Sanama Council of State (Third Republic)

The Council of State (Third Republic) was the national executive, chaired by the Chancellor and shared the executive power with the President. The president appointed the person most likely to command a majority in the Llusan as chancellor, and the rest of the ministers on the advice of the chancellor. However, the president could reject a candidate proposed by the chancellor. The Council of State secretaries had one or more assistant, titled Under Secretary, who served as senior public servants in each department. They in turn were assisted by Deputy Under Secretaries. The Principal Under Secretary for the National Chancellery was the most senior public servant in the national government overall and the day-to-day manager of the civil service staff of the Chancellery.

Nur Pinito I 1691–1694

The Nur Pinito council came into office upon the appointment of former President Keysa Nur Pinito Caprici as Chancellor, by the new President Tanilo Lhayi. The council was a majority coalition government due to the Alliance for Prosperity victory in the 1691 election. This marked the return to government for UNA and SNP since they lost the election in 1688, and the return to government for N&H since 1685. The Council consisted of 17 ministers from UNA, eight ministers from SNP and five ministers from N&H. This was the largest Council of State ever appointed at 31 ministers including the Chancellor. The rationale for the expansion was that the national government assumed all duties of the previous federated provinces, combined with the sheer size of the country, both in area and population. Due to its size, the Nur Pinito council has a committee, inofficially called the Cabinet, consisting of the Chancellor and the secretaries for the Treasury, Defence, Foreign Affairs, Justice, Interior, and Coordination. On 1.XII.1692 the Secretary for Women, Families and Human Rights received a new title, the Secretary for Civil and Human Rights. On the same date the Secretary for Public Administration was abolished and the minister responsible, Louise Seward, transferred to the Department of the Treasury with the new title Secretary for Financial Markets. On 1.V.1694 the Department of Domestic Security was formed, gathering together various domestic security agencies, like the Kalisa Rrumëli, Kalisa Sivile, Immigration and Customs Service, and the Coast Guard. The new department was headed by Kika Shula, the former Secretary for Civil and Human Rights. In 1694 leading up to the election, Nur Pinito Caprici reorganised her council again. Membership in the council proper would be limited to the department heads, with the junior ministers becoming under secretaries within those departments. This reform came as a response to internal critique against the Chancellor for bloating the size of the council. With UNA absorbing the SNP, ministries only needed to be divided between two parties, not three.

Wilamu 1688–1691

Following the defeat of the Alliance for Prosperity in the 1688 elections, President Keysa Nur Pinito Caprici appointed Taliya Wilamu of the SLF to the position of Chancellor, ushering in the first period of cohabitation in Sanaman history. The first Wilamu council consisted of nine ministers from the Sanaman Liberation Front and six ministers from Coalition 1660. With the Democratic League controlling only 311 seats in the Llusan, nine seats short of a majority, the Wilamu Council was a minority coalition government. In XII.1688 the Chancellor presented a bill to reorganise the departments and ministers of the Council, which would among other things expand the Council to 22 ministers including the Chancellor, as well as place multiple ministers in several departments. The bill passed with support from the government and the Partito Popolare Cisamarrese, but was subsequently vetoed by President Nur Pinito Caprici. The attempt to override the veto was unsuccessful since the government failed to gain the support of three-fifths of the membership. A minor change, renaming the Department of Health and Social Care the Department of Health and Social Services did pass the Llusan with overwhelming support and was shortly after passage signed into law by the President.

The first Qusen council consisted of eight ministers from the United Nationalist Alliance, five ministers from the Sanaman National Party, and two ministers from Partito Popolare Cisamarrese.

Lhayi I & II 1679–1685

The first Lhayi council consists of six ministers from the United Nationalist Alliance, five ministers from the Sanaman National Party, two ministers from the Northern League and two ministers from Partito Popolare Cisamarrese. On 22.XIV.1681 the ministers from the National League left the government. On 8.XV.1681 two ministers from the Nationalist and Humanist Party entered the government after the party signed on to the coalition agreement. The entry also lead to a slight reshuffle where the Secretary for Justice Shana Kalani moved to the Department for Defence permanently.
