Following the East Keltian Collapse 15-20% of the population of Normark, particularly families assessed as politically reliable by the Benacian Censorate, were resettled in the Governorate of Absentien in the decade following 1737 AN.
Whilst most candidates for resettlement were chosen from families held on the registers of the N&H Future Leadership Programme, the cadres of the Humanist Vanguard, and the officer corps of the Nordhær, there were credible reports of mass abductions undertaken of Normarker civilians in razzia actions undertaken by local security forces directed by Benacian officials.
Evacuations were conducted via the Boreal Air Bridge until Shireroth opened the Polar Front in 1738 AN–1739 AN, at which point the undertaking was subcontracted to the Honourable Company, which devised a convoluted scheme ultimately involving Constancia, the Suren Confederacy, and Zeed, third party shipping routes, and a system of institutional corruption which played upon dissent and war weariness in Kildare and Sathrati to open up what was known as the Arborial passage to Benacia.
New fortified settlements were planned along the post-war frontier with Batavia where the settlers were intended to serve as the kernel of an auxiliary border security force.
