Franco-Batavian Empire (Batavian: Frankisch-Bataafs Rijk; Germanian: Fränkisches-Batavisches Reich), in short often referred to as Franco-Batavia, was a shortlived supranational union of the Kingdom of Batavia and the Frankish Empire. The founding document is the Pact of Benacium, which was adopted on 23.XII.1684 AN. The Empire has competence over its constituent parts on the matters of military, territory, and foreign affairs. The Franco-Batavian Empire fell into chaos on 1.VI.1685.
History
Background
Since the revival of the Kingdom of Amokolia (West Amokolia) in 22.VI.1672, under the royal authority of Arkadius Frederik Gustavus des Vinandy, there has been talk of unification with the Kingdom of Batavia. The revival of the United Batavian States took place on 3.II.1661, but on 9.V.1669 this country was transformed into the Kingdom of Batavia. As a result, the two countries had a personal union.
When the Second Amokolian War broke out between West Amokolia and Elwynn, Batavia was kept out of the conflict in all its might. Outsiders in particular found it difficult to see the two countries as sovereign nations. West Amokolia went through the Wende, in which the kingdom became the Frankish Empire. In the last days of the war the countries came closer together. Francia became a member of the Batavian Confederation in 1679 AN, of which Batavia is the founding member.
After the Peace of Norfae, further cooperation developed between Batavia and Francia, such as in the fields of trade, military industry and cultural development. After the connection of Gascony, Los Bananos and Ravaria to the Frankish Empire, the Batavian northern border was reopened after three decades. Because Batavia was linked to the Shirerithian Customs Area by treaty, there was an internal trade border that crossed the trade zone of the Batavian Confederation.
Preliminary
A series of problems arose in the various countries of the Batavian Confederation. While Kasterburg and Los Liberados became part of Gran Verionia, that country waged a war against the Raspur Pact between 1680 and 1683 AN, putting the collective self-defence at stake. Batavia and Francia wanted to stay out of the conflict, but would become involved in collective self-defence through the article. An amendment of the article in the Statute was proposed.
Both Arcadia and Batavia suffered from inactivity in the camps. Arcadia was added to the Kingdom of Batavia as an autonomous region after the death of Gustavus des Vinandy. But this addition was not implemented on the MCS map, so Arcadia was still known as a separate nation. In Batavia there had been a state of emergency before, because of the inactivity of the then government under Prime Minister Mackay. After the state of emergency was lifted, elections were organised. Only after the installation of the new government under Prime Minister Montrarde, the country fell back into inactivity. Again the state of emergency was declared.
Unification
During a family meeting of the House of Vinandy in Koningsrots, the "Gustavus effect" allowed the problems of all countries under the royal authority of Arkadius Frederik Gustavus des Vinandy to be reduced to three policy areas: military, foreign and geography. On this basis a solution was sought. Considerations to form a unitary state (with or without a federative character), a confederation (such as the Batavian Confederation) or a supranational union were juxtaposed.
The countries differ from each other in terms of culture, own governance and language, which is why a unitary state was not seen as the most ideal solution. A confederation was seen as real, but at the time Kasterburg and Los Liberados were still part of the Batavian Confederation, which made transformation difficult. A supranational union was seen as the simplest and quickest solution.
The supranational union would profile itself as a state, for the benefit of the MCS map, but in practice it would function as a political union. The three policy areas would then be governed by this union, but the other policy areas would be left to the countries. This approach was laid down in the Pact of Benacium, which was adopted on 23.XII.1684 AN by both the Batavian Lagerhuis and the Frankish Reichstag.
The formal start of the union, named "Franco-Batavian Empire", was set at 1.I.1685 AN. That day will henceforth be celebrated as "Union Day", an official holiday in all members. Immediately after it became clear that the union was being formed, Batavia was unilaterally expelled from the Shirerithian Customs Area. As a result, the internal trade border within the Batavian Confederation was lifted. The MCS Council granted the claim to the former Batavian Cibola, thus fulfilling the Batavian aspirations to Cibola.
Fall
The nature of the Franco-Batavian Empire was not understood. It was thought that the Kingdom of Batavia and the Frankish Empire had been replaced by the Franco-Batavian Empire, in an attempt to claim territory under an earlier treaty with the Kingdom of Batavia. The king rejected the arrogant attitude of the diplomats.
After Stormark was removed from the map, a coup was committed in Francia. Kaiser Arkadius had to swerve and chaos arose throughout the Frankish Empire.
