Amaland is a realm of Hurmu located on the west coast of Keltia, immediately south of Tanah Tōnán'hyôrï and north of Rousilion. Population 2,178,892 (1707 AN). Capital is Hafnagaarð.
It was annexed to Hurmu in 1707 following an appeal by the Confederation of Communes of Amager, Havnegaard and the Caputian Communities (CCAHCC) to be annexed to Hurmu, with the Confederation facing an existential threat with several sovereign powers in recent years making sovereign claims along the western Keltian coast.
The district's government is a carbon copy of the Confederation's former government, but with oversight from the Hurmu government in ensuring the peaceful transfer of Hurmu sovereignty onto the area, and the application of just laws and the implementation of federal statutes. The former communes of the CCAHCC have become each a municipality.
About half of the population of the district speak Amalandic as a native language (a dialect of Humlebækish) and the rest of the population speak, as a native language, in order of size, Istvanistani, Alexandrian, and Karnali.
History
Traces its history to Havnesgade-Amager.
In spite of only being notionally established in the year 1707 AN, the native polities which had petitioned for the protection of Hurmu were surprised to receive not a garrison or civil administrators but instead they were at once swarmed by the agents of various political parties seeking to establish "the facts in the ground" as, by some reason or another, the new colonial territories were being treated as fully integrated districts from the moment of their establishment on paper - as such here was a rich prize of unorganised voters up for grabs.
Through a series of riotous hustings, organised and overseen by warring bands of political agents and their locally hired cadres of activists, a district wide tumult, subsequently reported as an election, occurred, and the results counted towards the 1707 Hurmu general elections.
On 14.XI.1707 AN a party of 41 master gunners and 178 gunner assistants in the employ of the Honourable Company were put ashore from a chartered merchant vessel to raise the flag of Hurmu upon the shore of the claimed territory and to receive the submission of the petitioners who had offered their fealty to the Order of the Holy Lakes in the preceding year. At their head was a certain Sarhang Rakesh Farhangi, a gentleman who enjoyed the rank of Resident in the hierarchy of the Honourable Company's Keltian directorate. The good Sarhang, bearing letters from his director was commanded, upon receiving the natives, to engage their services for the construction of an artillery fort and residency at a suitable location. Until that time, his instructions directed him to secure the site of his landing by means of a stockade enrounded by a palisade and such entrenchments and earthen ramparts as he might be able to effect.
At the conclusion of the elections, Ardashir Kalir (Isorion Isor), CDH first alternative for the Senate of the Lakes was sent out to Amaland to serve as commissioner. As this appointment was to be his first experience of executive authority, he was accompanied by a retinue of eight companions who were well seasoned by service in Apollonian Hurmu.
Early in the history of Hurmudan administration the communes were periodically seized by panics that Oswin Fasthey, the deposed leader of the Dark Berry Islands, had found shelter within their midsts. But while the hue and cry had been raised on numerous occasions, no likely suspect was ever brought before the local magistrates.
Commissionership of Chancellor Rosamund
Princess Rosamund, Chancellor of the Order of the Holy Lakes, was appointed Commissioner of Amaland on VIII.1721, but due to various duties was only really able to focus on Amaland in 1722. On 14.XV.1722, she reported the following in open session of the Senate:
Good morning,
I advise the Senate that I have undertaken a visit to Amaland, the first by a Chancellor of the Order of the Holy Lakes, and in accordance with my remit as Commissioner. I have found it to be in a most deplorable condition. For significant reforms to take place, I propose a bill, the Amaland Reform Act...
The Amaland Reform Act was duly enacted by the Senate via unanimous consent on 2.V.1723. This Act dissolved the Communal Council of Amaland and plenipotentiary authority to govern Amaland was granted to Senator Rosamund or her successors as Commissioner, provided that she shall periodically report developments to the Senate of the Lakes. Senator Rosamund was also granted authority to conclude agreements with Tanah Tōnán'hyôrï.
Not long after her initial inspection visit on XV.1722, Rosamund commanded the construction of a 200-bed full-service hospital in Hafnagaarð, Amaland using private funds.
Assessment of local finances showed that the revenues planned to be raised via the Amaland Reform Act would amount to a mere 2,078,601 Hurmu crowns. Accordingly, Rosamund issued a decree allowing the entry of the following banks to engage in commerce, in Hafnagaarð and elsewhere in Amaland:
- ESB Bank
- Banco Nacional Aguilar
- Banque Nationale de Nouvelle Alexandrie
- Blackfriars Bank
- Caja de Ahorros de Santander
- Commercial Bank of Shahzamin
- Crédit Aldurienne de Nouvelle Alexandrie
- Entrepreneurship Services Bank
- Euran Trust & Commerce Bank
- Imperial & Emirati Bank of Alalehzamin and Constancia
- Imperial and Emirati Bank of the Sathrati Islands
- People's Bank of Zeed
- Quipu Bank
- Ransenar Commercial and Industrial Bank
- Savings Bank of Constancia
An Amaland Chamber of Banks was likewise given a corporate charter, comprising representatives of the aforementioned banks.
A census was ordered to be done, and this work was subcontracted to Euran Statistical Biometrics, a corporation registered in the Imperial State of Constancia, which performed all enumeration, coordination, logistics, data-gathering, and information management, and statistical quality services. All costs were shouldered by the private funds of Princess Rosamund.
A resident commissioner with semi-plenipotentiary powers was soon appointed, one Reidun Arzhang, and resident in Hafnagaarð.
Plans were soon put into motion, after public announcement of eventual establishment of a local consultative assembly, to be elected by the people.
On 12.V.1735, Senator Rosamund made a surprise visit to inspect the realm. The entire morning was spent meeting and consulting with officials, while the afternoon was spent on field visits. Dinner was spent once more meeting with civil leaders.
On 1.IX.1736, Senator Rosamund issued a proclamation and edict, announcing the formation and institution of an Election Commission, Communal Assembly and Communal Council, to assist in the government of Amaland. Elections for the Communal Assembly would take place on 2.XII.1736, with each municipality electing a Representative by plurality vote. Representatives would serve for 3 years. The Communal Assembly could debate bills that would be recommendations for legislation, but would only take legal effect on signature of Senator Rosamund. The Communal Council would be composed of Ministers appointed by Senator Rosamund. Elections would also take place for Municipal Mayors, Vice Mayors, and 5-member Municipal Councils, also serving for 3 years. No political parties were permitted to stand on the ballot, officially this would be nonpartisan election of citizens. An updated census was also ordered to begin immediately.

Garrison & security
A defence service agreement awarded by the Hurmu Peace Corps on 1.XIII.1707 AN provided for the United Free Company, a band of Benacian freebooters operating in western Keltia, to provide a garrison supplementary to the small force of artillerymen put ashore by the Honourable Company. The services of the mercenaries would be retained for an initial period running from 1707 to 1712 AN.
The Defence Service Agreement between the United Free Company and the Hurmu Peace Corps elapsed in 1712 AN without being renewed, owing to the demise of the final al-Osman cabinet. As of 1714 AN the United Free Company remained in possession of its fortified places once more as an independent mercenary band, levying fees upon the surrounding communities and receiving a compelled subsidy from the government of the colony. This oversight was addressed once it came to the attention of the administration in Huyenkula, with the result that a new ten year contract (1714-1724) was hurriedly brought into effect under the same terms as before. Owing to the chaos arising from the 1719–1720 Hurmu civil conflict the contract with the United Free Company was once again allowed to expire without being renewed, provoking a further instance of the mercenaries resorting to mutiny and brigandage to protest their loss of income.
In 1727 AN the Regiment of the Blackfriars' was awarded a ten year contract by the Hurmu Fyrð to garrison Amaland in conjunction with the ESB Group. Implicit in the contract was the obligation to expel the United Free Company from the district.
Routine law-enforcement in Amaland is the responsibility of the 33rd Circuit Regiment of the Hurmu Constabulary's 7th Division, which was deployed to Hurmudan Keltia in 1727 AN.
By XV.1728 AN the United Free Company had at length been prevailed upon to remove itself, having accept a contract with the Council of Sathrati to reinforce the Jaysh al-Sathrati.
Amaland Reform Act
(Adopted by unanimous consent of the Eleventh Senate of Hurmu on 2.V.1723)
An Act to reform Amaland governance and socioeconomic conditions.
The Communal Council of Amaland is dissolved, effective enactment of this measure. Plenipotentiary authority to govern Amaland is granted to Senator Rosamund or her successors as Commissioner, provided that she shall periodically report developments to the Senate of the Lakes. Senator Rosamund shall have authority to conclude agreements with Tanah Tōnán'hyôrï.
An annual residence tax of one Hurmu crown shall be levied upon every Hurmudan resident in Amaland effective the first day of 1723, which shall accrue to the Treasury of Amaland. Failure to pay in full before the last day of every year may subject the resident to expulsion from Amaland until payment in full, subject to the grace of Senator Rosamund or her successors in office.
Demographics
Economy & infrastructure
Chancellor, Commissioner, and Senator Rosamund commanded the construction of a 200-bed full-service hospital in Amaland not long after her initial inspection visit on XV.1722. Mercy Hospital was bid to be constructed by ESB Construction, using private funds of Princess Rosamund. Mercy Hospital was granted a charter by signature of Princess, Chancellor, and Senator Rosamund, and began operating in temporary onsite accommodations, using private funding from a bequest provided by her. Inaugurated 1724.
Planning and construction of (for lack of a better term) the Amaland Government Complex in Vigerbirge also began in 1722. Myanglung was designated the seat of the realm assembly, and planning and construction of an Amaland Assembly building began as well.
