Shirerithian, Alexandrian, and Natopian Entente Treaty

The Shirerithian, Alexandrian, and Natopian Entente, also known as the Raspur Pact Treaty, is is the treaty that forms the legal basis of, and is implemented by, the Raspur Pact. The treaty was originally signed by Shireroth, Alexandria, and Natopia in 1646 AN. Since the creation of the Raspur Pact through this Treaty, several other nations have joined and also withdrawn from the Treaty.

Background

The Shirerithian, Alexandrian, and Natopian Entente is an international treaty that forms the basis for the establishment of the alliance system now known as the Raspur Pact. Signed by the governments of the Imperial Republic of Shireroth, the Empire of the Alexandrians, and the Bovic Empire of the Natopian Nation. Recognizing the necessity of a partnership based on shared beliefs and values promoting freedom and stability, these nations established an international alliance to maintain peace and respond to threats collectively, particularly the threats from Jingdao and its alliance system, the Union of States around the Sovereign Oceans.

Overview

The treaty focuses on cooperation in various areas including international stability, economic development, military defense, law enforcement, and technology exchange. The signatory nations pledge to peacefully resolve international disputes, to refrain from aggressive actions, and to work together to address international problems of economic, social, cultural, and humanitarian nature.

Key provisions

Defense and security

One significant aspect of the treaty is the collective defense clause, which states that an armed attack against any signatory nation will be considered an attack against all. However, if a signatory nation instigates an unprovoked attack, other nations are not obliged to intervene militarily but may offer humanitarian assistance or mediation. The treaty also outlines the creation of an orbital defense force under Natopian guidance to protect signatory nations from external threats.

Economic and Technological Cooperation

The treaty encourages the exchange of commercial and military technologies among signatory nations, subject to export controls to prohibit the passage of these technologies outside the alliance. The treaty also prevents the application of burdensome tariffs or regulations on goods or services produced in one signatory nation and exported to another.

Law Enforcement and Judiciary

The treaty outlines a cooperative maritime mission, the Festival de las Armadas, which aims to suppress acts of maritime crime, including piracy and armed robbery at sea. The treaty also sets provisions for extradition in criminal proceedings and recognizes each signatory nation's civil laws, records, and judicial proceedings.

Freedom of Movement and Residency

The treaty allows citizens of signatory nations to take residency, work, and study in other signatory nations, subject to their respective laws. Deportation of a citizen of one signatory nation by another can only occur under specific conditions such as criminal conviction or threat to peace.

Airspace and Maritime Borders

The treaty sets the regulations for the use of airspace and maritime borders among signatory nations, including rules for private, commercial, and military vessels. The treaty also establishes provisions for joint maritime exercises.

Implementation and Withdrawal

The treaty established a Permanent Commission to implement the agreement and sets procedures for nations to join or withdraw from the treaty. The treaty is open to review by any signatory nation after being in force for at least one (1) year, and any signatory nation may withdraw after being a signatory for six (6) months.

The treaty was ratified and enacted following the constitutional processes of each signatory nation. The Government of the Bovic Empire of the Natopian Nation is the depository of the treaty and responsible for notifying all other signatories of any changes or withdrawals.
