The Shirerithian Customs Area (SCA) is one customs area constituting the Imperial Republic of Shireroth and Talenore, and, informally, also the Free Area of the Elwynnese Republic. Previously it has also covered Batavia, from 1669 to 1674 effectively, though Shireroth continued to claim that Batavia was part of the SCA until 1691 (for more information see below). There are no tolls and checks between these countries. Furthermore, the Shirerihian Ministry of Trade determines import and export dues for non-Raspur states.

In 1697, the Shirerithian and Free Elwynnese governments agreed to treat the territory under the effective jurisdiction of the Free Area of the Elwynnese Republic as part of the Shirerithian Customs Area on an informal level.

Batavia

On 20.XI.1678, the Frankish Empire was met with sanctions for its unlawful repudiation of a treaty with a Raspur Pact member state, and the Ministry of Trade announced that there will be a full export and import ban from and to the Frankish Empire into the SCA from 1.XII.1678. The Batavian government protested, but implemented the policies in line with legislation. With the formation of the Franco-Batavian Empire in late 1684, the Shirerithian government expelled Batavia with 36.XV.1684 being the last day of the applicability of the SCA on Batavia. On 11.III.1685, the Imperial Judex ruled in De Klijne v The Kaiseress that the unilateral ending of the applicability on Batavia was illegal and contrary to imperial law as well as the treaties.

After the judgment of the Imperial Judex, the Shirerithian government took immediate steps to re-set up the SCA in Batavia. By this time, however, Batavia had already set up its own customs regime, and once the Batavian Revolution occurred, Shireroth had no way to implement the SCA in Batavia. Regardless, Shireroth continued to claim that Batavia is legally part of the SCA, giving open-market access to Batavian products and services in Shireroth, Talenore and Free Elwynn, though Batavia did not participate the SCA within its own legislation and had its own rules on import conveniently ignored by Shireroth, as Shirerithian companies are forbidden from paying custom dues for exportation to Batavia, there is effectively no direct import from Shireroth to Batavia. Shirerithian products reached Batavia through third countries, such as Elwynn (before the Second Elwynnese Civil War) or the Unified Governorates. Using such countries as intermediaries was convenient for Shirerithian companies, as they enjoyed free-trade access to Raspur Pact countries, and that custom duties and papers could be filled out in those countries before crossing the border into Batavia.

Since the signing of the Tripartite Treaty in 1691, Batavia was no longer formally part of the Shirerithian Customs Area under either Shirerithian or Batavian law. From the start of the Second Elwynnese Civil War, the Batavian-Elwynnian border is closed. Batavia and Shireroth have normal international trading rules since 1691.
