to over-reliance on the duchy's CATO-framework partners for trade.
Multilateral relations
Anglien acceded to the Micras Treaty Organization (MTO) in 1755 AN. The accession was the duchy's first multilateral commitment and was framed by the Ministry as complementary to the non-alignment policy, on the view that MTO instruments provide institutional frameworks that do not carry alliance obligations. The duchy has ratified the MTO General Membership Treaty, the Small Treaty of Non-Aggression, the Convention on the Establishment of a Common Court, the Micras Intellectual Property Protection Act, and the Treaty to Establish the International Commission. Accession to the Small Convention on Forum Based Weapons and the Convention on Civil Aviation remains under active consideration.
Relations with the CATO framework
The Ministry's relationship to the CATO Commissioner of Peace was one of its most structurally sensitive working relationships throughout the transitional period. The Commissioner's office in Johannsessbuurg maintained a permanent representative at all Diet sessions, held a standing right of audience with the Sovereign Duke, and carried ex officio observer status at TRCA proceedings. The Ministry coordinated with the Commissioner's office on matters that touched on CATO obligations, on the conduct of CAMA-A activities under its civilian advisory component, and on the conditionality benchmarks to which CATO grant disbursements were tied. With the office concluded at the referendum's certification and being wound down over the constitutional transition, these functions are passing to the Ministry's ordinary bilateral channels with the contributing states.
The Concord Alliance Military Assistance Mission to Anglien (CAMA-A), though under the Ministry of Defense's operational oversight in its military dimension, works closely with the Ministry of External Affairs on its civilian advisory component. CAMA-A's legal advisors, drawn primarily from New Alexandrian and Natopian professionals, have supported the Ministry's legal and treaty directorate in the drafting of its first consular conventions and bilateral administrative arrangements.
