The 2023 Phinbella World Stars (Phineaner: Piala Bintang Dunia Phinbella 2023; Taesongean: 2023년 핀벨라월드스타스) is the second edition of the Phinbella World Stars after rebranding to replace the Phinbella Cup, it is run by the Phinbella Football Association (PhFA) and the Phinbella Football League Authority (PhFLA). It is held for a month starting September 1 after more than two weeks after 2023 FMF World Cup.
RTP Adiwira FC is the first and defending champion of the Phinbella World Stars in the previous edition after beating Surrender Point. In this edition, who will be the champion and qualify for the EMUFA Champions' League in the 2023–2024 edition. This season is the last season for Izraiwan Marɂdzukiɂ with RTP Adiwira FC, after winning this season for the second time, Izraiwan will die this club at the next day, before moving to Eĵars Town FC.
Format
In the competition, the top ten teams from the 2023 PP.League were joined by the top six teams from the 2023 P2.League. The competition will begin with a group stage where only the 2 highest placing teams in each group would qualify to the knockout stage.

Seeding
They are divided into their pots by their placement from 2023 PP.League and 2023 P2.League. Each team that competes in this season will be placed into their respective groups according to the level of the team, so pot 1 includes the top 4 teams from the PP.League, pot 2 with the 5th to 8th place, pot 3 with those 9th to 10th along with the top two teams from the P2.League, and pot 4 with them in 3rd to 6th place.
