The Free Elwynnese Republic (officially the Elwynnese Republic, and commonly known as Free Elwynn, or Cimmeria and Raikoth), was an semi-recognized state which claimed dominion over all Elwynnese territory as it was prior to the Second Elwynnese Civil War, though in reality only ever exercised jurisdiction over the archipelagos of Cimmeria and Raikoth. It considered itself the legal successor of the Elwynnese Republic of 1671.
The legal succession to the Elwynnese Republic was by the legislatures of Amokolia and Upper Elwynn on 12.II.1692, and ratified by their respective legislatures the same day, in a unified congress. For a time, the state was officially referred to as the Republic of Elwynn and Amokolia (REA) in an effort to rouse support from the Amokolians.
The foundation of the Republic could initially be summarised as the "two-Elwynn doctrine", whereby the Republic reluctantly accepted that there would be two governments of Elwynn, each ruling according to its own ideological bases, one nationalist-humanist and one democratic. However, towards the end of 1695, it became increasingly evident that global political forces would not allow for such a doctrine. This culminated into the REA government's move to claim the entirety of the Elwynnese territory, calling the government by Princess Kamilla Winther illegitimate, and their proclamation that the shift from the Elwynnese Republic to the so called Great Elwynnese State was a nationalist-humanist ploy to de-emphasise the democratic and republican nature of the Elwynnese political machine. As such, on 13.XIV.1695, the REA government declared itself to have been a transitionary safeguarding-government for the Elwynnese Republic. It illegally passed a "constitutional amendment" to the original 1671 Elwynnese Republic Constitution, where the Autonomous Republics were abolished, and the Congress of the Elwynnese Republic reinstated to centrally govern the entire nation. The REA leadership would remain in place until regular elections could be held. At the same time, the capital of the REA was de facto moved to Wolfraven, in Cimmeria and its government dubbed its polity as the Elwynnese Republic, while using the less formal Free Elwynnese Republic "to highlight its independence and freedom for the humanist-ridden south", in the words of Princess Eki Verion.

The Republic of Elwynn and Amokolia was formed as a response to the Elwynnese government's continued attacks on democracy and the freedoms and liberties of the people. The executives of Upper Elwynn and Amokolia began secretly planning the secession following the 1689 Normark coup d'état. With covert meetings with their parliamentary parties, the planning was done without the knowledge of the Elwynnese central government. The Upper Elwynnese and Amokolian delegates to the Council of Eliria continued to meet there, changing their overt rhetoric to a more patriotic and supportive statement of the reign of Princess Kamilla Winther.
The declaration of martial law in Vijayanagara, following a radiological incident in the city on 19.XIII.1691 AN, upset the careful timetable of preparations that the autonomous republics had agreed upon. The heavy handed intervention of the Court of the Prince in mandating an immediate evacuation of the city as well as its efforts to censor coverage of the role of the naval dockyards in the catastrophe, resulted in a groundswell of anger towards the central government that had to be acknowledged by the government of Upper Elwynn. Whilst this incident would legitimate the intended end state of secession it would necessarily incur the ire of the Court of the Prince and attract the hostile attentions of the Court of Star Chamber upon those politicians who would take up the call to hold the UDF and government to account.
Finally, on 12.II.1692, a Unified Congress was called in Glenfiddich (to be as far as possible from any retaliation from the Court of the Prince or the UDF) whereby members of the majorities in both legislatures were invited to attend. The opposition parties were left out from the invitation, and were taken by surprise by this act.
The Unified Congress adopted its first resolution minutes after electing its Chair, Benjamin Sluyjs, and Secretary, Pedyr Mekaarveq. The resolution began: We, elected members the Congress of Upper Elwynn and the Diet of the Union of Amokolia, constituting the majority in both legislatures, have resolved, as follows..... Thereafter, the resolution delimited the crimes of the government of Kamilla Winther, denounced the ideologies of national humanism and Babkhi supremacy, and then the resolution established the Republic of Elwynn and Amokolia, with a temporary constitution and flag. It called upon all bailiwicks to adhere to the resolution, as it reflected the democratic will of both Upper Elwynn and Amokolia.
The Union Defence Forces present in the new Republic were to be reorganized into the "Self-Defence Forces of the People and Republic of Elwynn and Amokolia" (SDF).
Under the Free Elwynnese authority, the indigenous Raikoth culture became increasingly subdued by the "Barbarian" cultures of the Northern Islands.
Government

The local authorities in Cimmeria and Raikoth established a provisional government of the Free Area of the Elwynnese Republic (i.e. the territory under the jurisdiction of Free Elwynn). This provisional government is planning to elected congress and prince in 1697. The government has banned the Democratic Party of Elwynn and Nationalist and Humanist Party has terrorist organizations, and thus, the legal parties expected to participate in the elections are the Ayreonist Alliance, the Verionist Union, the Union of Truth and Beauty, the Elwynnese Workers' Party, and the Holy Party of the Divine Icebear. Prominent Northerner and face of the anti-Raspurid opposition, Eki Verion, was elected Princess of Elwynn. She held the position for the second time. Verionist Union leader Stephen Lewis announced the formation of a government of National Unity, organised among Verionist principles as a Council of Seven, Chaired by the Conducator of the Republic. The government, including the Princess of Elwynn, consists of five women and three men.

International relations of Free Elwynn
The international relations of the Free Elwynnese Republic are complicated and hindered greatly by the one-Elwynn policy that has been adopted by both claimants to Elwynnese sovereignty. By 1696, only three internationally recognised countries have established relations with Free Elwynn, Calbion, Kalgachia, and Zeed, but on 10.I.1697, Shireroth surprised its Raspur Pact allies by establishing diplomatic relations with Free Elwynn. "Shireroth stands by all its descendant states," said a spokesperson from the Ministry of the Exterior. Elwynn and the Unified Governorates of Benacia responded by expelling Shirerithian diplomatic staff from their respective territories.
Economy
From the outset of the secessionist rebellion the new republic repudiated the Elwynnese Mark and attempted to default back to the Natopian natopo (₦), as a stable and internationally recognised currency. However, as the rebellion and civil war broadened into a fight against the Raspur Pact the territories of Amokolia and Upper Elwynn found themselves progressively isolated from the Pact's Natopio-centric fiscal and trading network. As an interim work around, in view of the rapidly depleting reserves of Natopian currency available to the separatists, the Ministry of Finance on 8.XV.1692 AN introduced the New Unity Script (₰), a fiat digital currency with exchangeable QR code tokens, that would enter general circulation on 1.V.1693 AN at a fixed mandatory exchange rate of ten New Unity Script to one Natopian natopo. Valerie Brunswick, appointed Finance minister in 1697, reverted the change and introduced the Free Elwynn Erb, a reference to the Shirithian Erb used in Elwynn for many centuries. The FEE is pegged to the Calbain arian to maintain price stablitity.
