Operation Haven Shield is an ongoing humanitarian mission that began on 15.VI.1737 AN in response to the unprecedented refugee crisis stemming from the East Keltian Collapse. The operation was initiated following the conclusion of Operation Northern Light, with Keltia Command of the Raspur Pact establishing a comprehensive framework for refugee processing and resettlement. Led jointly by Moorland and Nouvelle Alexandrie, with independent but coordinated support from the Republic of Mercury, the mission represents one the largest humanitarian responses in recent Micran history, processing over millions of refugees from Normark and Anahuaco.

The operation's structure reflects a unique model of cooperation between the Raspur Pact alliance and neutral powers. While Raspur Pact forces operate under unified command from the Nouvelle Alexandrie-Moorland Joint Training Facility (RASMOR JTF), the Republic of Mercury, as a member of the Xaiville Convention, maintains operational independence while coordinating closely through established liaison protocols. This arrangement has proven particularly effective, with Moorland's northern ports and Mercury's coastal facilities serving as primary processing hubs for new arrivals, supported by the extensive logistics network of the Raspur Pact and Nouvelle Alexandrie's National Qullqa System.

The scope of Operation Haven Shield has expanded significantly since its inception. Initially focused on managing the 275,000 evacuees from Operation Northern Light, the mission has evolved to address continued waves of refugees fleeing northeastern Keltia's deteriorating security situation. The operation maintains more than 31 dedicated processing centers some operated by Raspur Pact nations and others by Mercury, along with extensive support infrastructure.

The humanitarian crisis necessitating Operation Haven Shield emerged directly from Operation Northern Light's transition from military evacuation to civilian humanitarian response. While Operation Northern Light had successfully extracted key military and governmental personnel from Normark and Anahuaco, the conclusion of military operations left millions of Norse and Anahuacan civilians facing deteriorating security conditions as the Confederacy of the Dispossessed consolidated control and advanced further.

Operation Haven Shield was formally established on 15.VI.1737 AN as Operation Northern Light's humanitarian successor, prompted by the overwhelming scale of civilian displacement. Initial refugee flows far exceeded projections, with Moorland receiving upwards of 50,000 refugees daily. The Republic of Mercury, though not aligned with the Raspur Pact, simultaneously reported receiving 15,000-20,000 daily arrivals along its border with Normark. This unprecedented exodus led Keltia Command to convene an emergency session at RASMOR JTF on 10.VI.1737 AN to transform Operation Northern Light's military evacuation framework into a comprehensive humanitarian response system.

The situation intensified as the Confederacy of the Dispossessed accelerated operations in former Norse territories following the decommissioning of the Citadele Alexandrin. Intelligence reports indicated systematic targeting of civilian infrastructure, while the Republicanos Anahuacanos' concurrent expansion in southern Anahuaco further destabilized the region. By mid-1737 AN, humanitarian organizations estimated that over 12 million people had already fled, with verified arrivals of 8 million in Moorland and 4 million in Mercury. The Raspur Pact established an expedited verification process for Norse and Anahuacan citizens, guaranteeing resettlement support across member nations for those who could prove their citizenship status.

On 20.VI.1737 AN, the Republic of Mercury and Keltia Command entered a more formal cooperation agreement, one which maintained Mercury's political neutrality as a Xaiville Convention member while enabling practical cooperation. The agreement's key provisions included shared aerial surveillance data, coordinated naval rescue zones, mutual recognition of refugee documentation, and regular information exchange through a permanent liaison office at RASMOR JTF. Under the agreement, Mercury maintained independent command of its processing centers and resettlement programs while gaining access to Raspur Pact logistics networks, a financial aid package of 7.5 billion Natopian natopos from Nouvelle Alexandrie and Natopia, and humanitarian supplies through the National Qullqa System.

Participating Nations

Constancia

Admiral Konstantin Papadopoulos of the Imperial Constancian Navy remained as theater commander, having been conveyed from Keltia Command in Cárdenas, and flown to the Constancian operational component headquarters established on 1.VI.1737 AN at RASMOR JTF, Nouvelle Alexandrie-Moorland Joint Training Facility, south of Newcastle upon Eastmoor in Moorland, which remained as primary operational control.

Former Taxiarchos (Brigadier), who was spot-promoted via Autokratorial Decree to Sarlashkar (Major-General), Eirene Spiro of Task Force North Wind served as deputy theater commander. Imperial Constancian Ambassadors Taxiarchos (Brigadier) Soheila Osman, commander of Imperial Constancian Armed Forces in Normark (essentially all Constancian nationals, who had been called to active duty in the course of Operation Northern Light), and Taxiarchos (Brigadier) Hillary Nicostrato, commander of Imperial Constancian Armed Forces in Anahuaco, served as her principal deputies.

Sarhang Olivier Sud of the Imperial Constancian Army continued his duties as primary operational and field commander, directly reporting to Admiral Konstantin Papadopoulos, with the charge of coordinating extraction given the assets available.

Antinavarchos (Vice Admiral) Edmund Zahari, commander of Task Force Redemption, aboard KP Imperial Will, served as alternate theater commander in the event total communication was lost with RASMOR JTF.

Implementation

Expanded Operations

Constancia

Chartered flights of the Imperial Constancian Airways Corporation were slotted to fill any vacancies for departure from Moorland airports. Whatever free berths were made available at Ports of Newhaven were utilized for transshipment of evacuees to Task Force Redemption.

Considering the sheer number of refugees, representations were made to the External Service of the Benacian Union through Imperial Constancian Ambassador to the Benacian Union, Vahid al-Osman, for temporary use of the Warring Islands Special Autonomous Region as a transshipment point. The available vessels of the Imperial Constancian Navy, such as 64 Logistic Support Vessels, the Clemency-class Hospital Ship KP Epieíkeia, and the Rhodondra-class amphibious assault ship KP Aqabah were all pressed into service to supplement Task Force Redemption. These would all disembark passengers at northeast Shahzamin, primarily through Al-Ghabi, Edgardia, and Port Aguilar.

Military flights of the Imperial Constancian Air Force, chartered aircraft of the Imperial Constancian Airways Corporation, as well as deployed CF-380 Atlas of the Honorable Company from Port Esther airport to Constancia via Cárdenas became a regular phenomenon.
