Operation Everlasting is the rumored continuity of government operation plan for the Government of the Imperial State of Constancia.

It is said to have been implemented during the period known as The Scouring, during the period 20.XIV.1695 to 22.XIV.1695 and immediately thereafter.

The Office of Strategic Assessments of the Office of Strategic Interests Research Intelligence Service of the State Protection Authority, through Erebus, maintain realtime tracking and secures dynastic, military, political, and corporate personages of especial interest to the ruling regime of the Imperial State.

History

Operation-plan Everlasting is said to be a derivative of Projects RED POPPY, MAD COW, MAD DOG, MAD HATTER, PURPLE HAT, GOLDEN CROWN and SHINY DIADEM, among others, all under the purview and supervision of the Director of the very secretive Project Management Office, Ministry of Defense, by virtue of an Autokratorial Decree bearing date at 18.XI.1658, and have been religiously adhered to and updated, since then.

Succession to the Throne of the Imperial State of Constancia

Article 2 of the Magna Carta of 1667 provides that, "The Constancian Throne shall be succeeded to by descendants, according to the provisions of the House Law."

The Basilinna Olympia verbally promulgated the (first and only) Imperial House Law during the opening session of the 9th Imperial Synkletos, in Aqaba, 14.I.1694:

We earnestly likewise proclaim before this Imperial Synkletos Our promulgation of Our Imperial House Law, in accordance with Article 2 of the Magna Carta which I accordingly deliver unto the Imperial Synkletos:

We declare, decree, and appoint before all of you Our Most Trusted and Honoured Loyal Servant His Serene and Eminent Imperial Highness The Prince of Molivadia, Prince Consort of Arboria, Grand Knight Commander of The Order of the Great Kingdom of Constancia, etc. Our primary heir and adopted descendant to the Imperial House of Constancia, to the everlasting detriment of all other of Our possible heirs, Our ascendants and their descendants, and in his inability, We declare, decree and appoint Our Most Trusted and Honoured Her Serene and Eminent Imperial Highness The Princess of Arboria, Princess Consort of Molivadia, Our adopted descendant to the Imperial House of Constancia, and the natural legitimate heirs of their bodies, first, His Serene and Eminent Imperial Highness The Prince Iñigo of Molivadia and Arboria, followed by Her Serene and Eminent Imperial Highness The Princess Rosamund of Molivadia and Arboria. To this end, We raise, decree and confer unto all of them and the natural heirs of their body the rank, style and title of Imperial Prince and Princess of Constancia.

Therefore:

*0. Basileus Giakoumis

Article 17 of the Magna Carta provides that:

A Regency shall be instituted when the Basileus shall be less than 21 years of age. An Autokrator may be appointed by, and serves at the pleasure of the Basileus, and shall exercise all the powers appertaining to the Basileus, in the event of illness or inability of the Basileus.

For purposes of, and in accordance with the legal practice and tradition of the Imperial State, whosoever is the Autokrator of Constancia by direct commission or dormant commission of the reigning Basileus or reigning Basilinna, is also Regent, until the Basileus of legal age deems otherwise.

Succession to the Office of Autokrator of Constancia

Information from sources claim that this operation plan involves the invocation and use of a dormant commission in the event of the death, capture, or incapacity of the present Autokrator of Constancia, and while no individuals are specified, it is easy to speculate that the Autokratorial succession includes the Princess Esmeralda al-Osman, the commander of the Trans-Euran Command of the Raspur Pact, Imperial Senator Sarah Dravot-Osman in her capacity as Chair of the ESB Group, and the Khan and Grand Vizier of Raspur. That said, the Basilinna, if still surviving, or her successors, may exercise the Imperial Prerogative to appoint a new Autokrator of Constancia from among her subjects. Sources claim that the order of succession to the office of Autokrator of Constancia is sufficiently robust that the Imperial State of Constancia survives so long as a single Constancian subject is still breathing.

The surmised order of succession, as this is presently unknown, is claimed to be as follows:

  • 1. Princess Rosamund
  • 2. Prince Alexander Ayreon-Kalirion, son of Princess Rosamund
  • 3. Prince Farrukhān, son of Prince Iñigo
  • 4. Princess Kassandra Alexandra, daughter of Prince Iñigo
  • 5. Princess Artemis Calliope, daughter of Princess Rosamund
  • 6. Periklês Metaxas, in his individual capacity, and not as Mesazon
  • 7. The incumbent Mesazon
  • 8. The incumbent Speaker of the Imperial Synkletos
  • 9. The incumbent Minister of Defense
  • 10. The incumbent Minister of the Interior and Local Government
  • 11. The incumbent Minister of Justice and Immigration
  • 12. The incumbent Minister for Civil Defense
  • 13. The incumbent Minister for Molivadia
  • 14. The incumbent Minister for Aqabah
  • 15. The incumbent Minister for Raspur
  • 16. Incumbent Minister by seniority of appointment

Thereafter, it is alleged:

It is further alleged that all staff of the Imperial Diplomatic Service, as well as all commissioned officers of the Imperial Constancian Armed Forces are briefed on the details of Operation Everlasting, as they have the duty to ensure the secure the lawful succession in the event that the State Protection Authority is no longer able to do so.

Succession to the Office of Mesazon

The Mesazon is appointed by the Basilinna, and by tradition is the leader of the political faction that commands a majority in the Imperial Synkletos. The Mesazon also nominates the remainder of the Ministers, who are also appointed by the Basilinna, and like the Mesazon, all of them serve at her pleasure. By tradition, a new government is appointed at the inauguration of a new Imperial Synklētos, immediately after the Basilinna or Autokrator delivers the Speech from the Throne.

Ministers are primarily responsible to the Mesazon, but all of them, including the Mesazon, are collectively responsible to the to the Autokrator, who rules on behalf of the sovereign and possesses all of her prerogative powers.

In theory, any Imperial Constancian subject of adult age may be appointed Mesazon by the Basilinna, or by the Autokrator, although present convention (but not law) limits this appointment to an elected Dikastis or appointed Imperial Senator of the Imperial Synkletos.

Succession to the Office of the Foreign Minister

A Question Hour in the Imperial Synkletos revealed that there existed an order of succession to the position of Foreign Minister, where in the absence of senior deputy ministers, deputy ministers, and bureau directors, ambassadors of the Imperial State of Constancia throughout Micras were to assume the portfolio until such time that a new foreign minister was appointed.

Succession to the Office of the Minister of Defense

It is surmised, but not confirmed, that the order of succession to the position of Minister of Defense, in the absence of senior deputy ministers, deputy ministers, bureau directors and other Ministry officials proceeds in accordance with the military chain of command, where the most senior general officer, and if need be, field officer or commissioned officer, assumes the portfolio until such time that a new Minister of Defense is appointed.

Succession to the Office of the Minister of the Interior and Local Government

Another Question Hour in the Imperial Synkletos revealed that there existed an order of succession to the position of Minister of the Interior and Local Government, where in the absence of senior deputy ministers, the Minister for Aqabah, Minister for Molivadia, Minister for Raspur, deputy ministers and bureau directors, other appointed minor officials of the Ministry were to assume the portfolio until such time that a new minister was appointed.
