Lhusan Nasyonal

The Lhusan Nasyonal is the tricameral legislature of Sanama since 1707. It consists of the directly elected House of People's Delegates, the indirectly elected House of Councillors, and the appointed Council of People's Republics. Out of the three houses, the House of People's Delegates is the more powerful, as the representative of the people at large. The House of Councillors is elected by various organisations in the civil sector, including unions, universities and cultural institutions, while the Council of People's Republics consist of members from the executives in the people's republics. The consent of the House of People's Delegates and at least one of the other chambers is needed to send a bill to the President of the Union for promulgation.

House of People's Delegates

The House of People's Delegates is directly elected by the people every four years in single member constituencies. Arguably the more powerful of the three houses, it is the only one that is elected by the people at-large. Delegates are apportioned among the people's republics according to their share of the national population according to the latest census. The number of delegates is fixed by law, but there are some constraints in the constitution. If a vacancy arises, a special election is scheduled, unless less than six months remain until a regular election. The House is presided over by the Speaker, elected by the members, and assisted by four Deputy Speakers. The House participates in the election of the President of the Union, and the Speaker acts as chairperson when the Lhusan Nasyonal meets in joint session. The House can also compel the attendance of members of the Council of State to answer questions. According to the constitution, all bills must originate in the House of People's Delegates. All members and committees have the right to introduce bills, together with ten members of the House of Councillors, the delegations in the Council of People's Republics, and the Qukalsim. For a bill to pass, it requires majority support in the House of People's Delegates and the consent of at least one of the other Houses. Constitutional bills also requires approval in a referendum. In addition to its legislative powers, the House also has the power of impeachment, to approve or reject a candidate for Qukalsim proposed by the President of the Union, and to pass motions of no confidence in the Qukalsim as well as individual members of the Council of State. The President of the Union must terminate the commission of the Qukalsim or a minister if they either fail to gain approval in a motion of confidence, or if a motion of no confidence is passed against them.

House of Councillors

The elections to the House of Councillors are non-partisan. However, the government maintained a slight majority in the house in the 1715 elections, with the minority primarily consisting of the Agrarian League and Sanaman People's Party.
