The foreign relations of the Free Elwynnese Republic are complicated and affected by the non-recognition of it by the "other" Elwynn, the Greater Elwynnese State.

Recognition received from sovereign states

    • Zeed has an embassy in Vanaheim, though Free Elwynn's embassy in Rusjar was destroyed in 1700 along with its staff in a bombing orchestrated by the Benacian Union.

    • The Shirerithian embassy is located in Vanaheim, with a consulate-general in Wolfraven, and consulates on each other Cimmerian island, and in Kalen, Midoth, and Anshir. Free Elwynn has an embassy in Shirekeep.

Relations with Shireroth

Shirekeep and Vanaheim quickly developed cordial and trustful relations, with free-trade arrangements being agreed to in early 1698. By this agreement, Shireroth would treat the territories under the jurisdiction of Free Elwynn as part of the Shirerithian Customs Area on an informal basis. Shireroth also allowed any citizen of Free Elwynn Shirerithian denizen travel documents. In Hurmu, a country with which Free Elwynn has warm and constructive unofficial relations, Shireroth acts as the protective power for Free Elwynnese citizens. By further agreement in 1699, Shireroth and Free Elwynn agreed that Free Elwynn should apply the Shirerithian legislation in the realms of commerce, food standards, postage, agriculture, and industrial standards so to further aid importation and exportation between the countries. Accordingly, importing goods or services from, e.g. Shirekeep to Vanaheim, will be as much paperwork as importing it there from Wolfraven.

By 1699, the relations between Shireroth and Free Elwynn were as if they were more or less the same country, and accordingly, Free Elwynn's ambassador to Shirekeep, Isor Verion, pushed an agenda where Cimmeria and Raikoth would be reintegrated to Shireroth in a Verionist duchy under the Kaiseress.

After a series of meetings with the Kaiseress, Isor Verion secured an offer that he presented to Eki Verion, the Princess of the Elwynnese Republic, to which the Princess assented. The Kaiseress responded by issuing a decree wherein Eki Verion would be restored to the imperial peerage as Countess of Cimmeria and governor of Raikoth. There was no mention of the rank of duchy, or guarantees of a Verionist government. This move by the Kaiseress was widely seen as a snub toward the princess. Moreover, Isor Verion had hoped to be rewarded by the Kaiseress by an imperial peerage for himself, as he would have brought back former imperial territory to the sovereignty of the Kaiseress. Instead, the poor man received a mention in the decree asking him to leave the Kaiseress alone. Isor Verion was furious, felt that the Kaiseress had played tricks on him, and wanted his revenge.

On 14.XI.1699, the government of Free Elwynn recalled Isor Verion back from Shirekeep and as replacement as ambassador to Shireroth, appointed Atterdag Kolbeinssøn. After Eki Verion failed to respond to the summons to Shirekeep so that she may be recognized as Countess of Cimmeria and Governor of Raikoth, the Imperial Government opted to designate those territories as "in rebellion", but took no steps to expel the rebels from their strongholds.
