The Council of State of the Sanaman Union of People's Republics (rhumëli lhusan in Sanaman) is the executive of Sanama, chaired by the President of the Council of State and responsible to the Lhusan Nasyonal and the President of the Union.

The President of the Council is appointed by the President of the Union, and its members by the President of the Union on the advice of the President of the Council. The President of the Union is obliged to discharge a minister if said minister loses a vote of no confidence in the Lhusan Nasyonal. The President of the Union may also discharge a minister or the President of the Council of State, usually for cause. The President of the Council, or Qukalsim, is also the formal head of the National Civil Service of Sanama.

The short form name Council of State is used in legislation and in every-day use, while the long form is used in formal contexts.

Organisation

The Council of State is the main national governing authority, and is constitutionally vested with the executive power of the state. It is responsible for its actions to both the Lhusan Nasyonal and the President of the Union. It also operates under the collective responsibility rule, and as a consequence, any minister that publically opposes a decision of the council after it has been made is expected to resign.

The President of the Council of State

The President of the Council of State, usually and colloquially referred to as the Qukalsim, is the head of government and of the council. They are appointed by the President of the Union, who in their reasoned opinion chooses a candidate that can survive a vote of confidence or no confidence, and pass a budget for the union. A vote is not required by the constitution. The Qukalsim can be dismissed by the Lhusan Nasyonal by passing a motion of no confidence, and at any time by the President of the Union. The power of the President of the Union to dismiss is by many considered a reserve power, but has never been tested in practice.

The Qukalsim may appoint a vice president to act as a deputy for the them in case of absence. If there is no vice president or if both the Qukalsim and vice president are unavailable at the same time, the Qukalsim's duties is assumed by the minister in office that has served for the longest time, or the oldest minister.

Cabinet ministers and ministries

The President of the Union appoints the members of the council on the advice of the Qukalsim by decree. The President of the Union also organises the council into ministries and appoints heads of ministries among the council ministers.

Ministers are dismissed at the discretion of the President of the Union or on the request of the Qukalsim, or at the request of the minister themself. The Lhusan Nasyonal may declare their no confidence in a minister, obliging the President of the Union to dismiss that minister.

Role of the President of the Union

The President of the Union chairs the formal meetings of the Council of State and must sign all decrees of the council for them to take effect. When the President of the Union cannot chair the Council of State, it is chaired by the Qukalsim. The President of the Union also issues decrees that provide guidelines for the internal and foreign policies of the state. Notwithstanding this, the President of the Union is not a part of the council and is not the formal head of government.

Role and authority

According to the constitution the executive power is explicitly vested in the Council of State. Its role and authority is generally provided by the constitution, where it is mandated to "provide for the good governance of the Union and the faithful execution of its law." The agencies and bodies of the executive government are subordinate to the Council of State as a collective body. Some agencies are subordinate to the Lhusan Nasyonal, these are an exception to the general rule that agencies report to the Council of State. The people's republics and local authorities are not subordinated to the Council of State, but rather derive their authority and role from legislation passed by the Lhusan Nasyonal.

Formation and dismissal

Following a general election, a successful vote of no confidence or otherwise when the office of Qukalsim falls vacant, the President of the Union holds talks with the leaders of the parties represented in the Lhusan Nasyonal. The President of the Union then appoints a candidate that can survive a motion of confidence or no confidence, and pass a budget for the union. After being elected, the Qukalsim submits a list of ministers to the President of the Union for appointment.

The President of the Union may dismiss the Qukalsim, and the Lhusan Nasyonal may also do so by passing a motion of no confidence. If such a motion is passed in the Qukalsim or a minister, the President of the Union is obliged to dismiss that member. If the Qukalsim is dismissed, the entire council must also resign. Ministers remain in office in an acting capacity until a new Qukalsim has been appointed, while the Qukalsim does not.

Councils of State

The formal Council of State consists of various ministries as subdivisions within the council. Members of the council are titled "Minister of State". In each ministry, there are also ministers and vice ministers that are political appointments, while the head civil servant is called the Secretary of State, who is assisted by secretaries and vice secretaries.

Former councils

A new council is formed every time there is a formal Qukalsim appointment, even if it is the same person as before the election or appointment. There is no automatic resignation following an election, but the President of the Union is obliged to appoint a Qukalsim.

Council of State Office

The Council of State Office is the collective name for the support organisation to the Council of State and the Qukalsim. Its formal head is the Qukalsim, while day-to-day operations is managed by the First Secretary of State, the most senior civil servant in the Council of State Office. The office is in turn divided into ministries, each headed by a politically appointed Minister of State, sometimes assisted by additional Ministers of State, and a Secretary of State, the senior civil servant. The ministries are technically not independent agencies, but rather divisions within the same agency. The Council of State Office is separate from the National Civil Service, composing the administrative agencies of the central government.
